Characteristic Kernels and Infinitely Divisible Distributions

We connect shift-invariant characteristic kernels to infinitely divisible distributions on $\mathbb{R}^{d}$. Characteristic kernels play an important role in machine learning applications with their kernel means to distinguish any two probability measures. The contribution of this paper is two-fold. First, we show, using the L\'evy-Khintchine formula, that any shift-invariant kernel given by a bounded, continuous and symmetric probability density function (pdf) of an infinitely divisible distribution on $\mathbb{R}^d$ is characteristic. We also present some closure property of such characteristic kernels under addition, pointwise product, and convolution. Second, in developing various kernel mean algorithms, it is fundamental to compute the following values: (i) kernel mean values $m_P(x)$, $x \in \mathcal{X}$, and (ii) kernel mean RKHS inner products ${\left\langle m_P, m_Q \right\rangle_{\mathcal{H}}}$, for probability measures $P, Q$. If $P, Q$, and kernel $k$ are Gaussians, then computation (i) and (ii) results in Gaussian pdfs that is tractable. We generalize this Gaussian combination to more general cases in the class of infinitely divisible distributions. We then introduce a {\it conjugate} kernel and {\it convolution trick}, so that the above (i) and (ii) have the same pdf form, expecting tractable computation at least in some cases. As specific instances, we explore $\alpha$-stable distributions and a rich class of generalized hyperbolic distributions, where the Laplace, Cauchy and Student-t distributions are included.

Stephen Hawking Opens British AI Lab To Create Terminator Style Machines
Stephen Hawking, the famous scientist who once said intelligent machines could be mankind's biggest threat, opened an artificial intelligence lab in Britain this week to help develop robot surgeons and Terminator-style military droids. Britain's Cambridge University will play host to the Leverhulme Centre for the Future of Intelligence (CFI) as it uses a 10 million grant to bring together experts from many disciplines to develop AI robots. Scientists from around the world will use the AI lab to design and test intelligent robots that could potentially transform mankind, according to SpaceDaily. "Perhaps with the tools of this new technological revolution, we will be able to undo some of the damage done to the natural world by the last one โ industrialization." Calling the creation of AI, the biggest event in the history of civilization, Hawking said the British lab hoped to help eradicate disease and poverty in our lifetime, according to Phys.org.
Major AI Conference GTC DC Set for Washington NVIDIA Blog
Hard on the heels of the White House's new report about artificial intelligence's potential to address major societal challenges, NVIDIA will be holding Washington's largest ever AI conference. GTC DC will feature some of the most prominent leaders in government and industry when it takes place Oct. 26-27, at the Ronald Reagan Building and International Trade Center in Washington. The event is the latest in a series of GPU Technology Conferences, which have attracted 16,000 people so far this year across Silicon Valley, Europe and Asia. The timing is right for policymakers and AI experts to meet, following yesterday's White House report concluding that "AI has the potential to help address some of the biggest challenges that society faces" and recommending increased funding in AI research to fuel economic growth. The report, Preparing for the Future of Artificial Intelligence, published by the National Science and Technology Council, notes that "the effectiveness of government itself is being increased as agencies build their capacity to use AI to carry out their missions more quickly, responsively and efficiently."

Researchers working for Google have produced a new kind of computer intelligence which can learn in ways less immediately dependent on its programmers than any previous model. It can, for instance, navigate its way through a map of the London underground without being explicitly instructed how to do so. For the moment, this approach is less efficient than the old-fashioned, more specialised forms of artificial intelligence, but it holds out promise for the future and, like all such conceptual advances in computer programming, it raises more urgently the question of how society should harness these powers. An algorithm is simply a sequence of instructions. Law codes can be seen as algorithms.
Sweden effectively bans camera drone flights
Don't bring a drone with you to document your trip to Sweden -- you could find yourself in legal trouble. The country's Supreme Administrative Court has effectively banned camera drone flights through a ruling. Camera-equipped drones are surveillance cameras, the court argues, and that means they need a permit indicating that they'll be used to prevent crime or accidents. And since you probably aren't flying a drone to keep watch over your home, you're likely out of luck. It won't shock you to hear that local drone owners are upset.
Robots, AI, and intelligent services: are humans already obsolete?
In the aftermath of the Brexit vote to leave, one of the tweets that caught my eye was from founder and CEO of analyst firm HfS Research, Phil Fersht (@pfersht), which simply said, "at least the British can stop worrying about robots taking their jobs. Just get rid of the jobs altogether..." While that may not be amusing as it plays out against our globalised economy, it demonstrates how this topic has taken hold of so many of us. About a year ago, I was asked to sit on a panel at the annual Constellation Research Connected Enterprise 2015 called'The robots are here! The future of HR tech', to debate whether we're entering a dystopian existence where humans are the bottleneck to productivity and innovation or becoming a world of augmented humanity and digital humanisation. It's a fact that major economic shifts have led to both marginalisation, the downside, as well as great opportunity, clearly the upside.
