Generative Adversarial Networks for Recovering Missing Spectral Information

Abstract--Ultra-wideband (UWB) radar systems nowadays typical operate in the low-frequency spectrum to achieve penetration capability.However, this spectrum is also shared by many others communication systems, which causes missing information inthe frequency bands. To recover this missing spectral information, we propose a generative adversarial network, called SARGAN, that learns the relationship between original and missing band signals by observing these training pairs in a clever way. Initial results shows that this approach is promising in tackling this challenging missing band problem. I. INTRODUCTION Over the past few decades, ultra-wideband (UWB) radar systems have been widely employed in various practical applications dueto their penetration capability. For example, the U.S. Army has been developing UWB radar systems for detection of difficult targets in various applications such as foliage penetration [2], ground penetration [3], and sensingthrough-the-wall[4].


Linking Artificial Intelligence Principles

Artificial Intelligence principles define social and ethical considerations to develop future AI. They come from research institutes, government organizations and industries. All versions of AI principles are with different considerations covering different perspectives and making different emphasis. None of them can be considered as complete and can cover the rest AI principle proposals. Here we introduce LAIP, an effort and platform for linking and analyzing different Artificial Intelligence Principles. We want to explicitly establish the common topics and links among AI Principles proposed by different organizations and investigate on their uniqueness. Based on these efforts, for the long-term future of AI, instead of directly adopting any of the AI principles, we argue for the necessity of incorporating various AI Principles into a comprehensive framework and focusing on how they can interact and complete each other.


Congress grills Google CEO over Chinese search engine plans

If you were hoping that Google chief Sundar Pichai would shed more light on his company's potential censored search engine for China... well, you'll mostly be disappointed. Rhode Island Representative David Cicilline grilled Pichai on the recently acknowledged Dragonfly project and mostly encountered attempts to downplay the significance of the engine. The Google exec stressed there were "no plans" to launch a search engine for China, and that Dragonfly was an "internal effort" and "limited" in scope. Pichai added that Google was "currently not in discussions" with Chinese officials. He also provided a non-committal answer when asked if Google would promise not to create a tool enabling Chinese surveillance.


NASA's first close look at tiny asteroid Bennu reveals moist clay studded with boulders

WASHINGTON – NASA's first look at a tiny asteroid shows the space rock is more moist and studded with boulders than originally thought. Scientists on Monday released the first morsels of data collected since their spacecraft Osiris-Rex hooked up last week with the asteroid Bennu, which is only about three blocks wide and weighs about 80 million tons (73 million metric tons). Bennu regularly crosses Earth's orbit and will come perilously close in about 150 years. Project scientist Dante Lauretta of the University of Arizona said the blueish space rock is "a little more rugged of an environment than we expected" with hundreds of 33-foot (10-meter) boulders, instead of just one or two. There's also a bigger 16-foot (50-meter) boulder on Bennu, which looks like two cones put together with a bulge on its waistline.

Huawei's status as a leading world supplier of the backbone equipment for telecoms systems -- mostly in developing markets -- gives China an inside track. But analysts say mounting concern over Huawei imperils that lead.


'Unpredictable' killer robots could go 'off the rails'

Introducing self-governing killer robots to the battlefield could have horrific consequences for mankind, a leading academic has warned. The lethal technology is being developed around the world and is slowly being used in warfare as countries try to stay ahead of other nations. A global initiative to prohibit the use of fully autonomous killing machines that do not require any human oversight to choose and execute people was blocked earlier this year. A handful of countries including Australia, Israel, the US, Russia and South Korea prevented the worldwide ban - citing the need for further talks on the'benefits and advantages of autonomous weapons'. Richard Moyes, an honorary fellow at the University of Exeter and founding member of the Campaign to Stop Killer Robots (CSKR), has revealed the long-term use of killer robots, without human controllers, may result in unnecessary loss of life to both civilians and soldiers.

Employees may soon be forced to wear headsets that track thoughts and monitor productivity, engagement and even when staff want to complain to their boss. A mind-reading device known as an electroencephalogram (EEG) can be fitted to a person's scalp to track electrical signals produced by the brain. Some companies have started forcing workers to wear them and combining the readings with artificial intelligence to dissect their thoughts. Nita Farahany, a professor of law and philosophy at Duke University, gave a TedTalk on the topic and revealed she was concerned that this may cost people their jobs. The headsets are already being used to track alertness, productivity and mental states in China.

The role of AI in future warfare

To illustrate how artificial intelligence (AI) could affect the future battlefield, consider the following scenario based on a future book I am writing entitled The Senkaku Paradox: Risking Great Power War over Limited Stakes. The scenario, imagined to occur sometime between now and 2040, begins with a hypothesized Russian "green men" attack against a small farming village in eastern Estonia or Latvia. Russia's presumed motive would be to sow discord and dissent within NATO, weakening the alliance. Estonia and Latvia are NATO member states, and thus the United States is sworn to defend them. But in the event of such a Russian aggression, a huge, direct NATO response may or may not be wise.

Fortunately, CAITT, short for Commander's Artificially Intelligent Targeting Tool, did not seem to notice. Bob quietly thanked the nameless software engineer who had not programmed it to recognize the sarcasm and vitriol that he felt when he made the request.
