Hurd, Kelly Announce New Artificial Intelligence Initiative with the Bipartisan Policy Center

U.S. Representatives Robin Kelly (IL-02) and I recently announced a new initiative with the Bipartisan Policy Center (BPC) to develop a bipartisan national artificial intelligence (AI) strategy, which will guide how Congress and the executive branch tackle this critical issue. Kelly and I will collaborate with BPC over the coming months to bring together an array of policy experts, public and private sector leaders and consumer advocates across the political spectrum through a series of meetings to discuss the complex policy challenges within AI. Kelly and I have asked for BPC's assistance with this effort because of their leadership in evidence-based policymaking and bipartisan collaboration to solve national problems. If America loses its advantage in technology, it will have a devastating effect on our economy and national security. We need a national AI strategy to ensure the U.S. is prepared to lead on technology that will define the course of this century. I am excited to once again work with my friend and colleague, Rep. Artificial Intelligence and Big Data Essential to Digital Marketing, Kraus Says at DigiCON

Despite some hiccups, the use of artificial intelligence (AI) and big data in marketing will continue to flourish as companies look for new ways to influence consumer behavior, said the head of a Morristown-based digital marketing firm at a recent tech conference. Nick Kraus, founder and CEO of Kraus Marketing, said that today's marketing strategies, dominated by the likes of digital giants Google, Facebook, Instagram and Twitter, have become smarter and more pervasive as the result of AI and data analytics providing deeper insights into consumers' buying habits. Kraus was one of several speakers who presented their views on the rapid growth of digital marketing at the DigiCON 2019 conference, held on October 11 at the County College of Morris, in Randolph. The Morris County Chamber of Commerce hosted the event. The use of AI and big data for marketing purposes has been around for awhile, but many businesses, especially smaller ones, may not know how to apply these technologies to various marketing tools, such as social media, email, search engine optimization and websites.

India and Germany likely to sign agreement on artificial intelligence

NEW DELHI: Germany and India are likely to sign agreements including a partnership on the use of artificial intelligence in farming during a three-day visit to New Delhi by Chancellor Angela Merkel that begins on Thursday, the German ambassador said. Merkel will be accompanied by several cabinet colleagues and a business delegation, ambassador Walter J. Lindner told reporters. Merkel and Indian Prime Minister Narendra Modi are expected to discuss trade, investment, regional security and climate change. Both countries could sign agreements in areas such as artificial intelligence and green urban mobility, Lindner said. "This time, the focus will be on economic and trade relations, innovation and digitalisation, and climate protection and sustainable development," Merkel said in a message ahead of the visit released by the Indian embassy in Berlin.


In-Place Zero-Space Memory Protection for CNN

Convolutional Neural Networks (CNN) are being actively explored for safety-critical applications such as autonomous vehicles and aerospace, where it is essential to ensure the reliability of inference results in the presence of possible memory faults. Traditional methods such as error correction codes (ECC) and Triple Modular Redundancy (TMR) are CNN-oblivious and incur substantial memory overhead and energy cost. This paper introduces in-place zero-space ECC assisted with a new training scheme weight distribution-oriented training. The new method provides the first known zero space cost memory protection for CNNs without compromising the reliability offered by traditional ECC.


Certifiable Robustness to Graph Perturbations

Despite the exploding interest in graph neural networks there has been little effort to verify and improve their robustness. This is even more alarming given recent findings showing that they are extremely vulnerable to adversarial attacks on both the graph structure and the node attributes. We propose the first method for verifying certifiable (non-)robustness to graph perturbations for a general class of models that includes graph neural networks and label/feature propagation. By exploiting connections to PageRank and Markov decision processes our certificates can be efficiently (and under many threat models exactly) computed. Furthermore, we investigate robust training procedures that increase the number of certifiably robust nodes while maintaining or improving the clean predictive accuracy.


SPARQ-SGD: Event-Triggered and Compressed Communication in Decentralized Stochastic Optimization

In this paper, we propose and analyze SPARQ-SGD, which is an event-triggered and compressed algorithm for decentralized training of large-scale machine learning models. Each node can locally compute a condition (event) which triggers a communication where quantized and sparsified local model parameters are sent. In SPARQ-SGD each node takes at least a fixed number ($H$) of local gradient steps and then checks if the model parameters have significantly changed compared to its last update; it communicates further compressed model parameters only when there is a significant change, as specified by a (design) criterion. We prove that the SPARQ-SGD converges as $O(\frac{1}{nT})$ and $O(\frac{1}{\sqrt{nT}})$ in the strongly-convex and non-convex settings, respectively, demonstrating that such aggressive compression, including event-triggered communication, model sparsification and quantization does not affect the overall convergence rate as compared to uncompressed decentralized training; thereby theoretically yielding communication efficiency for "free". We evaluate SPARQ-SGD over real datasets to demonstrate significant amount of savings in communication over the state-of-the-art.

US Navy drops supplies to submarine at sea by DRONE for the first time

The US Navy has a new method for transporting supplies to off-shore submarines โ€“ drone delivery. The military organization has successful delivered a five-pound payload consisting of circuit cards, medical supplies and food to the Virginia-class fast-attack submarine USS Hawaii (SSN 776) while at sea. Delivering supplies by drone will eliminate the need for submarines to pull into ports for goods and allow them to spend more time in the fight. This is the first time the US Navy has employed the use of a drone to deliver goods and Lt. Cmdr. Christopher Keithley, assigned to COMSUBPAC said'What started as an innovative idea has come to fruition as a potentially radical new submarine logistics delivery capability.' 'A large percentage of parts that are needed on submarines weigh less than five-pounds, so this capability could alleviate the need for boats to pull into ports for parts or medical supplies.'

A small group of maneuvering infantry soldiers will soon be able to target and destroy enemy tanks at night from distances up to 4.5 kilometers (2.8 miles) -- by firing portable, man-carried Javelin Anti-Tank Missiles engineered with a new generation of targeting optics. The U.S. Army and Raytheon plan to enter production of a new Lightweight Command Launch Unit for the Javelin designed to bring a new level of "precision lethality to an infantry squad." The new Lightweight CLU unit enables much greater standoff distance for infantry attacking tanks by doubling the attack range from 2.5km to 4.5km, developers said. "You have to be able to speed up the kill chain and detect the adversary before he can detect you. You want to get a launch shot off before he knows you are there. It all starts with sensing," Tommy Boccardi, Javelin Domestic Business Development, Raytheon, told Warrior.
