Uniform-in-time weak propagation of chaos for consensus-based optimization

We study the uniform-in-time weak propagation of chaos for the consensus-based optimization (CBO) method on a bounded searching domain. We apply the methodology for studying long-time behaviors of interacting particle systems developed in the work of Delarue and Tse (ArXiv:2104.14973). Our work shows that the weak error has order $O(N^{-1})$ uniformly in time, where $N$ denotes the number of particles. The main strategy behind the proofs are the decomposition of the weak errors using the linearized Fokker-Planck equations and the exponential decay of their Sobolev norms. Consequently, our result leads to the joint convergence of the empirical distribution of the CBO particle system to the Dirac-delta distribution at the global minimizer in population size and running time in Wasserstein-type metrics.

Deep Signature Algorithm for Multi-dimensional Path-Dependent Options

In this work, we study the deep signature algorithms for path-dependent options. We extend the backward scheme in [Hur\'e-Pham-Warin. Mathematics of Computation 89, no. 324 (2020)] for state-dependent FBSDEs with reflections to path-dependent FBSDEs with reflections, by adding the signature layer to the backward scheme. Our algorithm applies to both European and American type option pricing problems while the payoff function depends on the whole paths of the underlying forward stock process. We prove the convergence analysis of our numerical algorithm with explicit dependence on the truncation order of the signature and the neural network approximation errors. Numerical examples for the algorithm are provided including: Amerasian option under the Black-Scholes model, American option with a path-dependent geometric mean payoff function, and the Shiryaev's optimal stopping problem.

Turkey's Baykar to build new 'highly autonomous' combat drone
Turkish defence firm Baykar aims to begin production of its new unmanned combat aerial vehicle next year which is already attracting international interest, its chairman Selcuk Bayraktar said. Named "Kizilelma", the drone expands the company's product range from slow, ground attack drones to fast and agile autonomous ones that work alongside fighter jets. "It is designed to be a highly autonomous, under human purview of course, air-to-air combat vehicle," said Bayraktar, who led the design of the 15-metre-long (49 feet) jet-powered weapon. "In a sense, the Kizilelma expresses a whole new future for combat aviation." Baykar has come to prominence internationally in recent years because of the company's light drone TB-2, which has been used in Ukraine, Azerbaijan, and North Africa and has been a huge export success, catapulting the firm to becoming one of the largest Turkish defence exporters.

Waiting in the Wings: Drone Maker Bayraktar Seen as Possible Erdoğan Successor
In Libya, Bayraktar TB2 drones helped the official government in Tripoli stamp down an uprising by warlord Khalifa Haftar. In Nagorno-Karabakh, they played a decisive role in Azerbaijan's victory over Armenia, after which autocrat Ilham Aliyev celebrated by presenting footage of drone strikes on video screens in the capital city of Baku. The Ukrainians mainly deployed them in the first months of the war, before Russian air defenses adapted their strategy. The fact that the drones are supplied primarily to countries that are close to the Erdoğan government is conspicuous. Baykar is the flagship of Turkey's defense industry, which has grown tenfold since Erdoğan came to power in 2003.

Turkey's Baykar drone company 'will never' supply Russia: CEO
The CEO of Turkey's Baykar, which makes the drones being widely used by Ukraine against Russian forces, has ruled out supplying the Bayraktar TB2 to Moscow. In an interview with CNN on Monday, Haluk Bayraktar said Ukraine is "under very heavy aggression and disproportionate attacks". When pressed by CNN presenter Julia Chatterley, who repeatedly asked, "Would you supply Russia?", Bayraktar responded: "We have not delivered or supplied them with anything, [and] we will as well never do such a thing because we support Ukraine, support its sovereignty, its resistance for its independence." Bayraktar said he is proud that Bayraktar TB2 has become one of the symbols of the Ukrainian resistance against Russia. "It's very touching," he said, hailing "years of cooperation" and "strong bonds" with Ukraine.

The Turkish Drone That Changed the Nature of Warfare

A video posted toward the end of February on the Facebook page of Valerii Zaluzhnyi, the commander-in-chief of Ukraine's armed forces, showed grainy aerial footage of a Russian military convoy approaching the city of Kherson. Russia had invaded Ukraine several days earlier, and Kherson, a shipbuilding hub at the mouth of the Dnieper River, was an important strategic site. At the center of the screen, a targeting system locked onto a vehicle in the middle of the convoy; seconds later, the vehicle exploded, and a tower of burning fuel rose into the sky. The Bayraktar TB2 is a flat, gray unmanned aerial vehicle (U.A.V.), with angled wings and a rear propeller.

Turkey to be among pioneers of AI-controlled warplane: Erdoğan
Turkey aims to be among the first countries to have an entirely artificial intelligence (AI)-controlled unmanned warplane, with plans for it to take to the Turkish skies in 2023, President Recep Tayyip Erdoğan said Wednesday. The success of Turkish unmanned aerial vehicles (UAV) in the field has produced results that "require war strategies to be rewritten," the president said. Erdoğan was speaking at the ruling Justice and Development Party's (AK Party) parliamentary group meeting in the capital Ankara. The president added that currently a total of 180 Bayraktar TB2 unmanned combat aerial vehicles (UCAVs) are operated in four countries, including Turkey. Previously, Turkish drone magnate Baykar's Chief Technology Officer Selçuk Bayraktar said the maiden flight of the prototype of the country's domestically-made unmanned fighter jet is scheduled for 2023.

New York man jailed for eight years for strangling, beheading woman he met on dating app in Japan
An American man who murdered and beheaded a Japanese woman he met on an online dating app has been sentenced to eight years in prison, according to reports. Yevgeniy Vasilievich Bayraktar, of Long Island, New York, was sentenced on Tuesday in a Japanese court after reportedly admitting to strangling Saki Kondo, 27, in February 2018 at an apartment he'd rented while sightseeing in Osaka. Bayraktar strangled the young woman and then used a saw to dismember her, and buried her body parts across different cities, the New York Post reports. Bayraktar, 27, was not indicted for murder in the case, because prosecutors could not prove that he had set out with the intention to kill Kondo. He was instead charged and found guilty of manslaughter and abandoning a body.

Labeling the Semantic Roles of Commas

Commas and the surrounding sentence structure often express relations that are essential to understanding the meaning of the sentence. This paper proposes a set of relations commas participate in, expanding on previous work in this area, and develops a new dataset annotated with this set of labels. We identify features that are important to achieve a good performance on comma labeling and then develop a machine learning method that achieves high accuracy on identifying comma relations, improving over previous work. Finally, we discuss a variety of possible uses, both as syntactic and discourse-oriented features and constraints for downstream tasks.
