Sudan air force bombing of towns, markets and schools has killed hundreds, report says
Sudan's air force has carried out bombings in which at least 1,700 civilians have died in attacks on residential neighbourhoods, markets, schools and camps for displaced people, according to an investigation into air raids in the country's civil war. The Sudan Witness Project says it has compiled the largest known dataset of military airstrikes in the conflict, which began in April 2023. Its analysis indicates that the air force has used unguided bombs in populated areas. The data focuses on attacks by warplanes, which only the Sudanese Armed Forces (SAF) is capable of operating. Its rival, the paramilitary Rapid Support Forces (RSF) does not have aircraft.

ICE Rolls Facial Recognition Tools Out to Officers' Phones
WIRED published a shocking investigation this week based on records, including audio recordings, of hundreds of emergency calls from United States Immigration and Customs Enforcement (ICE) detention centers. The calls--which include reports of incidents of staff sexual assaults, suicide attempts, and head injuries--indicate a system inundated by life-threatening incidents, delayed treatment, and overcrowding. In a 6-3 decision on Friday, the US Supreme Court upheld a Texas porn ID law, finding that age verification for explicit sites is constitutional. In a dissent, Justice Elena Kagan warned that this determination ignores First Amendment precedent and will have privacy implications for adults. Looking at the US bombing of Iranian nuclear sites last weekend, President Donald Trump posted initial announcements of the strikes on the social Network Truth Social, which then began suffering intermittent outages.

Explicating the Implicit: Argument Detection Beyond Sentence Boundaries

Detecting semantic arguments of a predicate word has been conventionally modeled as a sentence-level task. The typical reader, however, perfectly interprets predicate-argument relations in a much wider context than just the sentence where the predicate was evoked. In this work, we reformulate the problem of argument detection through textual entailment to capture semantic relations across sentence boundaries. We propose a method that tests whether some semantic relation can be inferred from a full passage by first encoding it into a simple and standalone proposition and then testing for entailment against the passage. Our method does not require direct supervision, which is generally absent due to dataset scarcity, but instead builds on existing NLI and sentence-level SRL resources. Such a method can potentially explicate pragmatically understood relations into a set of explicit sentences. We demonstrate it on a recent document-level benchmark, outperforming some supervised methods and contemporary language models.

Nigerian military drone attack kills 85 civilians in error
A Nigerian military attack that used drones to target rebels instead killed at least 85 civilians gathered for a religious celebration, authorities said Monday. The attack was the latest in recent errant bombings of residents in Nigeria's troubled regions; between February 2014 when a Nigerian military aircraft dropped a bomb on Daglun in Borno state killing 20 civilians and September 2022, there were at least 14 documented incidences of such bombings in residential areas. The attack on Sunday night in Tudun Biri village of Kaduna state's Igabi council area took place as Muslims gathered there to observe the holiday celebrating the birthday of the Prophet Muhammad. Kaduna Governor Uba Sani said civilians were "mistakenly killed and many others were wounded" by a drone "targeting terrorists and bandits". The National Emergency Management Agency said in a statement on Tuesday that "85 dead bodies have so far been buried while search is still ongoing".

On Event Individuation for Document-Level Information Extraction

As information extraction (IE) systems have grown more adept at processing whole documents, the classic task of template filling has seen renewed interest as benchmark for document-level IE. In this position paper, we call into question the suitability of template filling for this purpose. We argue that the task demands definitive answers to thorny questions of event individuation -- the problem of distinguishing distinct events -- about which even human experts disagree. Through an annotation study and error analysis, we show that this raises concerns about the usefulness of template filling metrics, the quality of datasets for the task, and the ability of models to learn it. Finally, we consider possible solutions.

Kabul drone attack: US advocates decry 'impunity, secrecy'
Washington, DC – The United States is sending a "dangerous and misleading message" by failing to hold any US military personnel responsible for a Kabul drone attack that killed 10 civilians, including seven children, human rights advocates have said. Calls for accountability for the deadly bombing on August 29 grew on Tuesday, a day after US media outlets first reported that US Defense Secretary Lloyd Austin had accepted a recommendation from top commanders not to punish any members of the military. Rights groups also urged President Joe Biden's administration to do more to help the survivors of the attack in the Afghan capital to relocate to the US. The bombing targeted the car of Zemari Ahmadi, who worked for US-based aid organisation Nutrition and Education International (NEI), killing him and nine of his family members. "I've been beseeching the US government to evacuate directly-impacted family members and NEI employees for months because their security situation is so dire," Steven Kwon, founder and president of NEI, said in a statement.

US will not punish troops for deadly Kabul drone attack
US Defense Secretary Lloyd Austin has decided against disciplining any members of the United States military for an August drone attack in Kabul that killed 10 civilians, including seven children, the New York Times and several US news outlets reported. An internal Pentagon review concluded last month that the August 29 bombing in the Afghan capital did not violate the laws of war and was not caused by misconduct or criminal negligence. The New York Times first reported on Austin's decision on Monday, citing an unidentified senior Pentagon official who said the defence secretary had approved a recommendation from two US military commanders not to discipline any personnel involved in the attack. The Washington Post, NBC News, and The Associated Press later confirmed the decision, also citing unidentified US officials. Asked about the investigation during a news briefing on Monday afternoon, Pentagon spokesman John Kirby did not directly confirm the media outlets' reports.

Watchdog finds no misconduct in mistaken Afghan airstrike
Fox News contributor Joey Jones reacts to testimony from Pentagon officials on the Afghanistan withdrawal and slams the New York Times' proposed redesigns of the American flag. An independent Pentagon review has concluded that the U.S. drone strike that killed innocent Kabul civilians and children in the final days of the Afghanistan war was not caused by misconduct or negligence, and it doesn't recommend any disciplinary action. The review, done by Air Force Lt. Gen. Sami Said, found there were breakdowns in communication and in the process of identifying and confirming the target of the bombing. Said concluded that the mistaken strike happened despite prudent measures to prevent civilian deaths. "I found that given the information they had and the analysis that they did -- I understand they reached the wrong conclusion, but ... was it reasonable to conclude what they concluded based on what they had? It just turned out to be incorrect," Said said.

The Pentagon will continue to conduct drone strikes against ISIS-K militants and other targets within Afghanistan when necessary even after the permanent withdrawal of the U.S. military presence within the country, spokesman John Kirby said on Tuesday. The U.S. launched deadly drone strikes against an individual described as an "ISIS-K planner" as well as a suspected suicide car bomber in recent days after the terrorist group claimed responsibility for suicide bombings that killed 13 U.S. service members. Kirby indicated the Pentagon would utilize drone strikes if threats arose in the future.

U.S. says drone strike kills Islamic State 'planner' in Afghanistan
WASHINGTON – The U.S. military said Friday it had carried out a drone strike against a "planner" of the Islamic State-Khorasan, the group which claimed credit for the deadly suicide bombing at Kabul airport. "The unmanned airstrike occurred in the Nangahar Province of Afghanistan. Initial indications are that we killed the target," said Capt. Bill Urban of the Central Command. "We know of no civilian casualties," he added in a statement. U.S. forces helping evacuate Afghans desperate to flee Taliban rule were on alert for more attacks on Friday after the suicide bombing outside Kabul airport killed at least 92 people, including 13 U.S. service members.
