Brazil lawmakers approve bill regulating artificial intelligence

Brazil's House of Representatives has approved a bill that sets out legal regulations for artificial intelligence (AI). Bill No. 21/20 outlines guidelines to develop and utilize AI in Brazil. The bill will regulate transparency regarding the use of AI in the public sector, promote the creation of AI for the public sector, and require the "adoption of regulatory instruments that promote innovation." AI can predict and make decisions when implemented into computer systems and machines. The innovation in society and the regulations that have been introduced have been welcomed by the author of the project, Deputy Eduardo Bismarck (PDT-CA). He stated that "the time is now to outline principles: rights and duties and responsibilities" to account for this innovation already integrated into reality.

Devices have become so integral that today's world wouldn't be possible without artificial intelligence (AI.) In Terminator, sentient artificial neural network Skynet sends robots back in time from 2029 to kill the humans who will, in the future, lead the resistance against it.


Google AI recreates Gustav Klimt paintings destroyed during WWII

Gustav Klimt created some of the world's most expensive masterpieces, but around 20% of his artworks have been lost. Among them are the so-called Faculty Paintings: Philosophy, Medicine, and Jurisprudence. The three pieces are believed to have been destroyed in a fire during World War Two. Only black and white photos of the artworks remain. The original paintings may never be seen again, but machine learning has come close to bringing them back to life.


Drones Autonomously Attacked Humans for the First Time in March

The world's first recorded case of an autonomous drone attacking humans took place in March 2020, according to a United Nations (UN) security report detailing the ongoing Second Libyan Civil War. Libyan forces used the Turkish-made drones to "hunt down" and jam retreating enemy forces, preventing them from using their own drones. The field report (via New Scientist) describes how the Haftar Affiliated Forces (HAF), loyal to Libyan Field Marshal Khalifa Haftar, came under attack by drones from the rival Government of National Accord (GNA) forces. After a successful drive against HAF forces, the GNA launched drone attacks to press its advantage. The report says Turkey supplied the drones to Libyan forces, which is a violation of a UN arms embargo slapped on combatants in the conflict.

The General Services Administration is among the lesser-known arms of US government, but it has surprising reach. It owns or leases more than 370 million square feet of offices and other facilities on behalf of other federal agencies, and also provides vehicles and IT services. Its government tech support is a particular priority of President Biden's pick to lead the agency, Robin Carnahan. Carnahan, confirmed by the Senate in June, previously worked at 18F, a tech group set up inside GSA by the Obama administration to modernize government technology. Black women, AI, and overcoming historical patterns of abuse

After a 2019 research paper demonstrated that commercially available facial analysis tools fail to work for women with dark skin, AWS executives went on the attack. Instead of offering up more equitable performance results or allowing the federal government to assess their algorithm like other companies with facial recognition tech have done, AWS executives attempted to discredit study coauthors Joy Buolamwini and Deb Raji in multiple blog posts. More than 70 respected AI researchers rebuked this attack, defended the study, and called on Amazon to stop selling the technology to police, a position the company temporarily adopted last year after the death of George Floyd. But according to the Abuse and Misogynoir Playbook, published earlier this year by a trio of MIT researchers, Amazon's attempt to smear two Black women AI researchers and discredit their work follows a set of tactics that have been used against Black women for centuries.


How Tesla can sell 'full self-driving' software that doesn't really drive itself

Washington, DC (CNN)Tesla CEO Elon Musk has said the company will roll out the latest beta version of its "full self-driving" software to 1,000 owners this weekend. Yet there aren't actually any self-driving cars for sale today, according to autonomous vehicle experts and the National Highway Traffic Safety Administration, which regulates cars. Tesla's "full self-driving" is more like an enhanced cruise control, they say. Videos posted on the internet by people who already have the feature unlocked show that it might stop for traffic lights and turn smoothly at intersections, but it also might veer toward pedestrians or confuse the moon for a traffic signal. Tesla says that a human driver needs to be watching and ready to take over at any moment, and the company is only allowing initial access to the system to the people it considers the safest drivers.


Supporting Responsible Use of AI and Equitable Outcomes in Financial Services

At the AI Academic Symposium hosted by the Board of Governors of the Federal Reserve System, Washington, D.C. (Virtual Event) Today's symposium on the use of artificial intelligence (AI) in financial services is part of the Federal Reserve's broader effort to understand AI's application to financial services, assess methods for managing risks arising from this technology, and determine where banking regulators can support responsible use of AI and equitable outcomes by improving supervisory clarity.1 The potential scope of AI applications is wide ranging. For instance, researchers are turning to AI to help analyze climate change, one of the central challenges of our time. With nonlinearities and tipping points, climate change is highly complex, and quantification for risk assessments requires the analysis of vast amounts of data, a task for which the AI field of machine learning is particularly well-suited.2 The journal Nature recently reported the development of an AI network which could "vastly accelerate efforts to understand the building blocks of cells and enable quicker and more advanced drug discovery" by accurately predicting a protein's 3-D shape from its amino acid sequence.3 In November 2018, I shared some early observations on the use of AI in financial services.4
