Iraq PM Calls For Restraint After Drone Strike On His Home

Iraq's Prime Minister Mustafa al-Kadhemi said he was unhurt and appealed for "calm and restraint" after a drone attack on his residence early Sunday that heightened political tensions in the war-scarred country. The attack in Baghdad's Green Zone was the first to target the residence of Kadhemi, who has been in power since May 2020. It came as Iraq's political parties negotiate alliances over who will run the next government after elections last month. That vote saw the Conquest (Fatah) Alliance, the political arm of the pro-Iran Hashed al-Shaabi paramilitary network, suffer a substantial decline in its parliamentary seats, leading the group to denounce the outcome as "fraud". The big winner, with more than 70 seats according to the initial count, was the movement of Moqtada Sadr, a Shiite Muslim preacher who campaigned as a nationalist and critic of Iran.

That vote saw the Conquest (Fatah) Alliance, the political arm of the pro-Iran Hashed al-Shaabi paramilitary network, suffer a substantial decline in its parliamentary seats, leading the group to denounce the outcome as "fraud". No group has yet claimed responsibility for Sunday's attack, which left two bodyguards injured, according to a security source. In a tweet, Kadhemi called "for calm and restraint on the part of everyone for the good of Iraq".

"I'm doing fine, praise be to God, and I call for calm and restraint on the part of everyone for the good of Iraq," Kadhemi wrote on Twitter, after what his office called a "failed assassination attempt". Two security sources earlier confirmed the attack in the heavily-guarded Green Zone, which also hosts the US embassy and is frequently targeted by rocket attacks. A large number of security forces were deployed in and around the Zone following the attack, according to a security source. The attack came amid soaring political tensions over the results of October 10 elections.


Consistency and Consensus Driven for Hesitant Fuzzy Linguistic Decision Making with Pairwise Comparisons

Hesitant fuzzy linguistic preference relation (HFLPR) is of interest because it provides an efficient way for opinion expression under uncertainty. For enhancing the theory of decision making with HFLPR, the paper introduces an algorithm for group decision making with HFLPRs based on the acceptable consistency and consensus measurements, which involves (1) defining a hesitant fuzzy linguistic geometric consistency index (HFLGCI) and proposing a procedure for consistency checking and inconsistency improving for HFLPR; (2) measuring the group consensus based on the similarity between the original individual HFLPRs and the overall perfect HFLPR, then establishing a procedure for consensus ensuring including the determination of decision-makers weights. The convergence and monotonicity of the proposed two procedures have been proved. Some experiments are furtherly performed to investigate the critical values of the defined HFLGCI, and comparative analyses are conducted to show the effectiveness of the proposed algorithm. A case concerning the performance evaluation of venture capital guiding funds is given to illustrate the availability of the proposed algorithm. As an application of our work, an online decision-making portal is finally provided for decision-makers to utilize the proposed algorithms to solve decision-making problems.


On the Limits of Design: What Are the Conceptual Constraints on Designing Artificial Intelligence for Social Good?

Artificial intelligence AI can bring substantial benefits to society by helping to reduce costs, increase efficiency and enable new solutions to complex problems. Using Floridi's notion of how to design the 'infosphere' as a starting point, in this chapter I consider the question: what are the limits of design, i.e. what are the conceptual constraints on designing AI for social good? The main argument of this chapter is that while design is a useful conceptual tool to shape technologies and societies, collective efforts towards designing future societies are constrained by both internal and external factors. Internal constraints on design are discussed by evoking Hardin's thought experiment regarding 'the Tragedy of the Commons'. Further, Hayek's classical distinction between 'cosmos' and 'taxis' is used to demarcate external constraints on design. Finally, five design principles are presented which are aimed at helping policymakers manage the internal and external constraints on design. A successful approach to designing future societies needs to account for the emergent properties of complex systems by allowing space for serendipity and socio-technological coevolution.

Oxley is the CEO of Synchron, a neurotechnology company born in Melbourne that has successfully trialled hi-tech brain implants that allow people to send emails and texts purely by thought. In July this year, it became the first company in the world, ahead of competitors like Elon Musk's Neuralink, to gain approval from the US Food and Drug Administration (FDA) to conduct clinical trials of brain computer interfaces (BCIs) in humans in the US. Synchron has already successfully fed electrodes into paralysed patients' brains via their blood vessels. The electrodes record brain activity and feed the data wirelessly to a computer, where it is interpreted and used as a set of commands, allowing the patients to send emails and texts.

AI Finds and Ranks Best Drugs for a Rare Cancer

Artificial intelligence (AI) machine learning is rapidly becoming a valuable tool in health care, oncology, and precision medicine. A new study published in Cancer Research, a journal of the American Association of Cancer Research, shows how an AI algorithm can rank the accuracy of drug therapies to treat bile duct cancer. "The application of computational approaches to make treatment recommendations based on the biological data of a given cancer holds great promise," wrote the researchers affiliated with the Queen Mary University of London, The Alan Turing Institute, Kinomica Ltd, Kings College Hospital, Foundation for Liver Research, and the King's College London who conducted the study. Bile duct cancer, cholangiocarcinoma (CCA), is a rare disease where malignant cells form in the network of tubes called bile ducts located either inside (intrahepatic) or outside (extrahepatic) the liver according to the National Cancer Institute at the National Institutes of Health. Bile is a thick greenish-yellow fluid consisting of bile salts, cholesterol, bilirubin, and waste products secreted by the liver to carry away waste and break down fats during digestion.
