Artificial Intelligence (AI) promises to drive growth of the United States economy, enhance our economic and national security, and improve our quality of life. The United States is the world leader in AI research and development (R&D) and deployment. Continued American leadership in AI is of paramount importance to maintaining the economic and national security of the United States and to shaping the global evolution of AI in a manner consistent with our Nation's values, policies, and priorities. The Federal Government plays an important role in facilitating AI R&D, promoting the trust of the American people in the development and deployment of AI-related technologies, training a workforce capable of using AI in their occupations, and protecting the American AI technology base from attempted acquisition by strategic competitors and adversarial nations. Maintaining American leadership in AI requires a concerted effort to promote advancements in technology and innovation, while protecting American technology, economic and national security, civil liberties, privacy, and American values and enhancing international and industry collaboration with foreign partners and allies. Artificial Intelligence will affect the missions of nearly all executive departments and agencies (agencies).

Until one and a half years ago, Devidas Lonkar from Chakan town of Pune district had to depend on local fertiliser and pesticide sellers to resolve diseases and fungal issues in his crops. Hailing from an agrarian background, the 26-year-old farmer grows sugarcane, cabbage, cauliflower as well as beetroot and groundnuts across a 7-acre plot. "I would describe the symptoms of fungus or disease to the shopkeeper, to which he would then suggest various pesticides and add-ons. It took me a while before realising that these shopkeepers only suggested chemicals with short-lived efficiency that would inevitably bring farmers back to them within a couple of months," he says. "This app ended up saving me a lot of money as well as time. Sitting at home, I can now diagnose plant diseases and have already saved about Rs 1-1.5 lakh in a year that I would otherwise spend on fertilisers," he mentions.

Data Challenges Are Halting AI Projects, IBM Executive Says
"And so you run out of patience along the way, because you spend your first year just collecting and cleansing the data," said Mr. Krishna, who was interviewed at The Wall Street Journal's Future of Everything Festival last week. "And you say: 'Hey, wait a moment, where's the AI? Mr. Krishna didn't name clients or say how many had halted projects. One well known example of an AI project unraveling happened in 2017 at the University of Texas' MD Anderson Cancer Center, which aimed to use IBM's AI platform, Watson, to improve cancer care. An audit by the University of Texas showed the cancer center was using old data, among other issues. A report this month by Forrester Research Inc. found that data quality is among the biggest AI project challenges. Forrester analyst Michele Goetz said companies pursuing such projects generally lack an expert understanding of what data is needed for machine-learning models and struggle with preparing data in a way that's beneficial to those systems. She said producing high-quality data involves more than just reformatting or correcting errors: Data needs to be labeled to be able to provide an explanation when questions are raised about the decisions machines make. While AI failures aren't much talked about, Ms. Goetz said companies should be prepared for them and use them as teachable moments. "Rather than looking at it as a failure, be mindful about, 'What did you learn from this?'" she said. Mr. Krishna said he couldn't specify what percentage of IBM-related AI projects were halted over the past five years. But he said: "In the world of IT in general, about 50% of projects run either late, over budget or get halted.

"We at the agency have over 100 AI initiatives that we are working on and that's going to continue to be the case," Benjamin Huebner, the CIA's privacy and civil liberties officer said Friday at an event hosted by the Brookings Institution in Washington. "That's a big complicated issue that we are very much thinking about all the time." Huebner said collaborating with the intelligence agency's data scientists is one of his favorite parts of his job. His privacy team works directly with their tech-facing colleagues on projects around statistics, coding, and graphical representations.
Google shows how AI might detect lung cancer faster and more reliably
New research from Google shows how machine learning could one day be used to detect signs of lung cancer earlier than often occurs today. Early warning: Danial Tse, a researcher at Google, developed an algorithm that beat a number of trained radiologists in testing. Tse and colleagues trained a deep-learning algorithm to detect malignant lung nodules in more than 42,000 CT scans. The resulting algorithms turned up 11% fewer false positives and 5% fewer false negatives than their human counterparts. The work is described in a paper published in the journal Nature today.

Lyft records 50,000 self-driven rides since 2018 becoming largest semi-automated ride-hailer in U.S.
Ride-hailing company Lyft has passed an important mile-marker in its self-driving car program by successfully delivering more than 50,000 rides, making it the most well-trafficked U.S. program of its kind. According to the company, the milestone marks a ten-fold increase over its total in August 2018 when the program announced that it reached 5,000 rides. The program currently operates 30 modified BMW's within a 20 square-mile area in Las Vegas where it delivers riders to some of the city's most heavily trodden areas, like the Las Vegas strip. Lyft has become the the largest ride-hailing program that lets users take self-driven vehicles. Lyft says the precedent is significant not just for the sheer volume of rides, but for the reported quality.
