Growing backlash in China against A.I. and facial recognition

Chinese authorities may already be signaling there's a need to take a tougher stance on facial recognition technologies. Citing the case of Zao, the Ministry of Industry and Information Technology said it's necessary to "strengthen the security assessment of new technologies and businesses" and guard against "network fraud and other hidden dangers," according to CNBC's translation of its statement on social media platform, WeChat. From a professional standpoint, it's impossible for face-swapping technology to pose a security threat to facial recognition payment, Zao said in an online statement Tuesday. If Zao sparks greater scrutiny on the security of facial recognition, Chinese authorities may tighten further in this area. China's delayed implementation of regulations -- intentional or not -- has helped some major technology companies flourish.

Pentagon, NSA Laying Groundwork for AI-Powered Cyber Defenses

The Pentagon's newly minted artificial intelligence center is creating a framework for the military's cybersecurity data, which will lay the foundation for AI-powered cyber defense tools. The Joint Artificial Intelligence Center is partnering with the National Security Agency, U.S. Cyber Command and dozens of Defense Department cybersecurity vendors to standardize data collection across the Pentagon's sprawling IT ecosystem, according to Lt. Gen. Jack Shanahan, who leads the JAIC. By creating a consistent process for curating, describing, sharing and storing information, the JAIC intends to create a trove of cyber data that could ultimately be used to train AI to monitor military networks for potential threats, Shanahan said Wednesday at the Billington Cybersecurity Summit. Tech leaders in government and industry have long touted AI's ability to monitor networks and detect suspicious behavior. But building those tools requires a lot of consistent training data, Shanahan said, and at least in the Defense Department, that data is hard to come by.


Government explores artificial intelligence to combat TB

New Delhi: Government is exploring Artificial Intelligence (AI) for tackling the burden of tuberculosis (TB) in India. The Central TB Division of the Union Health Ministry has signed a Memorandum of Understanding (MoU) with Wadhwani Institute for Artificial Intelligence, Mumbai to explore the application of cutting-edge AI technology in its fight against the disease. The health ministry officials said that as a part of the collaboration, Wadhwani AI will support National TB programme become AI-ready which would include, developing, piloting, and deploying AI-based solutions. It would support the programme in vulnerability and hot-spot mapping, modelling novel methods of screening and diagnostics and enabling decision support for care-givers apart from supporting the Revised National Tuberculosis Control Program (RNTCP) in adoption of other AI technologies. "The RNTCP has been at the forefront of adoption of newer technologies in healthcare. The AI provides a unique opportunity for the health sector, bringing efficiency, saving resources and bringing accuracy in interpretation and enhancing quality of service delivery. Its use in this sector has an ample scope to improve outcomes, especially in situations where resources are limited," reads an official statement from Union Ministry of Health and Family Welfare.

IRS procurement shop sees RPA as key to handle growing year-end workload with shrinking workforce

Agencies took a major step forward on Tuesday, however, when the governmentwide RPA Community of Practice held its first industry day to gather feedback from vendors and government partners. Agencies who have already taken the plunge on RPA have seen positive results. The IRS, for example, expects to save more than 18,000 work hours through pilots launched in its procurement office, and faced with a growing workload at the end of each fiscal year, the IRS is looking at RPA tools to help with the heavy lifting.


Facebook and Microsoft launch contest to detect 'deepfake' videos ahead of U.S. election

The social media giant is putting $10 million into the "Deepfake Detection Challenge," which aims to spur detection research. As part of the project, Facebook is commissioning researchers to produce realistic deepfakes to create a data set for testing detection tools. The company said the videos, which will be released in December, will feature paid actors and that no user data would be utilized. In the run-up to the U.S. presidential election in November 2020, social platforms have been under pressure to tackle the threat of deepfakes, which use artificial intelligence to create hyper-realistic videos where a person appears to say or do something they did not. While there has not been a well-crafted deepfake video with major political consequences in the United States, the potential for manipulated video to cause turmoil was recently demonstrated by a "cheapfake" clip of House Speaker Nancy Pelosi, manually slowed down to make her speech seem slurred.


A review on ranking problems in statistical learning

Ranking problems define a widely spread class of statistical learning problems with many applications, including fraud detection, document ranking or medicine. In this article, we systematically describe different types of ranking problems and investigate existing empirical risk minimization techniques to solve such ranking problems. Furthermore, we discuss whether a Boosting-type algorithm for continuous ranking problems is achievable by using surrogate loss functions.

It addresses the first question (part a.) which asks how artificial intelligence will change the nature of war. However much the military might wish to take these technologies from the screen to the battlefield, the reality of artificial intelligence (AI) is far less sexy than Hollywood would have you believe. Unlike science fiction movies, which depict the technology itself as an instrument of war, AI will function primarily as an enabler. AI will change how wars are fought, but not the nature of war.
