GE Healthcare to build AI-based command center at NHS teaching hospital
GE Healthcare has been tapped to build a centralized healthcare "command center" at the Bradford Royal Infirmary, an NHS teaching hospital in the U.K., to direct patient care delivery and allocate resources. The first of its kind in Europe, the center will use artificial intelligence and real-time information and analytics to help anticipate bottlenecks across the 800-bed hospital and recommend actions--streaming data to a wall of screens monitored by up to 20 Bradford staff, as well as to tablets and mobile devices across the building. The project aims to cut waiting times and reduce pressure on staff by reducing the unnecessary time spent in a hospital after a patient is fit to leave, as well as increase the total number of patients treated. In addition, it hopes to increase the number of patients who arrive and are admitted, transferred or discharged from the emergency department within four hours. Bradford's emergency department sees about 125,000 patients each year--up by more than 40% over the past decade, with about 350 to 400 patients a day--and with 96% of the hospital's bed capacity being used on a regular basis.

'Robolawyers' among futuristic ideas backed by ยฃ10m innovation fund
How can you design an ethical robot lawyer? What regulations are needed for flying taxis? These are some of the questions the British government is hoping to answer with a new ยฃ10m fund for futuristic projects that pose significant challenges to existing rules and regulations. The business secretary, Greg Clark, said the regulators' pioneer fund, being awarded to 15 projects, would help regulators "unblock" innovation that might otherwise be hampered by red tape. Clark said the move would show that Britain had a flexible regulatory environment which could keep pace with technology.
European Court of Human Right Open Data project
This paper presents thirteen datasets for binary, multiclass and multilabel classification based on the European Court of Human Rights judgments since its creation. The interest of such datasets is explained through the prism of the researcher, the data scientist, the citizen and the legal practitioner. Contrarily to many datasets, the creation process, from the collection of raw data to the feature transformation, is provided under the form of a collection of fully automated and open-source scripts. It ensures reproducibility and a high level of confidence in the processed data which is some of the most important issues in data governance nowadays.
NEXUS Network: Connecting the Preceding and the Following in Dialogue Generation

Sequence-to-Sequence (seq2seq) models have become overwhelmingly popular in building end-to-end trainable dialogue systems. Though highly efficient in learning the backbone of human-computer communications, they suffer from the problem of strongly favoring short generic responses. In this paper, we argue that a good response should smoothly connect both the preceding dialogue history and the following conversations. We strengthen this connection through mutual information maximization. To sidestep the non-differentiability of discrete natural language tokens, we introduce an auxiliary continuous code space and map such code space to a learnable prior distribution for generation purpose. Experiments on two dialogue datasets validate the effectiveness of our model, where the generated responses are closely related to the dialogue context and lead to more interactive conversations.
Maltese Prime Minister looks at Artificial Intelligence as a benefit to blockchain technology
Recently at the Delta Summit, the Prime Minister of Malta, Joseph Muscat spoke about the blockchain technology and the need for governments to understand the need for regulation. He also mentioned that Artificial Intelligence and best-in-class regulatory framework were the areas that were next in focus for the Malta government. The Prime Minister stated that the Artificial Intelligence technology can be beneficial to the blockchain industry. "We are sure that with AI we can replicate and improve what we are doing now here with blockchain." Joseph stated that they were moving away from a business model based on "decentralization of data."
