Drones, cameras and metal detectors: Edison faces new scrutiny over start of Eaton fire

Armed with drones, long-distance camera lenses and metal detectors, a hillside in Eaton Canyon has become the focus of intense scrutiny over the last month by teams of private investigators now seeking clues on whether Southern California Edison equipment caused the massive fire that destroyed large swaths of Altadena. Some of the findings and theories of these privately hired teams of fire investigators and electrical engineers have emerged in more than 40 lawsuits that residents have filed against the utility. Much of the focus has been centered on a group of transmission towers where the first flames were seen just as the Eaton fire exploded. Earlier this week, a new lawsuit alleged that an idle transmission tower on the hillside -- one that has not been in use for more than 50 years -- might have sparked the devastating blaze. With more than 9,000 homes lost and 17 people killed, liability is going to be a costly question that could affect how Altadena is rebuilt.


Prompt Learning for Oriented Power Transmission Tower Detection in High-Resolution SAR Images

Detecting transmission towers from synthetic aperture radar (SAR) images remains a challenging task due to the comparatively small size and side-looking geometry, with background clutter interference frequently hindering tower identification. A large number of interfering signals superimposes the return signal from the tower. We found that localizing or prompting positions of power transmission towers is beneficial to address this obstacle. Based on this revelation, this paper introduces prompt learning into the oriented object detector (P2Det) for multimodal information learning. P2Det contains the sparse prompt coding and cross-attention between the multimodal data. Specifically, the sparse prompt encoder (SPE) is proposed to represent point locations, converting prompts into sparse embeddings. The image embeddings are generated through the Transformer layers. Then a two-way fusion module (TWFM) is proposed to calculate the cross-attention of the two different embeddings. The interaction of image-level and prompt-level features is utilized to address the clutter interference. A shape-adaptive refinement module (SARM) is proposed to reduce the effect of aspect ratio. Extensive experiments demonstrated the effectiveness of the proposed model on high-resolution SAR images. P2Det provides a novel insight for multimodal object detection due to its competitive performance.


Adaptive Reliability Analysis for Multi-fidelity Models using a Collective Learning Strategy

In many fields of science and engineering, models with different fidelities are available. Physical experiments or detailed simulations that accurately capture the behavior of the system are regarded as high-fidelity models with low model uncertainty, however, they are expensive to run. On the other hand, simplified physical experiments or numerical models are seen as low-fidelity models that are cheaper to evaluate. Although low-fidelity models are often not suitable for direct use in reliability analysis due to their low accuracy, they can offer information about the trend of the high-fidelity model thus providing the opportunity to explore the design space at a low cost. This study presents a new approach called adaptive multi-fidelity Gaussian process for reliability analysis (AMGPRA). Contrary to selecting training points and information sources in two separate stages as done in state-of-the-art mfEGRA method, the proposed approach finds the optimal training point and information source simultaneously using the novel collective learning function (CLF). CLF is able to assess the global impact of a candidate training point from an information source and it accommodates any learning function that satisfies a certain profile. In this context, CLF provides a new direction for quantifying the impact of new training points and can be easily extended with new learning functions to adapt to different reliability problems. The performance of the proposed method is demonstrated by three mathematical examples and one engineering problem concerning the wind reliability of transmission towers. It is shown that the proposed method achieves similar or higher accuracy with reduced computational costs compared to state-of-the-art single and multi-fidelity methods. A key application of AMGPRA is high-fidelity fragility modeling using complex and costly physics-based computational models.
