White House Releases Limited Data on Civilian Casualties From Drone Strikes

Between 64 and 116 civilians have died in U.S. drone strikes against foreign terrorists in places like Pakistan, Libya, Yemen, Somalia and North Africa, according to new numbers released by the Office of the Director of National Intelligence. Strikes in Syria, Iraq and Afghanistan were not included in these newly released numbers, as the Department of Defense has its own procedures for releasing such information in active U.S. war zones, White House spokesman Josh Earnest said Friday, shortly before the information's release.


AP sources: Obama to reveal civilian deaths from drones

WASHINGTON (AP) -- President Barack Obama is expected to disclose as early as Friday the number of civilians killed in U.S. military and CIA drone strikes in Pakistan, Yemen and Africa since he took office and will issue an executive order that makes protecting civilians a more integral part of planning U.S. military operations, according to activists and other individuals familiar with the report. The White House is to disclose the casualties with a range of numbers indicating that an estimated 100 civilians have been inadvertently killed by 500 drone strikes since 2009. The estimate is said to cover drone strikes in Pakistan, Yemen, Libya and Somalia. It does not cover ones in Afghanistan, Iraq or Syria where U.S. forces have conducted thousands of air attacks. The individuals spoke on condition of anonymity because they weren't authorized to disclose the information.

With drones flying overhead, apps tracking our every move, and more personal data flowing into cyberspace every second, there is widespread concern about sensitive data and images ending up in the wrong hands. In response, states this year enacted dozens of laws intended to give people greater control over who has access to their private activity and information, and where and how it is collected, stored, shared and used. Many of the laws enacted this year focus on shielding the massive amounts of data that the government and private businesses are collecting -- everything from a Medicaid user's health information to information about a child's reading level. Many new laws are focused on restricting government's use of electronic surveillance.

Artificial intelligence, or AI, may never simulate human intelligence, but it's still better at some tasks than humans are. The idea is not to teach the drone how to operate completely on its own, but rather to research how AI could improve them.

AI bests Air Force combat tactics experts in simulated dogfights

In the future, the US Air Force hopes to have armed drones flying in formation with human pilots, responding to their verbal and digital commands to fight the enemy and strike targets. That would require an artificial intelligence capable of interpreting commands and applying knowledge of combat tactics--something that is already being proven in a project funded by the Air Force Research Lab. ALPHA, an artificial intelligence trained by a retired Air Force expert in air combat, was originally developed as what amounts to ultimate video game AI--an autonomous simulated enemy for use in training fighter pilots. The AI is so good that it has consistently beaten human pilots in simulated air combat--even when heavily handicapped by simulated physics. And now AFRL is investigating using ALPHA as the AI for Unmanned Combat Aerial Vehicles (UCAVs) in the physical world, potentially flying missions alongside human pilots.

Combat vehicles may soon be equipped with laser weapon systems to fend off enemy drones and aircraft. Laser weapons and Stinger missiles could be integrated into detection systems and mounted on vehicles, including Humvees and Joint Light Tactical Vehicles, to better protect ground units. A Ground-Based Air Defense (GBAD) Directed Energy On-The-Move will soon head into the next phase of development, enabling the vehicles to fire lasers while in motion. Combat vehicles may soon be equipped with laser weapon systems to fend off enemy drones and aircraft. The program led by the Office of Naval Research is about to move on to Phase 3, the US Naval Institute News reports.
