Agents Require Metacognitive and Strategic Reasoning to Succeed in the Coming Labor Markets

Current labor markets are strongly affected by the economic forces of adverse selection, moral hazard, and reputation, each of which arises due to $\textit{incomplete information}$. These economic forces will still be influential after AI agents are introduced, and thus, agents must use metacognitive and strategic reasoning to perform effectively. Metacognition is a form of $\textit{internal reasoning}$ that includes the capabilities for self-assessment, task understanding, and evaluation of strategies. Strategic reasoning is $\textit{external reasoning}$ that covers holding beliefs about other participants in the labor market (e.g., competitors, colleagues), making strategic decisions, and learning about others over time. Both types of reasoning are required by agents as they decide among the many $\textit{actions}$ they can take in labor markets, both within and outside their jobs. We discuss current research into metacognitive and strategic reasoning and the areas requiring further development.

A UK police force which was using an algorithm designed to help it make custody decisions has been forced to alter it amid concerns that it could discriminate against poor people. Durham Constabulary has been developing an algorithm to better predict the risk posed by offenders and to ensure that only the most "suitable" are granted police bail. But the programme has also highlighted potential social inequalities that can be maintained through the use of these big data strategies. This might seem surprising, since an apparent feature of such programmes is that they are apparently neutral: technocratic evaluations of risk based on information that is "value-free" (based on objective calculation, eschewing subjective bias). In practice, the apparent neutrality of the data is questionable.

There's a saying, in conservation biology, credited to the plant ecologist Frank Egler: Ecosystems are not just more complex than we think, they're more complex than we can think. With doomsday narratives swirling about nuclear war, the existential threat of artificial intelligence, and runaway global warming, it's one we might want to constantly bear in mind. We are deeply interconnected with myriad species disappearing from complex ecosystems--and we might be next. The end may not necessarily be "the end," though. In case an extinction event ever wipes us out we could theoretically (at some future point) program an artificial intelligence to survive the fallout and bring us back in a genetically similar form.
