SGInnovate invests in Singapore AI start-up Aida Technologies
SINGAPORE - Singapore government-owned deep technology development firm SGInnovate has made an investment of undisclosed size into Singapore-based artificial intelligence (AI) start-up Aida Technologies. The announcement was made in conjunction with SGInnovate's Arise deep tech event, part of the innovfest unbound 2018 technology showcase. SGInnovate has a mandate to nurture deep-tech start-ups. SGInnovate said that its investment is centred on Aida Technologies' straight-through processing (STP) engine, which is deployed with a "major insurer" in Singapore and was built to speed up processing of its health insurance claims. Shortening processing times from "days to mere seconds", the STP engine processes thousands of claims monthly, SGInnovate said in a statement.

Rights, Robots and Data in the Age of Artificial Intelligence
The advent of artificial intelligence and robotics creates new opportunities and risks, necessitating new forms of rule and regulation. Amongst the recommendations contained in Ms. Delvaux's report in this regard are the establishment of an EU agency for robotics and AI, an advisory code of conduct for robotics engineers and a new reporting structure to take account of robotics and AI for the purposes of taxation. Ms. Delvaux will discuss the EU's progress on these and other matters during her address. Mady Delvaux has been an MEP since 2014, and is a member of the Group of the Progressive Alliance of Socialists and Democrats. She has held the positions of Minister of Education, Minister of Social Security, Transport and Communication and State Secretary for Health, Social Security and Youth in the government of Luxembourg.

Singapore Implements Artificial Intelligence Governance and Ethics Initiatives
In order to drive awareness of the benefits and understand the challenges of AI (such as on ethics[1] and legal issues), IMDA is engaging key stakeholders including government, industry, consumers and academia to collaboratively shape the Government's plans for the AI ecosystem. Such discourse will inform the Government's ongoing plans to support Singapore as a hub for AI development and innovation, and help Singapore to effectively respond to global developments. These initiatives complement IMDA's current suite of business and talent programmes to develop a vibrant AI ecosystem and position Singapore as a leading hub for AI. An Advisory Council on the Ethical Use of AI and Data will be appointed by the Minister for Communications and Information to advise and work with IMDA in the areas of responsible development and deployment of AI. The Advisory Council will assist the Government to develop ethics standards and reference governance frameworks and publish advisory guidelines, practical guidance, and/or codes of practice for the voluntary adoption by the industry.
New Hybrid Neuro-Evolutionary Algorithms for Renewable Energy and Facilities Management Problems
This Ph.D. thesis deals with the optimization of several renewable energy resources development as well as the improvement of facilities management in oceanic engineering and airports, using computational hybrid methods belonging to AI to this end. Energy is essential to our society in order to ensure a good quality of life. This means that predictions over the characteristics on which renewable energies depend are necessary, in order to know the amount of energy that will be obtained at any time. The second topic tackled in this thesis is related to the basic parameters that influence in different marine activities and airports, whose knowledge is necessary to develop a proper facilities management in these environments. Within this work, a study of the state-of-the-art Machine Learning have been performed to solve the problems associated with the topics above-mentioned, and several contributions have been proposed: One of the pillars of this work is focused on the estimation of the most important parameters in the exploitation of renewable resources. The second contribution of this thesis is related to feature selection problems. The proposed methodologies are applied to multiple problems: the prediction of $H_s$, relevant for marine energy applications and marine activities, the estimation of WPREs, undesirable variations in the electric power produced by a wind farm, the prediction of global solar radiation in areas from Spain and Australia, really important in terms of solar energy, and the prediction of low-visibility events at airports. All of these practical issues are developed with the consequent previous data analysis, normally, in terms of meteorological variables.
Forecasting Crime with Deep Learning

The objective of this work is to take advantage of deep neural networks in order to make next day crime count predictions in a fine-grain city partition. We make predictions using Chicago and Portland crime data, which is augmented with additional datasets covering weather, census data, and public transportation. The crime counts are broken into 10 bins and our model predicts the most likely bin for a each spatial region at a daily level. We train this data using increasingly complex neural network structures, including variations that are suited to the spatial and temporal aspects of the crime prediction problem. With our best model we are able to predict the correct bin for overall crime count with 75.6% and 65.3% accuracy for Chicago and Portland, respectively. The results show the efficacy of neural networks for the prediction problem and the value of using external datasets in addition to standard crime data.

While speaking at Shopify's annual conference in Toronto a few weeks ago, Canadian Prime Minister Justin Trudeau got in some trouble for a few choice words. Calling for Canada to have "a little more swagger" when promoting its homegrown innovations on the global stage. The rival Conservative Party jumped on his comments, openly criticizing him. In response, Shopify's CEO penned an op-ed in The Globe and Mail defending Trudeau's remarks. While this might sound like mild drama, the sentiment comes at a time when global giants are already noticing Canada's rapid growth within certain high-tech sectors, and specifically those related to artificial intelligence.

Uh oh! Here's yet more AI that creates creepy fake talking heads
Experts have raised ethical issues surrounding this technology before. The Malicious AI report focused on fake videos to make people believe false information, and could jeopardize political security. The paper doesn't address these concerns too much. But it did say that pushing the limits of this technology and democratising "calls for additional care in ensuring verifiable video authenticity, e.g., through invisible watermarking." Justus Theis, a coauthor of the paper and a postdoctoral researcher at the Technical University of Munich, in Germany, told The Register that he recognized the potential dangers of using AI to manipulate fake videos.
