Lethal Autonomous Weapons and War Crimes

The LAWS & War Crimes project analyses the challenges of ascribing criminal responsibility for war crimes raised by the advent of increasingly autonomous weapon systems and human-machine shared decision-making in the targeting process (so-called mixed-initiative systems). It is in this area that the risk of a responsibility gap is greatest. It is likely that the criminal intent required for the commission of war crimes in combat operations is lacking. At the same time, it is also likely that the causal connection between the human conduct and the harmful and wrongful result is missing. The LAWS & War Crimes project seeks to understand this gap, both at the international and domestic level, and identify ways to resolve it. The project team consists of an international team of researchers based at the Graduate Institute of International and Development Studies in Geneva and is supported by a four-year grant from the Swiss National Science Foundation.

We want to demystify Artificial Intelligence and open up the public discourse around the positive, ethical uses that can have a positive impact on people's lives. AI has enormous potential to transform the way that systems and services are provided across all areas of society, such as; local and national government, science, health, education, arts, climate action, transport, manufacturing, emergency services, academia and research. Much of the public discourse about AI to date has focused on the benefits for the private sector. We want to change that, raising the profile of AI innovators helping improve social outcomes in communities across Scotland. If AI is to be used as a tool to improve our society, there must be focus on the intended and unintended impact on users, on addressing inequalities and not exacerbating them, on making technology that is open and accessible and to not entrench bias and discrimination within the technologies we create.

Huawei makes bid to enter self-driving car industry The Burn-In

Typically, Chinese technology conglomerate Huawei makes the news because of the robust sales of its handsets or controversial telecommunications equipment. However, the firm has a host of business interests, including laptop manufacturing and smart glasses. Now, the company's taken steps to further its interests in the self-driving vehicle industry. Last week, Huawei announced it would use Chinese cartography firm NavInfo Co. Ltd.'s high-definition map data in its autonomous cars. Primarily, Huawei has taken up with NavInfo to avoid a major regulatory hurdle.

Whoever controls the strongest artificial intelligences controls the world. Artificial intelligence is the most important technology of the 21st century. It is therefore important to understand global ambitions and movements. In this article I examine the global artificial intelligence industry and in this context consider the aspects of politics, data, economy, start-ups, financing, research and infrastructure. I will only briefly discuss the current superpowers China and the USA, as I will dedicate a separate article to each of them. The question that we must ask ourselves in the end is how humanity will deal with the global challenges. So far, the first wave of digitization has developed without much government influence. Although there are now plans to break Google's monopoly (USA and Europe), for example by imposing European fines on Google and Facebook, politics is lagging behind the market by over a decade. As far as AI is concerned, for the first time in recent history I have observed a multitude of initiatives, strategies and actions by dozens of governments around the world - with very different goals and approaches. Artificial intelligence is and remains an issue that politicians and administrations of all nations have to deal with. AIs are relevant for climate protection and economic policy.


Are AI Machines to Trust more than People?

Artificial intelligence (AI) is the sub-domain of computing. The goal of research for artificial intelligence is to develop programs (software), which will enable computers to behave in a way that is characterized as intelligent. The first researches relate to the very roots of computing. The idea of creating machines that will be able to perform various tasks intelligently was the central preoccupation of computer science researchers who ventured to research artificial intelligence throughout the second half of the 20th century. Today, research in artificial intelligence is focused on expert systems, translation systems in limited domains, the recognition of human speech and written text, automatic proofers of the theorem, as well as the constant interest in creating generally intelligent, autonomous agents.


How AI is Changing the Way Organizations Manage Content

For too long, we have drawn an artificial line between content and data, as well as between unstructured and structured information. This approach has the unfortunate effect of relegating content to a secondary status – a business area that represents a complex problem to solve (or live with) rather than an opportunity to exploit. By most estimates, content – or, if you will, unstructured information – represents more than 80 percent of all information. More importantly, almost all human-generated information is content. Content literally provides the basis for how the modern enterprise conducts its work. Content is how we communicate, and collaborate with one another.

HIGHLIGHTS FROM DAY 1 WHERE IS IQ'WHALO? What will our generation be remembered for? This year marks the second IGF attended by UN Secretary-General António Guterres. His opening speech last year – together with French President Macron's speech – carried substantive reflections on the state of global digital policy, and an encouraging vision for the digital developments ahead of us. This year's opening speech couldn't be more different. Characterised by examples of how the Internet is being misused and exploited, Guterres gave a stark account of the profound issues which are affecting today's technology and tomorrow's developments. 'It is for me an enormous frustration to be that today, not only we are still building physical walls to separate people, but that there is also the tendency to create some virtual walls in the Internet also to separate people.' The three main divides – the digital divide, the social divide, and the political divide – are still profound.
