Modern consumers and modern government constituents are the same people. When they order something from Amazon or do their online banking, they increasingly expect those experiences to meet a higher standard of quality than they once did. The same holds true for their interactions with their local governments. In their eyes, if private companies offer advanced technology and convenient features, then logically, public institutions ought to do the same. Unfortunately, few city councils have anything that approaches the same budget as Amazon.


Britain to fine Facebook over data breach

LONDON – Britain's data regulator will fine Facebook half a million pounds ($660,000) for failing to protect users' data, in an inquiry into whether personal information had been misused by campaigns on both sides of Britain's 2016 EU referendum. An investigation by the Information Commissioner's Office (ICO) has focused on the social media giant since earlier this year, when evidence emerged that an app had been used to harvest the data of tens of millions of Facebook users worldwide. In a progress report early Wednesday the watchdog said it plans to issue Facebook with the maximum fine available to it for breaches of the Data Protection Act. "The ICO's investigation concluded that Facebook contravened the law by failing to safeguard people's information," it said, adding that the company had "failed to be transparent about how people's data was harvested by others." Facebook has admitted that up to 87 million users may have had their data hijacked by British consultancy firm Cambridge Analytica, which was working for U.S. President Donald Trump's 2016 campaign.


Ex-Apple engineer accused of stealing driverless car secrets for Chinese firm, busted at San Jose airport

SAN FRANCISCO – A former Apple Inc. engineer was arrested on charges of stealing driverless car secrets for a Chinese startup after he passed through the security checkpoint at San Jose International Airport to board a flight to China. Xiaolang Zhang was accused by U.S. prosecutors of downloading files containing proprietary information as he prepared to leave the iPhone maker in April and start work for Guangzhou-based Xiaopeng Motors, according to a criminal complaint filed Monday in federal court in San Jose, California. A hardware engineer for Apple's autonomous vehicle development team, Zhang was granted access to confidential company databases, according to the complaint. After he took paternity leave, he told Apple in April he was moving back to China to work at Xmotors. Apple grew more suspicious after seeing his increased network activity and visits to the office before he resigned, according to the complaint.

The Defense Advanced Research Projects Agency (DARPA) recently launched the Explainable Artificial Intelligence (XAI) program that aims to create a suite of new AI techniques that enable end users to understand, appropriately trust, and effectively manage the emerging generation of AI systems. In this paper, inspired by DARPA's XAI program, we propose a new paradigm in security research: Explainable Security (XSec). We discuss the ``Six Ws'' of XSec (Who? What? Where? When? Why? and How?) and argue that XSec has unique and complex characteristics: XSec involves several different stakeholders (i.e., the system's developers, analysts, users and attackers) and is multi-faceted by nature (as it requires reasoning about system model, threat model and properties of security, privacy and trust as well as about concrete attacks, vulnerabilities and countermeasures). We define a roadmap for XSec that identifies several possible research directions.

Nowadays, huge amounts of tracking data in the mobility domain are being generated by Global Positioning System (GPS) enabled devices and collected in data repositories; tracked moving entities could be pedestrians, cars, vessels, planes, animals, robots, etc. These datasets constitute a rich source for inferring mobility patterns and characteristics for a wide spectrum of novel applications and services, from social networking applications [5][46] to aviation traffic monitoring [61][67]. During the recent years, this kind of information has attracted great interest by data scientists, both in industry and in academia, and is being used in order to extract useful knowledge about what, how and for how long the moving entities are conducting individual activities related with specific circumstances. The most challenging task is to make this information actionable, by means of exploiting historical mobility patterns in order to gauge how the moving entities may evolve in short-or long-term, whether the individual forecasted movement is typical or anomalous, whether there exists a high probability for congestion in the near future, etc. As a consequence, predictive analytics over mobility data has become increasingly important and turns out to be a'hot' field in several application domains [4][74][111]. The problem of predictive analytics over mobility data finds two broad categories of application scenarios. The first scenario involves cases where the moving entities are traced in real-time to produce analytics and compute short-term predictions, which are time-critical and need immediate response. The prediction includes either location-or trajectory-related tasks.

LONDON – Most people think the world is more dangerous today than it was two years ago as concerns rise over politically motivated violence and weapons of mass destruction, according to a survey released on Tuesday. Six out of 10 respondents to the survey, commissioned by the Global Challenges Foundation, said the dangers had increased, with conflict and nuclear or chemical weapons seen as more pressing risks than population growth or climate change. The results come as NATO leaders prepare to meet in Brussels on Wednesday amid growing tensions between the United States and fellow members over defense spending, which some fear could damage morale and play into the hands of Russia. "It's clear that our current systems of global cooperation are no longer making people feel safe," said Mats Andersson, vice chairman of the Global Challenges Foundation, in a statement. Andersson said turbulence between NATO powers and Russia, ongoing conflict in Syria, Yemen and Ukraine and nuclear tensions with North Korea and Iran were making people feel unsafe.
