Artificial Intelligence (AI) is opening up a new frontier by combining human creativity with technology to drive progress in our society and bring governments closer to their constituents. According to the 2018 United Nations (UN) e-Government Survey all 193 Member States have e-government systems in place, at different maturity levels, to deliver digital services and experiences to citizens. The three most commonly used e-government services are paying utilities (140 countries), submitting income taxes (139 countries), and registering a new business (126 countries). Denmark is heading the top 10 e-government development ranking, followed by Australia, the Republic of Korea, United Kingdom, Sweden, Finland, Singapore, New Zealand, France and Japan. The next phase of e-government will use AI to go beyond digitized and automated services and deliver better experiences to citizens.


'AICTE ready to set up academies for engineering teacher training'

To improve teaching abilities of teachers in engineering colleges, AICTE is ready to set up AICTE Training and Learning (ATAL) academies in 11 more States. AICTE Chairman Anil D Sahasrabudhe said the council had set up four academies on its own, and 11 States, including Andhra Pradesh and Telangana, came forward to have them. The council would set up them if the respective State governments provided infrastructure. The four academies were started by AICTE at Jaipur, Baroda, Thiruvananthapuram and Guwahati. The idea is to improve the knowledge of teachers who had started their career long time back so that they can, in turn, teach students.

This year's AI Ethics, Policy, and Governance event brought together more than 900 people from academia, industry, and government to discuss the future of AI (or automated computer systems able to perform tasks that normally require human intelligence). Discussions at the conference highlighted how companies, governments, and people around the world are grappling with AI's ethical, policy, and governance implications. In this panel, Expanding Human Experience, Susan Athey, the Economics of Technology Professor at Stanford Graduate School of Business and faculty associate director at Stanford HAI, spoke about AI's impact on the economy. It's critical, she said, that AI creates shared prosperity and expands -- rather than replaces -- the human experience in life and at work. Humans, after all, understand things in a way that may be difficult to codify in AI.

Canadian immigration officials deny travel visas to a large number of AI researchers and research students scheduled to attend the NeurIPS and Black in AI workshop, event organizers said. Among the people who have been denied entry is Tแบนjรบmรกdรฉ ร€fแป njรก, co-organizer of the NeurIPS Machine Learning workshop for the developing world. NeurIP Information Processing Systems (NeurIPs) is the world's largest annual international AI conference, according to the AI Index 2018 report. The conference is scheduled to be held from December 8 to 14 in Vancouver, Canada. On Tuesday, Black in AI co-founder and Google AI researcher Timnit Gebru said that 15 of the 44 attendees who planned to join the workshop on December 9 were denied entry.

A lot of nuances of writing are lost on the internet -- things such as irony. That's why satirical material such as the writing of Andy Borowitz on the website of The New Yorker magazine has to be labeled as satire, to make sure we know. Scientists in recent years have become concerned: What about writing that isn't properly understood, such as satire mistaken for the truth, or, conversely, deliberate disinformation campaigns that are disguised as innocent satire? And so began a quest to divine some form of machine learning technology that could automatically identify satire as such and distinguish it from deliberate lies.

Artificial Intelligence Converts 2D Images Into 3D Using Deep Learning [Video]

A University of California, Los Angeles research team has devised a technique that extends the capabilities of fluorescence microscopy, which allows scientists to precisely label parts of living cells and tissue with dyes that glow under special lighting. The researchers use artificial intelligence to turn two-dimensional images into stacks of virtual three-dimensional slices showing activity inside organisms. In a study published in Nature Methods on November 4, 2019, the scientists also reported that their framework, called "Deep-Z," was able to fix errors or aberrations in images, such as when a sample is tilted or curved. Further, they demonstrated that the system could take 2D images from one type of microscope and virtually create 3D images of the sample as if they were obtained by another, more advanced microscope.
