A group of three Democrats and one Republican have introduced a bill in the House aimed at preventing artificial intelligence systems from progressing to the point where they could autonomously launch a nuclear attack. The bipartisan lawmakers' measure would preemptively stymie any future Defense Department policy decisions that could lead to AI being capable of firing off nuclear weapons on its own. "While U.S. military use of AI can be appropriate for enhancing national security purposes, use of AI for deploying nuclear weapons without a human chain of command and control is reckless, dangerous, and should be prohibited," Rep. Ken Buck, R-Colo., said this week. "It is our job as Members of Congress to have responsible foresight when it comes to protecting future generations from potentially devastating consequences," said Rep. Ted Lieu, D-Calif., who's been vocal on the dangers of allowing AI to keep rapidly developing unchecked.

The invasion Russia launched on February 24 last year, which started the biggest war in Europe since 1945, is seen by many Ukrainians as an attempt to wipe them out – and their culture, language and way of life.

Man's 'death' after surgery to be BTS's Jimin points to AI hoax
Seoul, South Korea – The news that Saint Von Colucci, a 22-year-old Canadian-Portuguese actor, singer, and songwriter with pull in South Korea's entertainment scene, died after undergoing surgeries to look like a K-pop star set media abuzz. Von Colucci was reported to have undergone 12 plastic surgeries, costing more than $200,000, to resemble BTS member Jimin and overcome discrimination "against his Western traits". He was said to have recently secured a role in an upcoming Korean drama. The only problem is that Von Colucci may have never existed. A raft of evidence suggests he is the product of an elaborate hoax using artificial intelligence that fooled dozens of media outlets, stretching from the United States and Canada to the United Kingdom, South Korea, India, Malaysia and the Philippines. The debacle appears to be the first known case of AI being used to trick media outlets en masse into spreading misinformation, heralding the dawn of a new era of computer-generated fake news.

chatClimate: Grounding Conversational AI in Climate Science

Large Language Models (LLMs) have made significant progress in recent years, achieving remarkable results in question-answering tasks (QA). However, they still face two major challenges: hallucination and outdated information after the training phase. These challenges take center stage in critical domains like climate change, where obtaining accurate and up-to-date information from reliable sources in a limited time is essential and difficult. To overcome these barriers, one potential solution is to provide LLMs with access to external, scientifically accurate, and robust sources (long-term memory) to continuously update their knowledge and prevent the propagation of inaccurate, incorrect, or outdated information. In this study, we enhanced GPT-4 by integrating the information from the Sixth Assessment Report of the Intergovernmental (IPCC AR6), the most comprehensive, up-to-date, and reliable source in this domain. We present our conversational AI prototype, available at www.chatclimate.ai and demonstrate its ability to answer challenging questions accurately in three different QA scenarios: asking from 1) GPT-4, 2) chatClimate, and 3) hybrid chatClimate. The answers and their sources were evaluated by our team of IPCC authors, who used their expert knowledge to score the accuracy of the answers from 1 (very-low) to 5 (very-high). The evaluation showed that the hybrid chatClimate provided more accurate answers, highlighting the effectiveness of our solution. This approach can be easily scaled for chatbots in specific domains, enabling the delivery of reliable and accurate information.
Hungry Hungry Hippos: Towards Language Modeling with State Space Models

State space models (SSMs) have demonstrated state-of-the-art sequence modeling performance in some modalities, but underperform attention in language modeling. Moreover, despite scaling nearly linearly in sequence length instead of quadratically, SSMs are still slower than Transformers due to poor hardware utilization. In this paper, we make progress on understanding the expressivity gap between SSMs and attention in language modeling, and on reducing the hardware barrier between SSMs and attention. First, we use synthetic language modeling tasks to understand the gap between SSMs and attention. We find that existing SSMs struggle with two capabilities: recalling earlier tokens in the sequence and comparing tokens across the sequence. To understand the impact on language modeling, we propose a new SSM layer, H3, that is explicitly designed for these abilities. H3 matches attention on the synthetic languages and comes within 0.4 PPL of Transformers on OpenWebText. Furthermore, a hybrid 125M-parameter H3-attention model that retains two attention layers surprisingly outperforms Transformers on OpenWebText by 1.0 PPL. Next, to improve the efficiency of training SSMs on modern hardware, we propose FlashConv. FlashConv uses a fused block FFT algorithm to improve efficiency on sequences up to 8K, and introduces a novel state passing algorithm that exploits the recurrent properties of SSMs to scale to longer sequences. FlashConv yields 2$\times$ speedup on the long-range arena benchmark and allows hybrid language models to generate text 2.4$\times$ faster than Transformers. Using FlashConv, we scale hybrid H3-attention language models up to 2.7B parameters on the Pile and find promising initial results, achieving lower perplexity than Transformers and outperforming Transformers in zero- and few-shot learning on a majority of tasks in the SuperGLUE benchmark.
