A methodological framework for Resilience as a Service (RaaS) in multimodal urban transportation networks

Public transportation systems are experiencing an increase in commuter traffic. This increase underscores the need for resilience strategies to manage unexpected service disruptions, ensuring rapid and effective responses that minimize adverse effects on stakeholders and enhance the system's ability to maintain essential functions and recover quickly. This study aims to explore the management of public transport disruptions through resilience as a service (RaaS) strategies, developing an optimization model to effectively allocate resources and minimize the cost for operators and passengers. The proposed model includes multiple transportation options, such as buses, taxis, and automated vans, and evaluates them as bridging alternatives to rail-disrupted services based on factors such as their availability, capacity, speed, and proximity to the disrupted station. This ensures that the most suitable vehicles are deployed to maintain service continuity. Applied to a case study in the Ile de France region, Paris and suburbs, complemented by a microscopic simulation, the model is compared to existing solutions such as bus bridging and reserve fleets. The results highlight the model's performance in minimizing costs and enhancing stakeholder satisfaction, optimizing transport management during disruptions.

Artificial Neural Network Modeling for Airline Disruption Management

Since the 1970s, most airlines have incorporated computerized support for managing disruptions during flight schedule execution. However, existing platforms for airline disruption management (ADM) employ monolithic system design methods that rely on the creation of specific rules and requirements through explicit optimization routines, before a system that meets the specifications is designed. Thus, current platforms for ADM are unable to readily accommodate additional system complexities resulting from the introduction of new capabilities, such as the introduction of unmanned aerial systems (UAS), operations and infrastructure, to the system. To this end, we use historical data on airline scheduling and operations recovery to develop a system of artificial neural networks (ANNs), which describe a predictive transfer function model (PTFM) for promptly estimating the recovery impact of disruption resolutions at separate phases of flight schedule execution during ADM. Furthermore, we provide a modular approach for assessing and executing the PTFM by employing a parallel ensemble method to develop generative routines that amalgamate the system of ANNs. Our modular approach ensures that current industry standards for tardiness in flight schedule execution during ADM are satisfied, while accurately estimating appropriate time-based performance metrics for the separate phases of flight schedule execution.
Enabling Integration and Interaction for Decentralized Artificial Intelligence in Airline Disruption Management

Airline disruption management traditionally seeks to address three problem dimensions: aircraft scheduling, crew scheduling, and passenger scheduling, in that order. However, current efforts have, at most, only addressed the first two problem dimensions concurrently and do not account for the propagative effects that uncertain scheduling outcomes in one dimension can have on another dimension. In addition, existing approaches for airline disruption management include human specialists who decide on necessary corrective actions for airline schedule disruptions on the day of operation. However, human specialists are limited in their ability to process copious amounts of information imperative for making robust decisions that simultaneously address all problem dimensions during disruption management. Therefore, there is a need to augment the decision-making capabilities of a human specialist with quantitative and qualitative tools that can rationalize complex interactions amongst all dimensions in airline disruption management, and provide objective insights to the specialists in the airline operations control center. To that effect, we provide a discussion and demonstration of an agnostic and systematic paradigm for enabling expeditious simultaneously-integrated recovery of all problem dimensions during airline disruption management, through an intelligent multi-agent system that employs principles from artificial intelligence and distributed ledger technology.
Uncertainty Quantification and Propagation for Airline Disruption Management

Disruption management during the airline scheduling process can be compartmentalized into proactive and reactive processes depending upon the time of schedule execution. The state of the art for decision-making in airline disruption management involves a heuristic human-centric approach that does not categorically study uncertainty in proactive and reactive processes for managing airline schedule disruptions. Hence, this paper introduces an uncertainty transfer function model (UTFM) framework that characterizes uncertainty for proactive airline disruption management before schedule execution, reactive airline disruption management during schedule execution, and proactive airline disruption management after schedule execution to enable the construction of quantitative tools that can allow an intelligent agent to rationalize complex interactions and procedures for robust airline disruption management. Specifically, we use historical scheduling and operations data from a major U.S. airline to facilitate the development and assessment of the UTFM, defined by hidden Markov models (a special class of probabilistic graphical models) that can efficiently perform pattern learning and inference on portions of large data sets.
