California advances landmark legislation to regulate large AI models
A California bill that would establish first-in-the-nation safety measures for the largest artificial intelligence systems cleared an important vote Wednesday. The proposal, aiming to reduce potential risks created by AI, would require companies to test their models and publicly disclose their safety protocols to prevent the models from being manipulated to, for example, wipe out the state's electric grid or help build chemical weapons – scenarios experts say could be possible in the future with such rapid advancements in the industry. The measure squeaked by in the state assembly Wednesday and now faces a final vote in the state senate, where it has passed once already, before it heads to the governor's desk for his signature, though he has not indicated his position on it. Governor Gavin Newsom then has until the end of September to decide whether to sign it into law, veto it or allow it to become law without his signature. He declined to weigh in on the measure earlier this summer but had warned against AI overregulation.

European Union policymakers have agreed on landmark legislation to regulate artificial intelligence (AI), paving the way for the most ambitious set of standards yet to control the use of the game-changing technology. The agreement to support the "AI Act" on Friday came after nearly 38 hours of negotiations between lawmakers and policymakers. "The AI Act is a global first. A unique legal framework for the development of AI you can trust," EU chief Ursula von der Leyen said. A commitment we took in our political guidelines – and we delivered.

Why Europe Must Not Let AI Firms Put Profits Before People
The soap opera-like ousting and swift return of OpenAI CEO Sam Altman produced plenty of fodder for ironic quips online but it also exposed some serious fault lines. One such critique I enjoyed was: "How are we supposed to solve the AI alignment problem if aligning just a few board members presents an insurmountable challenge?" As the company behind ChatGPT, OpenAI may be one of the more recognizable names, but artificial intelligence is more than one company. It's a technology of immense consequence, yet it remains almost entirely unregulated. The E.U. has a chance to meaningfully tackle that challenge--but not if it bends the knee to Big Tech's ongoing onslaught.
