MIT report examines how to make technology work for society

Automation is not likely to eliminate millions of jobs any time soon -- but the U.S. still needs vastly improved policies if Americans are to build better careers and share prosperity as technological changes occur, according to a new MIT report about the workplace. The report, which represents the initial findings of MIT's Task Force on the Work of the Future, punctures some conventional wisdom and builds a nuanced picture of the evolution of technology and jobs, the subject of much fraught public discussion. The likelihood of robots, automation, and artificial intelligence (AI) wiping out huge sectors of the workforce in the near future is exaggerated, the task force concludes -- but there is reason for concern about the impact of new technology on the labor market. In recent decades, technology has contributed to the polarization of employment, disproportionately helping high-skilled professionals while reducing opportunities for many other workers, and new technologies could exacerbate this trend. Moreover, the report emphasizes, at a time of historic income inequality, a critical challenge is not necessarily a lack of jobs, but the low quality of many jobs and the resulting lack of viable careers for many people, particularly workers without college degrees.

When it comes to nuclear weapons and the Cold War, everything old is new again. Old treaties against the creation of long range nuclear weapons are dead and Russia is working on new nukes it promises can strike the United States in record time. Two experts have an idea how to counter the new Russian threat--turn over control of America's nuclear weapons to artificial intelligence. In an article for the military blog War on the Rocks, nuclear policy wonks turned college professors Adam Lowther and Curtis McGiffin, proposed making it easier for the President to launch nukes and advocating for an American, artificially intelligent "Dead Hand." "Dead Hand" is a Russian fail-deadly (like a fail-safe, but everyone dies), first deployed during the Cold War that ensures Russia's nukes fly if the country is attacked, even if no one exists to launch them Nuclear deterrence hinges on the theory that no country is willing to launch a nuke because it knows that rival countries will retaliate in kind. "Some ideas cross into bad science fictionland" Lowther and McGiffin suggest that, thanks to Russia's new nuclear weapons, the credible fear that America could retaliate with a nuclear strike is disappearing.


Should AI be given control of nuclear weapons?

Louisiana Tech Research Institute researcher Adam Lowther and Air Force Institute of Technology associate dean Curtis McGiffin say their country needs a "dead hand" on the trigger to the world's largest arsenal of weapons. They argue that giving AI control over the weapons available at America's disposal would drastically reduce the response time needed for a retaliatory strike, something the pair say might be necessary as missiles become faster and harder to detect. Even if there was nobody left alive to order a nuclear strike AI could launch the weapons, guaranteeing mutually assured destruction and eliminating the possibility that your enemies could wipe you out quickly enough to prevent retaliation. It's certainly an idea, even if it sounds dangerously like the prologue of a film set in a future where the human race has been all but wiped out and replaced by robots. With new technologies come new considerations, there's technically nothing wrong with throwing out ideas.

The report raises further questions about the effectiveness of Tesla's system, which was in operation before several other crashes including two fatalities in Florida and one in Silicon Valley. Tesla warns drivers that the system is not fully autonomous and drivers must be ready to intervene.


Brain-computer interfaces are developing faster than the policy debate around them

A few days ago, Facebook disentangled itself from a nettlesome investigation by the Federal Trade Commission into how the company violated users' privacy. And then, with that matter now squarely behind it, Facebook on Tuesday stepped forward to share some information about its effort to read our minds. Two years after the company announced its mind-reading initiative, Facebook has an update to share. The company sponsored an experiment conducted by researchers at the University of California San Francisco in which they built an interface for decoding spoken dialogue from brain signals. The results were published today in Nature Communication.

Since we joined the European AI Alliance back in June, a lot has been happening. On June 26th, the High-Level Expert Group on Artificial Intelligence (AI HLEG) held the first AI Alliance Assembly. The group presented The Policy and Investment Recommendations on AI, addressed to the European Commission and the Member States. They also launched the piloting process of the AI Ethics Guidelines. For those that are unfamiliar, this started with the European Union commission's goal to set guidelines for ethical AI creation, started with the Ethics Guidelines for Trustworthy AI published by the AI HLEG last year.
