Analysis: Artificial Intelligence Application in the Military The Case of United States and China
Considered as the 4th Industrial Revolution, Artificial Intelligence (AI) has become a reality in today's world, especially in the military. Experts and academicians have emphasized the importance of AI for a long time. Furthermore, world leaders, including Obama, Trump, Xi, and Putin, have all made important statements that bring to the fore the significance of AI which can be summarized with what Putin stated on September 2017: whoever becomes the leader in AI, will rule the world. This analysis provides a short introduction on what AI is, how it has evolved until today and how it will change the nature of warfare. It then assesses why states invest in AI to later turn to the case of the U.S. and China. For both states, the main official documents and statements are analyzed, the bureaucratic structures that work on AI are presented and finally examples of how the U.S. and China are applying AI in the military are provided.
What do we do about deepfake video?
There exist, on the internet, any number of videos that show people doing things they never did. These videos are called deepfakes, and they're made using a particular kind of AI. Inevitably enough, they began in porn – there is a thriving online market for celebrity faces superimposed on porn actors' bodies – but the reason we're talking about them now is that people are worried about their impact on our already fervid political debate. Those worries are real enough to prompt the British government and the US Congress to look at ways of regulating them. The video that kicked off the sudden concern last month was, in fact, not a deepfake at all.

Autonomous Vehicles Face an Uphill Battle for Public Trust
Automakers and technology companies continue to push toward introduction of the first fleets of fully self-driving vehicles. But building trust in the robotic vehicles is proving just as important as getting the cars to navigate roadways without a human driver. Ford Motor Co., General Motors Co., Google's self-driving affiliate Waymo LLC and a number of other companies have spent billions and taken more than a decade to develop technology capable of hauling people or goods without a human in the driver's seat. GM plans to launch a fleet this year, Ford by 2021. Waymo started a small service in Phoenix late last year. Yet, GM ran into opposition to its petition to federal regulators for permission to put up to 5,000 driverless cars -- without steering wheels or control pedals -- on public roads.
IBM's AI automatically generates creative captions for images
Writing photo captions is a monotonous -- but necessary -- chore begrudgingly undertaken by editors everywhere. Fortunately for them, though, AI might soon be able to handle the bulk of the work. In a paper ("Adversarial Semantic Alignment for Improved Image Captions") appearing at the 2019 Conference in Computer Vision and Pattern Recognition (CVPR) in Long Beach, California this week, a team of scientists at IBM Research describes a model capable of autonomously crafting diverse, creative, and convincingly humanlike captions. Architecting the system required addressing a chief shortcoming of automatic captioning systems: sequential language generation resulting in syntactically correct -- but homogeneous, unnatural, and semantically irrelevant -- structures. The coauthors' approach gets around this with an attention captioning model, which allows the captioner to use fragments of scenes in the photos it's observing to compose sentences.

Future air travel looks high-tech, autonomous, and electric
While everyone on the ground is stressing about self-driving cars, the future of flight is also moving more toward autonomous planes, as seen at the 2019 edition of the Paris Air Show. The air show is one of the biggest aerospace events annually and everyone from established names to newer companies showed off concept craft and prototype vehicles. Boeing (yes, the same company reeling from two deadly plane crashes and grounded 737 Max planes around the world) displayed its idea for the autonomous Passenger Air Vehicle, while rival Airbus also floated the idea of pilot-less planes and hybrid and electric passenger jets by 2035. Airbus' Vahana is a small, passenger-carrying electric, autonomous vertical take-off and landing (VTOL) craft, and the company showed a video of the plane in flight during the show, along with a model of the plane. Airbus' all-electric, single-seat Vahana could be pilot-less.
People and Machines: Partners in Innovation
The greatest impact of intelligent technologies won't be from eliminating jobs but from changing what people do and driving innovation deeper into the business. Thoughtful adoption of intelligent technologies will be essential to survival for many companies. But simply implementing the newest technologies and automation tools won't be enough. Success will depend on whether organizations use them to innovate in their operations and in their products and services -- and whether they acquire and develop the human capital to do so. In a recent Deloitte survey of 250 executives familiar with how their companies are thinking about intelligent technologies, nearly three out of four said that they expected AI to substantially transform their organizations within three years.1

Technological advancement including artificial intelligence (AI) has sparked debate for people and governments in developed countries where democratic systems shape the operation of institutional systems. Specifically, such systems have been driven by established universal values such as respect for human rights, property and privacy rights, and democracy, including freedom of expression, and political participation. In these systems, the advancement of technology has been deployed to enhance the efficiency of governments in providing public services while undergoing public scrutiny and institutional oversight. For example, many cities in developed democratic countries ban the use of facial recognition technology as an instrument of security efforts. However, this may not be the case in developing countries in general and particularly in those undergoing long economic transitions without political liberalization, such as Vietnam and China.
Bill Gates, Stephen Hawking get AI voice clones, thanks to Facebook engineers
Using Artificial Intelligence, two Facebook engineers have now successfully cloned the voices of famous personalities including Microsoft cofounder Bill Gates, late theoretical physicist Stephen Hawking, and American actor George Takei among few others. Mike Lewis and Sean Vasquez, the two Facebook engineers developed a computer generated speech system called MelNet using Artificial Intelligence. Not just the voices of famous personalities, they have also created voice and music samples using AI. In a recently published research paper, they mentioned relying on machine learning for the convincing AI generated voice clips. Apart from Bill Gates, Stephen Hawking, and George Takei, others whose voice have been cloned are – primatologist Jane Goodall, professors Daphne Koller, Fei Fei Li, scientist Stephen Wolfram and Khan Academy founder Sal Khan.
