Comparative evidence of how two Gulf Cooperation Council (GCC) states translate artificial intelligence (AI) ambitions into post-New Public Management (post-NPM) outcomes are scarce because most studies focus on Western democracies. To fill this gap, we examine constitutional, collective choice, and operational rules that shape AI uptake in two contrasting GCC members, the United Arab Emirates (UAE) and Kuwait, and whether they foster citizen centricity, collaborative governance, and public value creation. Anchored in Ostrom's Institutional Analysis and Development framework, the study integrates a most similar/ most different systems design with multiple sources: 62 public documents issued between 2018 and 2025, embedded UAE cases (Smart Dubai and MBZUAI), and 39 interviews with officials conducted from Aug 2024 to May 2025. Dual coding and process tracing connect rule configurations to AI performance. Our cross-case analysis identifies four mutually reinforcing mechanisms behind divergent trajectories. In the UAE, concentrated authority, credible sanctions, pro-innovation narratives, and flexible reinvestment rules transform pilots into hundreds of operating services and significant recycled savings. Kuwait's dispersed veto points, exhortative sanctions, cautious discourse, and lapsed AI budgets, by contrast, confine initiatives to pilot mode de - spite equivalent fiscal resources. These findings refine institutional theory by showing that vertical rule coherence, not wealth, determines AI's public value yield, and temper post-NPM optimism by revealing that efficiency metrics advance societal goals only when backed by enforceable safeguards. To curb ethics washing and test the transferability of these mechanisms beyond the GCC, future research should track rule diffusion over time, experiment with blended legitimacy-efficiency scorecards, and investigate how narrative framing shapes citizen consent for data sharing.

Loud explosions have been heard in Sudan's army-held capital Khartoum, shortly after the paramilitary Rapid Support Forces (RSF) said it was ready for a truce after fighting the government-aligned Sudanese Armed Forces (SAF) for more than two years of brutal civil war. The attacks took place early Friday, targeting Omdruman, part of the greater Khartoum area, and army-held Atbara to the north of the capital, and were intercepted by the army's air defence systems, according to Al Jazeera's Hiba Morgan. SAF has yet to give an official response to the proposal, which would see a three-month humanitarian pause followed by a permanent ceasefire that would ostensibly pave the way for an eventual political transition to civilian rule. A Sudanese military official told the news agency The Associated Press on Thursday that the army welcomed the proposal, but would only agree to a truce when the RSF completely withdraws from civilian areas and gives up weapons. Reporting from Khartoum, Al Jazeera's Morgan said that it seemed the army would continue fighting until the RSF met its conditions.

Large reasoning models have demonstrated strong problem-solving abilities, yet real-world tasks often require external tools and long-horizon interactions. Existing agent frameworks typically follow predefined workflows, which limit autonomous and global task completion. In this paper, we introduce DeepAgent, an end-to-end deep reasoning agent that performs autonomous thinking, tool discovery, and action execution within a single, coherent reasoning process. To address the challenges of long-horizon interactions, particularly the context length explosion from multiple tool calls and the accumulation of interaction history, we introduce an autonomous memory folding mechanism that compresses past interactions into structured episodic, working, and tool memories, reducing error accumulation while preserving critical information. To teach general-purpose tool use efficiently and stably, we develop an end-to-end reinforcement learning strategy, namely ToolPO, that leverages LLM-simulated APIs and applies tool-call advantage attribution to assign fine-grained credit to the tool invocation tokens. Extensive experiments on eight benchmarks, including general tool-use tasks (ToolBench, API-Bank, TMDB, Spotify, ToolHop) and downstream applications (ALFWorld, WebShop, GAIA, HLE), demonstrate that DeepAgent consistently outperforms baselines across both labeled-tool and open-set tool retrieval scenarios. Anthropic is planning to seek investment from the United Arab Emirates and Qatar, according to a Slack message CEO Dario Amodei sent to staff Sunday morning, which WIRED obtained. Weighing the pros and cons, Amodei acknowledged in his note that accepting money from Middle East leaders would likely enrich "dictators." Russia and Ukraine have exchanged 372 prisoners of war in a swap brokered by the United Arab Emirates, as US President Donald Trump said he held a "very good" phone call with Ukrainian President Volodymyr Zelenskyy. The Russian Defence Ministry announced on Wednesday that Moscow returned 175 soldiers and "22 seriously wounded prisoners of war in need of urgent medical assistance" in what it said was a "gesture of goodwill." It said that Kyiv returned 175 Russian troops. Zelenskyy confirmed the swap and wrote on X that it was "one of the largest" exchanges since the beginning of Russia's full-scale invasion of Ukraine in February 2022. "I thank our team for their important work in finding Ukrainian prisoners of war and facilitating exchanges, as well as for the results that bring hope. We are also grateful to all our partners, especially the United Arab Emirates, for making today's exchange possible," the Ukrainian leader added.

Mangroves play a crucial role in maintaining coastal ecosystem health and protecting biodiversity. Therefore, continuous mapping of mangroves is essential for understanding their dynamics. Earth observation imagery typically provides a cost-effective way to monitor mangrove dynamics. However, there is a lack of regional studies on mangrove areas in the UAE. This study utilizes the UNet++ deep learning model combined with Sentinel-2 multispectral data and manually annotated labels to monitor the spatiotemporal dynamics of densely distributed mangroves (coverage greater than 70%) in the UAE from 2017 to 2024, achieving an mIoU of 87.8% on the validation set. Results show that the total mangrove area in the UAE in 2024 was approximately 9,142.21 hectares, an increase of 2,061.33 hectares compared to 2017, with carbon sequestration increasing by approximately 194,383.42 tons, equivalent to fixing about 713,367.36 tons of carbon dioxide. Abu Dhabi has the largest mangrove area and plays a dominant role in the UAE's mangrove growth, increasing by 1,855.6 hectares between 2017-2024, while other emirates have also contributed to mangrove expansion through stable and sustainable growth in mangrove areas. This comprehensive growth pattern reflects the collective efforts of all emirates in mangrove restoration.

Natural language processing (NLP) has grown significantly since the advent of the Transformer architecture. Transformers have given birth to pre-trained large language models (PLMs). There has been tremendous improvement in the performance of NLP systems across several tasks. NLP systems are on par or, in some cases, better than humans at accomplishing specific tasks. However, it remains the norm that \emph{better quality datasets at the time of pretraining enable PLMs to achieve better performance, regardless of the task.} The need to have quality datasets has prompted NLP researchers to continue creating new datasets to satisfy particular needs. For example, the two top NLP conferences, ACL and EMNLP, accepted ninety-two papers in 2022, introducing new datasets. This work aims to uncover the trends and insights mined within these datasets. Moreover, we provide valuable suggestions to researchers interested in curating datasets in the future.
