AI requires 'new generation' of arms control deal to govern future warfighting, says Marine veteran lawmaker

FOX News

Tom Newhouse, vice president of Convergence Media, discusses the potential impact of artificial intelligence on elections after an RNC AI ad garnered attention. A Marine veteran lawmaker says the U.S. should be pushing for a new international agreement to govern the use of artificial intelligence on the battlefield and believes it's a "strategic mistake" the Pentagon hasn't started this important task. Rep. Seth Moulton, D-Mass., said the U.S. needs to work with other military powers to flesh out rules of the road on how AI can and cannot be deployed by military forces before AI becomes much more advanced. "When we get to the point of having killer robots, it's going to be a real problem for us if we don't have some established international norms for their use," Moulton told Fox News Digital. "Adversaries like China and Russia -- which don't care about collateral damage, they don't care about civilian casualties, they don't care about human rights -- they're going to have an advantage in making their robots more lethal because they'll be less constrained."

Dynamic Autonomous Surface Vehicle Control and Applications in Environmental Monitoring

arXiv.org Artificial Intelligence

This paper addresses the problem of robotic operations in the presence of adversarial forces. We presents a complete framework for survey operations: waypoint generation, modelling of forces and tuning the control. In many applications of environmental monitoring, search and exploration, and bathymetric mapping, the vehicle has to traverse in straight lines parallel to each other, ensuring there are no gaps and no redundant coverage. During operations with an Autonomous Surface Vehicle (ASV) however, the presence of wind and/or currents produces external forces acting on the vehicle which quite often divert it from its intended path. Similar issues have been encountered during aerial or underwater operations. By measuring these phenomena, wind and current, and modelling their impact on the vessel, actions can be taken to alleviate their effect and ensure the correct trajectory is followed.

Embracing the reality of digital transformation - Raconteur

#artificialintelligence

Digital disruption has broken out of Silicon Valley. Any company, no matter how nuts-and-bolts, can be disrupted by a digital competitor; equally, any company could be that digital disruptor. The discussion was kick-started by two leading industry thinkers: Andrew Moore, chief transformation officer of chipmaking giant Intel, and Nigel Moulton, chief technology officer at Dell EMC, part of a corporation that services 99% of the Fortune 500 companies. Their remarks sparked lively discussion. Both Intel's Mr Moore and Dell EMC's Mr Moulton spend a lot of time talking to leading companies about their digital transformation journey, and they kicked off with a tough message: it's hard work.

Seth Moulton tackles Alexa data collection with new bill

#artificialintelligence

Today, 2020 Democratic presidential candidate and Massachusetts Rep. Seth Moulton is expected to introduce a bill that would limit how smart device manufacturers like Amazon and Google can collect your data. The Automatic Listening and Exploitation Act, or the ALEXA Act for short, would empower the Federal Trade Commission to seek immediate penalties if a smart device is found to have recorded user conversations without the device's wake word being triggered. For Google's home devices, for instance, that would mean recording a conversation without being prompted by "Hey, Google." Moulton's bill also addresses smart doorbells and their video capabilities. "Smart speakers and doorbells are great, but consumers should have a way to fight back when tech companies collect more data than Americans have agreed to give up," Moulton said.
