WASHINGTON – New technology on the internet lets anyone make videos of real people appearing to say things they've never said. Republicans and Democrats predict this high-tech way of putting words in someone's mouth will become the latest weapon in disinformation wars against the United States and other Western democracies. This technology uses facial mapping and artificial intelligence to produce videos that appear so genuine it's hard to spot what is phony. Lawmakers and intelligence officials worry that the bogus videos -- called deepfakes -- could be used to threaten national security or interfere in elections, including the U.S. midterms this fall. Realizing the implications, U.S. defense researchers are developing technologies that can detect fake images and videos.

Rubio noted that in 2009, the U.S. Embassy in Moscow complained to the Russian Foreign Ministry about a fake sex video it said was made to damage the reputation of a U.S. diplomat. The video showed the married diplomat, who was a liaison to Russian religious and human rights groups, making telephone calls on a dark street. The video then showed the diplomat in his hotel room, scenes that apparently were shot with a hidden camera. Later, the video appeared to show a man and a woman having sex in the same room with the lights off, although it was not at all clear that the man was the diplomat.
Google ditches Department of Defense, updates its code of ethics
Update: In response to backlash from Google employees, the company has decided to end its relationship with the Department of Defense after its current contract expires in 2019, as Gizmodo reports. The announcement appears to have been made this morning, just one day after The Intercept published information indicating Google was more deeply involved with the DoD than previously stated. Next week, the company plans to release an updated code of ethics, as Gizmodo notes. It looks like the seemingly-never-ending fiasco over Google's involvement with the Pentagon's Project Maven isn't going away any time soon. Internal emails from last September acquired by The Intercept show that higher-ups among Google's AI researchers had plans to continue ramping up military involvement, and also that they knew there would be a media field day once word got out (hi).
Robot Sophia to talk about Industry 4.0 in Vietnam - VnExpress International
Sophia, the social humanoid robot with artificial intelligence (AI) developed by Hanson Robotics of Hong Kong, will be a guest speaker at an international forum in Hanoi next month. The famous android will discuss and debate directly with the scholars on the matter and give some short speeches on the new issues of Industry 4.0, as well as challenges on development. The robot will attend the international exhibition of Industry 4.0 as well as forum on vision and strategy breakthrough in industrial revolution 4.0 forum on July 12 and 13. This year's forum marks the first collaboration between Central Economy Commission and the government. It will comprise five conferences that focus on specific topics like smart cities, smart manufacturing, high tech agriculture, innovative finance and banking.
A Unified Approach to Quantifying Algorithmic Unfairness: Measuring Individual & Group Unfairness via Inequality Indices

Discrimination via algorithmic decision making has received considerable attention. Prior work largely focuses on defining conditions for fairness, but does not define satisfactory measures of algorithmic unfairness. In this paper, we focus on the following question: Given two unfair algorithms, how should we determine which of the two is more unfair? Our core idea is to use existing inequality indices from economics to measure how unequally the outcomes of an algorithm benefit different individuals or groups in a population. Our work offers a justified and general framework to compare and contrast the (un)fairness of algorithmic predictors. This unifying approach enables us to quantify unfairness both at the individual and the group level. Further, our work reveals overlooked tradeoffs between different fairness notions: using our proposed measures, the overall individual-level unfairness of an algorithm can be decomposed into a between-group and a within-group component. Earlier methods are typically designed to tackle only between-group unfairness, which may be justified for legal or other reasons. However, we demonstrate that minimizing exclusively the between-group component may, in fact, increase the within-group, and hence the overall unfairness. We characterize and illustrate the tradeoffs between our measures of (un)fairness and the prediction accuracy.
Enslaving the Algorithm: From a "Right to an Explanation" to a "Right to Better Decisions"?

As concerns about unfairness and discrimination in "black box" machine learning systems rise, a legal "right to an explanation" has emerged as a compellingly attractive approach for challenge and redress. We outline recent debates on the limited provisions in European data protection law, and introduce and analyze newer explanation rights in French administrative law and the draft modernized Council of Europe Convention 108. While individual rights can be useful, in privacy law they have historically unreasonably burdened the average data subject. "Meaningful information" about algorithmic logics is more technically possible than commonly thought, but this exacerbates a new "transparency fallacy"---an illusion of remedy rather than anything substantively helpful. While rights-based approaches deserve a firm place in the toolbox, other forms of governance, such as impact assessments, "soft law," judicial review, and model repositories deserve more attention, alongside catalyzing agencies acting for users to control algorithmic system design.

It took nearly a century of trial and error for human scientists to organize the periodic table of elements, arguably one of the greatest scientific achievements in chemistry, into its current form. A Stanford team has developed an artificial intelligence program that recreated the period table of elements; they aim to harness that tool to discover and design new materials. A new artificial intelligence (AI) program developed by Stanford physicists accomplished the same feat in just a few hours. Called Atom2Vec, the program successfully learned to distinguish between different atoms after analyzing a list of chemical compound names from an online database. The unsupervised AI then used concepts borrowed from the field of natural language processing – in particular, the idea that the properties of words can be understood by looking at other words surrounding them – to cluster the elements according to their chemical properties. "We wanted to know whether an AI can be smart enough to discover the periodic table on its own, and our team showed that it can," said study leader Shoucheng Zhang, the J. G. Jackson and C. J. Wood Professor of Physics at Stanford's School of Humanities and Sciences.
The UAE will save billions thanks to artificial intelligence, says AI minister
Artificial intelligence (AI) is going to save the UAE billions of dirhams - and could help save lives - when it becomes fully integrated by the government. That was the message from Omar Sultan Al Olama, minister of state for Artificial Intelligence, who was speaking at the launch of the UAE's first-ever AI summer camp, which is taking place in Dubai over the next two months. For some people artificial intelligence is the domain of clichéd science-fiction novels and movies with computers becoming self-aware and overthrowing humanity, but that could not be further from the case, said Mr Olama who said that AI will become a force for good that eventually improves lives across the whole world. More than 2,200 students have registered for the summer camp, which Mr Al Olama believes will help educate the next generation to transform all sectors of life here in the UAE. One area in which Mr Al Olama believes it will show immediate benefits for the government is in efficiency.
