The next great leap for computing may be a bit closer with the help of joint efforts between the U.S. government, the private sector -- and hundreds of millions of dollars. The U.S. Department of Energy said this week that it will spend $625 million over the next five years to develop a dozen research centers devoted to artificial intelligence (AI) and quantum computing. As a general purpose technology, artificial intelligence (AI) can be used in a staggering array of contexts, with many advocates framing its rapid development as a cooperative endeavour for the benefit of all humanity. The United Nations, for example, launched it's AI for Good initiative in 2017, while the French and Chinese governments talk of "AI for Humanity" and "AI for the benefit of mankind" respectively – rhetoric echoed by many other governments and supra-national bodies across the world. On the other hand, these same advocates also use language and rhetoric that emphasises the competitive advantages AI could bring in the more narrow pursuit of national interest. "Just as in international politics, there's a tension between an agreed aspiration to build AI for humanity, and for the common good, and the more selfish and narrow drive to compete to have advantage," said Allan Dafoe, director of the Centre for the Governance of AI at Oxford University, speaking at the AI Summit, which took place online this week.

Autonomous machines that act on people's behalf are poised to become pervasive in society, de Melo said; however, for these machines to succeed and be adopted, it is essential that people are able to trust and cooperate with them. "Human cooperation is paradoxical," de Melo said. "An individual is better off being a free rider, while everyone else cooperates; however, if everyone thought like that, cooperation would never happen. This research aims to understand the mechanisms that promote cooperation with a particular focus on the influence of strategy and signaling."

The Almeda Fire ripped through Talent, Ore., last week, leaving a surreal path of destruction in its wake as a rash of wildfires continued to plague the West Coast. Somber drone footage supplied by Reuters shows flattened homes, burned automobiles and a blanket of ash flanking lifeless, empty streets.
