New federal certification rules finalized Monday for train dispatchers and signal repairmen will set minimum standards to counteract the investor pressure on railroads to continually cut costs while making sure those employees have the skills they need to operate all the high-tech systems on today's trains. The new Federal Railroad Administration rules are the latest steps in the agency's broad efforts to improve rail safety since the disastrous East Palestine derailment in Ohio last year although these rules were in the works years before that train crash. FRA Administrator Amit Bose said in an interview with The Associated Press that both these crafts of workers are responsible for some of the advanced technology railroads rely on like the assortment of trackside detectors that help spot mechanical problems before they can cause derailments, so it made sense to set certification standards for them.

Microsoft has announced that Windows 11 will be available on October 5th as a free upgrade for qualifying Windows 10 systems, as well as on new PCs shipping after that date. But it isn't for everyone; a gradual rollout will prioritize newer hardware and use "intelligence models" to determine who gets the upgrade first. Microsoft will apparently factor in reliability and device age. It could be the case that friends and family utterly disinterested in an OS update could be offered it ahead of anyone champing at the bit for the latest edition of Windows. While Google is said to be the champion in artificial intelligence (AI), its fiercest rival Apple seems to be looking to catch up to the Mountain View, California-based giant. According to data shared by data analytics firm GlobalData, Apple acquired the highest number of Artificial Intelligence (AI) companies, ahead of Google, Accenture, Microsoft, and Facebook – other leaders in terms of AI acquisitions.
