A "lethal" weaponized drone "hunted down a human target" without being told to for the first time, according to a UN report seen by the New Scientist. The March 2020 incident saw a KARGU-2 quadcopter autonomously attack a human during a conflict between Libyan government forces and a breakaway military faction, led by the Libyan National Army's Khalifa Haftar, the Daily Star reported. The Turkish-built KARGU-2, a deadly attack drone designed for asymmetric warfare and anti-terrorist operations, targeted one of Haftar's soldiers while he tried to retreat, according to the paper. The drone, which can be directed to detonate on impact, was operating in a "highly effective" autonomous mode that required no human controller, the New York Post said. "The lethal autonomous weapons systems were programmed to attack targets without requiring data connectivity between the operator and the munition: in effect, a true'fire, forget and find' capability," the report from the UN Security Council's Panel of Experts on Libya said.

One of the most powerful supercomputers in the world has been brought online in the US and will be asked to apply its considerable artificial intelligence to some of the most challenging projects out there, from astrophysics and climate, to clean energy technologies. The Perlmutter system, a Hewlett-Packard-built Cray EX supercomputer, was unveiled at the National Energy Research Scientific Computing Center (NERSC) in California, part of the Lawrence Berkeley National Laboratory, and is "the fastest on the planet", according to Nvidia, the chip manufacturer supplying much of its graphics hardware. "The Perlmutter supercomputer will help inspire the next generation of scientists and innovators, allowing the US and Department of Energy to remain a leader in using scientific computation to answer our greatest questions," said David Turk, the US Department of Energy's deputy secretary, at its launch. "As we continue to enhance and deploy computing platforms like this, our national labs will only be better positioned to develop solutions to today's toughest problems, from climate change to cyber security." The machine is powered by 6,159 Nvidia A100 Tensor Core graphics processing units, rendering it capable of delivering almost four exaflops or a quintillion floating-point operations per second, according to Nvidia.

Adversarial attacks in machine learning: What they are and how to stop them
Adversarial machine learning, a technique that attempts to fool models with deceptive data, is a growing threat in the AI and machine learning research community. The most common reason is to cause a malfunction in a machine learning model. An adversarial attack might entail presenting a model with inaccurate or misrepresentative data as it's training, or introducing maliciously designed data to deceive an already trained model. As the U.S. National Security Commission on Artificial Intelligence's 2019 interim report notes, a very small percentage of current AI research goes toward defending AI systems against adversarial efforts. Some systems already used in production could be vulnerable to attack.

Turning principles into practice is one of the most pressing challenges of artificial intelligence (AI) governance. In this article, we reflect on a novel governance initiative by one of the world's largest AI conferences. In 2020, the Conference on Neural Information Processing Systems (NeurIPS) introduced a requirement for submitting authors to include a statement on the broader societal impacts of their research. Drawing insights from similar governance initiatives, including institutional review boards (IRBs) and impact requirements for funding applications, we investigate the risks, challenges and potential benefits of such an initiative. Among the challenges, we list a lack of recognised best practice and procedural transparency, researcher opportunity costs, institutional and social pressures, cognitive biases, and the inherently difficult nature of the task. The potential benefits, on the other hand, include improved anticipation and identification of impacts, better communication with policy and governance experts, and a general strengthening of the norms around responsible research. To maximise the chance of success, we recommend measures to increase transparency, improve guidance, create incentives to engage earnestly with the process, and facilitate public deliberation on the requirement's merits and future. Perhaps the most important contribution from this analysis are the insights we can gain regarding effective community-based governance and the role and responsibility of the AI research community more broadly.
