Three killed in wave of Russian strikes across Kyiv, officials say

BBC News

Three people have died and at least 26 others injured in a wave of Russian drone and missile strikes on Kyiv, Ukrainian officials say. Mayor Vitaliy Klitschko described strikes, which caused explosions and fires in residential buildings across the city, as massive. Kyiv's energy infrastructure was also damaged, leaving some buildings in the north-east without heat, he said. Ukraine's air force reported several other regions across the country were also being targeted. Russia's defence ministry said it had downed or intercepted 216 Ukrainian drones that had targeted its industrial facilities and disrupted air travel, according to Reuters news agency.

Towards New Benchmark for AI Alignment & Sentiment Analysis in Socially Important Issues: A Comparative Study of Human and LLMs in the Context of AGI

arXiv.org Artificial Intelligence

With the expansion of neural networks, such as large language models, humanity is exponentially heading towards superintelligence. As various AI systems are increasingly integrated into the fabric of societies-through recommending values, devising creative solutions, and making decisions-it becomes critical to assess how these AI systems impact humans in the long run. This research aims to contribute towards establishing a benchmark for evaluating the sentiment of various Large Language Models in socially importan issues. The methodology adopted was a Likert scale survey. Seven LLMs, including GPT-4 and Bard, were analyzed and compared against sentiment data from three independent human sample populations. Temporal variations in sentiment were also evaluated over three consecutive days. The results highlighted a diversity in sentiment scores among LLMs, ranging from 3.32 to 4.12 out of 5. GPT-4 recorded the most positive sentiment score towards AGI, whereas Bard was leaning towards the neutral sentiment. The human samples, contrastingly, showed a lower average sentiment of 2.97. The temporal comparison revealed differences in sentiment evolution between LLMs in three days, ranging from 1.03% to 8.21%. The study's analysis outlines the prospect of potential conflicts of interest and bias possibilities in LLMs' sentiment formation. Results indicate that LLMs, akin to human cognitive processes, could potentially develop unique sentiments and subtly influence societies' perceptions towards various opinions formed within the LLMs.

Neural Network Modeling for Forecasting Tourism Demand in Stopi\'{c}a Cave: A Serbian Cave Tourism Study

arXiv.org Artificial Intelligence

For modeling the number of visits in Stopi\'{c}a cave (Serbia) we consider the classical Auto-regressive Integrated Moving Average (ARIMA) model, Machine Learning (ML) method Support Vector Regression (SVR), and hybrid NeuralPropeth method which combines classical and ML concepts. The most accurate predictions were obtained with NeuralPropeth which includes the seasonal component and growing trend of time-series. In addition, non-linearity is modeled by shallow Neural Network (NN), and Google Trend is incorporated as an exogenous variable. Modeling tourist demand represents great importance for management structures and decision-makers due to its applicability in establishing sustainable tourism utilization strategies in environmentally vulnerable destinations such as caves. The data provided insights into the tourist demand in Stopi\'{c}a cave and preliminary data for addressing the issues of carrying capacity within the most visited cave in Serbia.

War and Peace (WarAgent): Large Language Model-based Multi-Agent Simulation of World Wars

arXiv.org Artificial Intelligence

Can we avoid wars at the crossroads of history? This question has been pursued by individuals, scholars, policymakers, and organizations throughout human history. In this research, we attempt to answer the question based on the recent advances of Artificial Intelligence (AI) and Large Language Models (LLMs). We propose \textbf{WarAgent}, an LLM-powered multi-agent AI system, to simulate the participating countries, their decisions, and the consequences, in historical international conflicts, including the World War I (WWI), the World War II (WWII), and the Warring States Period (WSP) in Ancient China. By evaluating the simulation effectiveness, we examine the advancements and limitations of cutting-edge AI systems' abilities in studying complex collective human behaviors such as international conflicts under diverse settings. In these simulations, the emergent interactions among agents also offer a novel perspective for examining the triggers and conditions that lead to war. Our findings offer data-driven and AI-augmented insights that can redefine how we approach conflict resolution and peacekeeping strategies. The implications stretch beyond historical analysis, offering a blueprint for using AI to understand human history and possibly prevent future international conflicts. National Platform for Artificial Intelligence launched

#artificialintelligence

This platform is a state-of-the-art, high-performance supercomputer, ready to process a huge amount of information in a short period of time. "Daca" – Data Centre Android, their virtual host, welcomed the audience, adding that the Data Centre in Kragujevac is five times larger than the one in Belgrade and that it meets the highest standards for this type of facility, unique in the region in terms of capacity and performance. The national platform will be available to the state, local self-government, but also to universities, science and technology parks and startup companies. The government has determined the construction of the State Data Centre in Kragujevac as a project of importance for Serbia, since it is one of the capital investments in that city, worth 30 million. The data centre covers 14,000 square meters and was built in less than a year and a half.

Did that artificially-intelligent chatbot just crack a rude joke?

#artificialintelligence

A software developer with PolyAI who was testing the system, asked about booking a table for himself and a Serbian friend. "Yes, we allow children at the restaurant," the voice bot replied, according to PolyAI founder Nikola Mrksic. Seemingly out of nowhere, the bot was trying make an obnoxious joke about people from Serbia. When it was asked about bringing a Polish friend, it replied, "Yes, but you can't bring your own booze." Mrksic, who is Serbian, admits that the system appeared to think people from Serbia were immature.

Artificial intelligence in school teaching as of 1 September

#artificialintelligence

Brnabic said that as early as the first grade, children are introduced to algorithmic thinking and she recalled that in 2017 programming became an obligatory subject since the fifth grade of elementary school. Since 2017 we have started with the introduction of digital textbooks and digital classrooms and the plan is to fully digitise all our schools and the educational system by the end of 2022, the Prime Minister stated. She noted that retraining of employees for the field of IT is an excellent example of how the state takes care of the digital literacy of the people of all ages and added that until now over 2,000 candidates underwent the retraining and that this process is ongoing. Speaking about the digital connectedness, the Prime Minister explained that the goal is to provide broadband network for 99 percent of households in Serbia by 2025. According to her, over the past five years Serbia achieved an incredible success in the field of digital transformation of the government.

Serbia to get strategy for artificial intelligence soon

#artificialintelligence

During her visit to the Science Fund, Brnabic pointed out that the Draft Strategy for the Development of Artificial Intelligence has been completed and that a public debate starts today, noting that Serbia will adopt the said document by the end of the year. By doing so, we will become one of the twenty countries that have an AI strategy in the world. This does not mean that we will only be leaders in the region, but also outside the region, in Central and Eastern Europe, she said. Serbia will immediately start implementing the strategy, said the Prime Minister, adding that our country's potential in this area is already recognised in the world. Serbia is more and more recognised as a country that has much to offer the world in innovation – the fourth industrial revolution, digitalisation, science, education, Brnabic concluded.
