A new US State Department-funded study calls for a temporary ban on the creation of advanced AI passed a certain threshold of computational power. The tech, its authors claim, poses an'extinction-level threat to the human species.' The study, commissioned as part of a 250,000 federal contract, also calls for'defining emergency powers' for the American government's executive branch'to respond to dangerous and fast-moving AI-related incidents' -- like'swarm robotics.' Treating high-end computer chips as international contraband, and even monitoring how hardware is used, are just some of the drastic measures the new study calls for. The report joins of a chorus of industry, governmental and academic voices calling for aggressive regulatory attention on the hotly pursued and game-changing, but socially disruptive, potential of artificial intelligence.

The news: In the summer of 2021, OpenAI quietly shuttered its mulrobotics team, announcing that progress was being stifled by a lack of data necessary to train robots in how to move and reason using artificial intelligence. Now three of OpenAI's early research scientists say the startup they spun off in 2017, called Covariant, has solved that problem. They've unveiled a system that combines the reasoning skills of large language models with the physical dexterity of an advanced robot. How it works: The new model, called RFM-1, was trained on years of data collected from Covariant's small fleet of item-picking robots, as well as words and videos from the internet. Users can prompt the model using five different types of input: text, images, video, robot instructions, and measurements.

The U.S. government must move "quickly and decisively" to avert substantial national security risks stemming from artificial intelligence (AI) which could, in the worst case, cause an "extinction-level threat to the human species," says a report commissioned by the U.S. government published on Monday. "Current frontier AI development poses urgent and growing risks to national security," the report, which TIME obtained ahead of its publication, says. "The rise of advanced AI and AGI [artificial general intelligence] has the potential to destabilize global security in ways reminiscent of the introduction of nuclear weapons." AGI is a hypothetical technology that could perform most tasks at or above the level of a human. Such systems do not currently exist, but the leading AI labs are working toward them and many expect AGI to arrive within the next five years or less.


Employees at Top AI Labs Fear Safety Is an Afterthought, Report Says

Workers at some of the world's leading AI companies harbor significant concerns about the safety of their work and the incentives driving their leadership, a report published on Monday claimed. The report, commissioned by the State Department and written by employees of the company Gladstone AI, makes several recommendations for how the U.S. should respond to what it argues are significant national security risks posed by advanced AI. The authors shared excerpts of concerns that employees from some of these labs shared with them privately, without naming the individuals or the specific company that they work for. OpenAI, Google, Meta and Anthropic did not immediately respond to requests for comment. "We have served, through this project, as a de-facto clearing house for the concerns of frontier researchers who are not convinced that the default trajectory of their organizations would avoid catastrophic outcomes," Jeremie Harris, the CEO of Gladstone and one of the authors of the report, tells TIME. One individual at an unspecified AI lab shared worries with the report's authors that the lab has what the report characterized as a "lax approach to safety" stemming from a desire to not slow down the lab's work to build more powerful systems.

Three people were killed in Russian shelling and drone attacks on towns in Ukraine's eastern Donetsk region, while at least a dozen people were injured in a Russian missile attack in the early hours of Sunday morning on the town of Myrnohrad, about 40km (25 miles) from the front line in Donetsk. Kyiv said Russia launched 39 Iranian-made Shahed attack drones across central and southern regions, including the Kyiv region. The Air Force said 35 were shot down over 10 regions. It did not say whether there was any damage. St Petersburg's Pulkovo Airport was closed briefly after a Ukrainian drone was detected in the neighbouring Leningrad region.


Multiple Population Alternate Evolution Neural Architecture Search

The effectiveness of Evolutionary Neural Architecture Search (ENAS) is influenced by the design of the search space. Nevertheless, common methods including the global search space, scalable search space and hierarchical search space have certain limitations. Specifically, the global search space requires a significant amount of computational resources and time, the scalable search space sacrifices the diversity of network structures and the hierarchical search space increases the search cost in exchange for network diversity. To address above limitation, we propose a novel paradigm of searching neural network architectures and design the Multiple Population Alternate Evolution Neural Architecture Search (MPAE), which can achieve module diversity with a smaller search cost. MPAE converts the search space into L interconnected units and sequentially searches the units, then the above search of the entire network be cycled several times to reduce the impact of previous units on subsequent units. To accelerate the population evolution process, we also propose the the population migration mechanism establishes an excellent migration archive and transfers the excellent knowledge and experience in the migration archive to new populations. The proposed method requires only 0.3 GPU days to search a neural network on the CIFAR dataset and achieves the state-of-the-art results.


Fooling Neural Networks for Motion Forecasting via Adversarial Attacks

Human motion prediction is still an open problem, which is extremely important for autonomous driving and safety applications. Although there are great advances in this area, the widely studied topic of adversarial attacks has not been applied to multi-regression models such as GCNs and MLP-based architectures in human motion prediction. This work intends to reduce this gap using extensive quantitative and qualitative experiments in state-of-the-art architectures similar to the initial stages of adversarial attacks in image classification. The results suggest that models are susceptible to attacks even on low levels of perturbation. We also show experiments with 3D transformations that affect the model performance, in particular, we show that most models are sensitive to simple rotations and translations which do not alter joint distances. We conclude that similar to earlier CNN models, motion forecasting tasks are susceptible to small perturbations and simple 3D transformations.


Autonomous Overhead Powerline Recharging for Uninterrupted Drone Operations

We present a fully autonomous self-recharging drone system capable of long-duration sustained operations near powerlines. The drone is equipped with a robust onboard perception and navigation system that enables it to locate powerlines and approach them for landing. A passively actuated gripping mechanism grasps the powerline cable during landing after which a control circuit regulates the magnetic field inside a split-core current transformer to provide sufficient holding force as well as battery recharging. The system is evaluated in an active outdoor three-phase powerline environment. We demonstrate multiple contiguous hours of fully autonomous uninterrupted drone operations composed of several cycles of flying, landing, recharging, and takeoff, validating the capability of extended, essentially unlimited, operational endurance.
