Trump signs order to block states from enforcing own AI rules
US President Donald Trump has signed an executive order aimed at blocking states from enforcing their own artificial intelligence (AI) regulations. We want to have one central source of approval, Trump told reporters in the Oval Office on Thursday. It will give the Trump administration tools to push back on the most onerous state rules, said White House AI adviser David Sacks. The government will not oppose AI regulations around children's safety, he added. The move marks a win for technology giants who have called for US-wide AI legislation as it could have a major impact on America's goal of leading the fast-developing industry.

Russian strikes on Kyiv kill three as Ukraine envoys travel to US for talks
What is in the 28-point US plan for Ukraine? 'Ukraine is running out of men, money and time' Can the US get all sides to end the war? Why is Europe opposing Trump's peace plan? Russian drone and missile strikes in and around Ukraine's capital, Kyiv, have killed at least three people and wounded dozens of others, officials said, as Ukrainian representatives travelled to the United States for talks on a renewed push to end the war. "Russia shot dozens of cruise and ballistic missiles and over 500 drones at ordinary homes, the energy grid, and critical infrastructure," Foreign Minister Andrii Sybiha wrote on X on Saturday.

Captain of tanker linked to Russian 'shadow fleet' charged in France
Captain of tanker linked to Russian'shadow fleet' charged in France The captain of an oil tanker believed to be part of Russia's shadow fleet of vessels used to evade sanctions has been charged by French authorities. The Chinese national was handed one count of refusing to follow instructions from the French navy and told to attend a court hearing in the northern coastal city of Brest next February. The Boracay left Russia last month and was off the coast of Denmark when unidentified drones forced the temporary closure of several airports last week. The tanker was earlier boarded by French soldiers because it was on a list of vessels subject to EU sanctions for carrying Russian oil exports. Russian President Vladimir Putin called France's actions piracy.

French troops board oil tanker linked to Russian'shadow fleet' French soldiers have boarded an oil tanker believed to be part of Russia's shadow fleet, used to evade sanctions imposed because of the war in Ukraine. The Boracay left Russia last month and was off the coast of Denmark when unidentified drones forced the temporary closure of several airports last week. It has been anchored off western France for a few days. French President Emmanuel Macron said at an EU leaders' summit in Copenhagen on Wednesday that the crew had committed serious offences, but did not elaborate. Kremlin spokesman Dmitry Peskov said Russia had no knowledge of the vessel.

Russia-Ukraine war: List of key events, day 1,313
Can Ukraine restore its pre-war borders? Why are Tomahawk missiles for Ukraine a'red line' for Russia? Is Russia testing NATO with aerial incursions in Europe? Russian forces killed four people, including a 12-year-old girl, and injured 13 in an attack on Ukraine's capital, Kyiv, on Sunday night, Tymur Tkachenko, the head of Kyiv's military administration, wrote in a post on Telegram. Wounded soldier escapes battlefield using e-bike delivered by drone
This is the moment an injured Ukrainian soldier behind enemy lines made his escape using an e-bike delivered by a drone. Footage released by the Rubizh Brigade, part of the national guard of Ukraine, shows the wounded soldier, known as Tanker, receiving the e-bike by drone, which he says he couldn't ride at first. Tanker managed to ride away but only to about half-way to where he needed to go, before he hit a mine, destroying his bike, but not injuring him. His colleague Mykola watched his friend finish the rest of the journey on foot, before he reached an area where he could be evacuated.
A Survey on SAR ship classification using Deep Learning
Awais, Ch Muhammad, Reggiannini, Marco, Moroni, Davide, Salerno, Emanuele
Deep learning (DL) has emerged as a powerful tool for Synthetic Aperture Radar (SAR) ship classification. This survey comprehensively analyzes the diverse DL techniques employed in this domain. We identify critical trends and challenges, highlighting the importance of integrating handcrafted features, utilizing public datasets, data augmentation, fine-tuning, explainability techniques, and fostering interdisciplinary collaborations to improve DL model performance. This survey establishes a first-of-its-kind taxonomy for categorizing relevant research based on DL models, handcrafted feature use, SAR attribute utilization, and the impact of fine-tuning. We discuss the methodologies used in SAR ship classification tasks and the impact of different techniques. Finally, the survey explores potential avenues for future research, including addressing data scarcity, exploring novel DL architectures, incorporating interpretability techniques, and establishing standardized performance metrics. By addressing these challenges and leveraging advancements in DL, researchers can contribute to developing more accurate and efficient ship classification systems, ultimately enhancing maritime surveillance and related applications.

Russia braces for oil output cuts as sanctions and drones hit
Russia may be forced to throttle back its oil output in the coming months as U.S. sanctions hamper its access to tankers to sail to Asia and Ukrainian drone attacks hobble its refineries. The United States imposed sanctions last month that targeted 180 Russian tankers while Kyiv has stepped up drone attacks to improve its bargaining position amid expectations that U.S. President Donald Trump will press Russian leader Vladimir Putin to negotiate an end to the war in Ukraine. Trump has said stopping the conflict is a priority and that he could impose new sanctions on Russia if his goals are not achieved.

Russia claims to have seized new villages in eastern Ukraine
Russia claims it has captured two villages in eastern Ukraine where its forces have been steadily advancing for months, as Ukraine's president urged allies to deliver all the weapons they have promised to send to Kyiv. The Russian Defence Ministry said on Sunday that soldiers have captured the village of Yantarne in the eastern Donetsk region, about 10km (six miles) southwest of Kurakhove, a key logistics hub that Moscow claimed to have seized last week – a day after Russia's army said it had also taken new territory northwest of Kurakhove. The Defence Ministry added that soldiers had also captured the village of Kalinove in the northeastern Kharkiv region. The village is on the western bank of the Oskil River, which for a long time formed the front line between the two armies in the region. A Ukrainian official, quoted by the AFP news agency, said on Thursday that Russian forces had managed to establish a bridgehead on the western bank after crossing the river.
