This is how the world looks on Facebook's population maps
Facebook's Connectivity Lab today released its high-resolution population maps for Malawi, South Africa, Ghana, Haiti and Sri Lanka, with the promise to make more datasets available over the coming months. The population maps are a joint effort between the Facebook Connectivity Lab, Columbia University and the World Bank, though Facebook is interested in the project as part of its effort to launch wireless communication services in rural regions around the globe. Facebook and friends used software to identify buildings in commercially available satellite images, and then estimated population using census data and a few other surveys and programs. Convolutional neural networks powered a model capable of identifying individual buildings in images from across the world. "There has been a lot of work recently on neural networks that can recognize individual buildings with very high accuracy, but these models are finely tuned on the local characteristics of the region where they are trained," the Connectivity Lab's Tobias Tiecke writes. "We found that these models do not perform well at a global scale with realistic amounts of training data.
WhatsApp temporarily suspends sharing European user data with parent company Facebook
WhatsApp has temporarily suspended giving parent company Facebook information about users in Europe for ad targeting, responding to concerns there over privacy, a source close to the matter said Tuesday. Conversations with officials in Europe over the past few months resulted in the social network deciding to only tapping into WhatsApp user data there for purposes such as fighting spam, according to the source. The break was described as an effort to give regulators time to share privacy concerns and for Facebook to consider ways to address them. German data protection authorities in September cited privacy concerns when they blocked Facebook from collecting subscriber data from WhatsApp there. "It has to be (the users') decision whether they want to connect their account with Facebook," Hamburg's Commissioner for Data Protection and Freedom of Information Johannes Caspar said at the time.
Automatic Node Selection for Deep Neural Networks using Group Lasso Regularization

We examine the effect of the Group Lasso (gLasso) regularizer in selecting the salient nodes of Deep Neural Network (DNN) hidden layers by applying a DNN-HMM hybrid speech recognizer to TED Talks speech data. We test two types of gLasso regularization, one for outgoing weight vectors and another for incoming weight vectors, as well as two sizes of DNNs: 2048 hidden layer nodes and 4096 nodes. Furthermore, we compare gLasso and L2 regularizers. Our experiment results demonstrate that our DNN training, in which the gLasso regularizer was embedded, successfully selected the hidden layer nodes that are necessary and sufficient for achieving high classification power.
A Proximal Stochastic Quasi-Newton Algorithm

In this paper, we discuss the problem of minimizing the sum of two convex functions: a smooth function plus a non-smooth function. Further, the smooth part can be expressed by the average of a large number of smooth component functions, and the non-smooth part is equipped with a simple proximal mapping. We propose a proximal stochastic second-order method, which is efficient and scalable. It incorporates the Hessian in the smooth part of the function and exploits multistage scheme to reduce the variance of the stochastic gradient. We prove that our method can achieve linear rate of convergence.
At Sundar Pichai's Google, AI Is Everything--And Everywhere
Sundar Pichai is huddling with five Google staffers in a room next to his office that's known--appropriately enough--as "Sundar's Huddle." The employees are members of the Google Photos team, and they're here this morning to update Pichai on something they've been working on for months. The group has barely begun its presentation when Pichai starts peppering them with questions, opinions, and advice. For half an hour, the discussion careens from subject to subject: the power of artificial intelligence, the value of integrating Google Photos with other products such as Google Drive, the importance of creating an emotional bond with the users of an app. After the team shows Pichai a rough cut of a promotional video, his feedback is unguarded and heartfelt: "That's awesome!" Google's bearded, 44-year-old CEO is, unmistakably, in his element. "Nothing makes me happier than a product review in which I can sit with the team and they're showing me something they're building," Pichai had told me a few days earlier. "Being able to react to it and think through, 'When users get this, what will their feedback be?' I'm always on a quest to do that better and do more of it."
U.N. votes for Japan co-drafted resolution slamming North Korea for diverting dire food funds to arms programs
UNITED NATIONS – U.N. member states on Tuesday condemned widespread human rights violations in North Korea and expressed concerns that funds needed to ease the dire humanitarian crisis are spent on Pyongyang's missile and nuclear arms programs. A resolution drafted by Japan and the European Union was adopted by a consensus vote in the General Assembly's committee on humanitarian affairs. Following the vote, diplomats from China, Pyongyang's ally, Russia, Syria, Iran and Cuba took the floor to state they were disassociating themselves from the outcome. The full General Assembly is expected to vote on the measure next month. North Korea has conducted two nuclear tests this year and test-fired a series of missiles, even as 18 million North Koreans out of a total population of 25 million are facing food shortages, Japan's ambassador said. "The authorities of the DPRK (North Korea), without regard to the plight of their own citizens, divert their limited resources to develop weapons of mass destruction," said Ambassador Koro Bessho.

Emerging Technologies Like Advanced Analytics, Machine Learning and Internet of Things Help Revolutionize Public Sector Agencies, Accenture Report Finds Survey results show meeting customer expectations is one of the lowest ranked priorities ARLINGTON, Va.; Nov. 15, 2016 – Advanced analytics and other emerging technologies are revolutionizing the way governments and public service agencies are trying to address citizen demands, helping to overcome persistent challenges such as regulatory compliance, outdated legacy IT infrastructures and organizational cultures, according to a new research report from Accenture. The report, Emerging Technologies in Public Service, examines the adoption of emerging technologies across agencies with the most direct interaction with citizens or the greatest responsibility for citizen-facing services: health and social services, policing/justice, revenue, border services, pension / social security and administration. As part of the report, Accenture surveyed nearly 800 public service technology professionals across nine countries to identify emerging technologies being implemented or piloted. These technologies include advanced analytics/ predictive modeling, the Internet of Things, intelligent process automation, video analytics, biometrics/ identity analytics, machine learning, and natural language processing/ generation. The survey found that while more than two-thirds (70 percent) of public sector agencies are evaluating the potential of emerging technologies, only a small percentage (25 percent) is moving beyond the pilot phase to full implementation.

Nataliia Dmytriievska was 15 years old and enveloped by flames when she first heard the call of outer space. A year earlier her boyfriend had taught her the basics of poi, a Maori dance in which performers swing flaming, tethered weights to describe bright geometric shapes in the dark. Despite the burns and bruises she earned, Dmytriievska was a determined pupil. She would practice for hours each day, drawing flowers and other outlines around her body using dummy weights, before attempting the same perilous tricks using fire. Although money was never the primary motivation – "I simply love the fire; there is something magical when you feel like it's in your control," she said – after a few years Dmytriievska turned semi-professional. She joined a circus troupe in her home city of Kiev, Ukraine to help support her university studies. In June 2007, the troupe began rehearsals for an interpretation of Edgar Allan Poe's poem, The Raven. As the backing music sounded out for the first time – a pipe organ, played rhythmically, as if calling people to worship, soon joined by galloping guitars and a furious drumbeat – Dmytriievska took to the stage. But her mind was not on the performance. As soon as she finished the routine she left the stage, walked up to her friend on the mixing desk and asked: "Where is that music from?" This Robot Can Fly a Plane from Takeoff to Landing
KAIST's PIBOT can sit in the pilot's seat and fly a regular aicraft just like a human would Developing an unmanned aircraft is a complex and expensive process, and even retrofitting manned aircraft for autonomous operation can be tricky. At KAIST in South Korea, researchers are testing a humanoid robot that's designed to operate a regular aircraft by sitting in the pilot's seat and using the controls just like a human would. PIBOT (pilot robot) demonstrated its skills on a flight simulator at IROS 2016. PIBOT can manage all aspects of a flight: turning the engine on, taxiing, taking off, flying, and even landing. The robot relies on input from the simulator to determine the location and state of the aircraft and lands successfully 80 percent of the time.
