Trump says UK's Starmer making'a big mistake' with Chagos Islands deal Donald Trump has criticised the United Kingdom's plan to hand over the Chagos Islands to Mauritius, a day after the United States Department of State gave its official approval of the deal. The US president said on Wednesday that Prime Minister Keir Starmer was "making a big mistake" in the agreement to return sovereignty of the archipelago to Mauritius, and lease back the island of Diego Garcia, which is home to a UK-US military base. The Indian Ocean archipelago became part of British territory in 1814, with the UK detaching it from Mauritius before it gained independence in the 1960s. It then worked with the US to force the islands' residents to leave, in order to build a military base on Diego Garcia, which it had leased to the US. Mauritius won its legal battle for sovereignty over the islands in 2019, and the International Court of Justice (ICJ) urged the UK to cede control.

Moly\'e: A Corpus-based Approach to Language Contact in Colonial France

Whether or not several Creole languages which developed during the early modern period can be considered genetic descendants of European languages has been the subject of intense debate. This is in large part due to the absence of evidence of intermediate forms. This work introduces a new open corpus, the Moly\'e corpus, which combines stereotypical representations of three kinds of language variation in Europe with early attestations of French-based Creole languages across a period of 400 years. It is intended to facilitate future research on the continuity between contact situations in Europe and Creolophone (former) colonies.

Case Studies of AI Policy Development in Africa

Artificial Intelligence (AI) requires new ways of evaluating national technology use and strategy for African nations. We conduct a survey of existing 'readiness' assessments both for general digital adoption and for AI policy in particular. We conclude that existing global readiness assessments do not fully capture African states' progress in AI readiness and lay the groundwork for how assessments can be better used for the African context. We consider the extent to which these indicators map to the African context and what these indicators miss in capturing African states' on-the-ground work in meeting AI capability. Through case studies of four African nations of diverse geographic and economic dimensions, we identify nuances missed by global assessments and offer high-level policy considerations for how states can best improve their AI readiness standards and prepare their societies to capture the benefits of AI.

The bright new future of artificial intelligence in Africa is part of the bright new future of the continent as a whole, advocates say. "One thing is clear: Africans have a goldmine at our fingertips. A rapidly growing population of 1.4 billion people, 70% under the age of 30, combined with huge growth in AI investments, creates a potent recipe … We will not sit back and wait for the rest of the world to reap our rewards," wrote Mahamudu Bawumia, the vice-president of Ghana and head of the government's economic management team, in the Guardian earlier this year. Growing alarm about the threats posed by uncontrolled innovation in artificial intelligence has prompted global leaders to hold the first ever safety summit.
