After huge yet unclaimed bombing deadly to over 300, Somalia fears renewed al-Shabab onslaught

KAMPALA – As the toll rises above 300 from one of the world's deadliest attacks in years, the al-Shabab extremist group has sent a powerful signal that the international focus on extremism can't afford to overlook the African continent. Saturday's truck bombing on a crowded Mogadishu street showed that al-Shabab, targeted for years by U.S. airstrikes and tens of thousands of African Union forces, has once again made a deadly comeback. Pushed from Somalia's capital in recent years, al-Shabab has retreated mostly to rural areas of the country's south, where the fragile central government can't assert its authority and local fiefdoms are in charge. From there, Africa's deadliest Islamic extremist group has continued to plan guerrilla-style attacks like Saturday's truck bombing in the capital, Mogadishu. While demonstrating al-Shabab's resilience in the face of new military offensives by the U.S. and Somalia in recent months, the attack also highlights the shortcomings of U.S. drone strikes in a politically fraught country with a weak military and even weaker police, analysts told The Associated Press.


On reducing sampling variance in covariate shift using control variates

Covariate shift classification problems can in principle be tackled by importance-weighting training samples. However, the sampling variance of the risk estimator is often scaled up dramatically by the weights. This means that during cross-validation - when the importance-weighted risk is repeatedly evaluated - suboptimal hyperparameter estimates are produced. We study the sampling variances of the importance-weighted versus the oracle estimator as a function of the relative scale of the training data. We show that introducing a control variate can reduce the variance of the importance-weighted risk estimator, which leads to superior regularization parameter estimates when the training data is much smaller in scale than the test data.

World petrol demand will peak within 13 years thanks to the impact of electric cars and more efficient engines, energy experts have predicted. UK-based Wood Mackenzie said it expected the take-up of electric vehicles to cut gasoline demand significantly, particularly beyond 2025 as the battery-powered cars go mainstream. Combined with car manufacturers forced by regulations to produce models that run further on the same amount of oil, a new report by the analysts suggests global gasoline demand is likely to peak by 2030. The UK and France have recently said they will phase out sales of new petrol and diesel cars by 2040. China, the world's biggest car market, is mulling a similar move, which would have a significant impact on oil demand.


DeepMind launches new research team to investigate AI ethics

Google's AI subsidiary DeepMind is getting serious about ethics. The UK-based company, which Google bought in 2014, today announced the formation of a new research group dedicated to the thorniest issues in artificial intelligence. These include the problems of managing AI bias; the coming economic impact of automation; and the need to ensure that any intelligent systems we develop share our ethical and moral values. DeepMind Ethics & Society (or DMES, as the new team has been christened) will publish research on these topics and others starting early 2018. The group has eight full-time staffers at the moment, but DeepMind wants to grow this to around 25 in a year's time.

Stanford professor getting death threats over 'gaydar' research

"Our findings expose a threat to the privacy and safety of gay men and women," wrote Michal Kosinski in a paper set to be published by the Journal of Personality and Social Psychology--only he's the one now finding himself in danger. The New York Times takes a look at the quagmire Kosinski finds himself in following his decision to try--and, in some fashion, succeed--at building what many are referring to as "AI gaydar." The Stanford Graduate School of Business professor tells the Times he decided to attempt to use facial recognition analysis to determine whether someone is gay to flag how such analysis could reveal the very things we want to keep private. The Times delves into the research--first highlighted by the Economist in early September--and the many bones its many critics have to pick with it. Kosinski and co-author Yilun Wang pulled 35,000 photos of white Americans from online dating sites (those looking for same-sex partners were classified as gay) and ran them through a "widely used" facial analysis program that turns the location, size, and shape of one's facial characteristics into numbers.
