Justice Department Says Anthropic Can't Be Trusted With Warfighting Systems In response to Anthropic's lawsuit, the government said it lawfully penalized the company for trying to limit how its Claude AI models could be used by the military. The Trump administration argued in a court filing on Tuesday that it did not violate Anthropic's First Amendment rights by designating the AI developer a supply-chain risk and predicted that the company's lawsuit against the government will fail. "The First Amendment is not a license to unilaterally impose contract terms on the government, and Anthropic cites nothing to support such a radical conclusion," US Department of Justice attorneys wrote. The response was filed in a federal court in San Francisco, one of two venues where Anthropic is challenging the Pentagon's decision to sanction the company with a label that can bar companies from defense contracts over concerns about potential security vulnerabilities. Anthropic argues the Trump administration overstepped its authority in applying the label and preventing the company's technologies from being used inside the department.
LLM-based Skill Diffusion for Zero-shot Policy Adaptation
Recent advances in data-driven imitation learning and offline reinforcement learning have highlighted the use of expert data for skill acquisition and the development of hierarchical policies based on these skills. However, these approaches have not significantly advanced in adapting these skills to unseen contexts, which may involve changing environmental conditions or different user requirements. In this paper, we present a novel LLM-based policy adaptation framework LDuS which leverages an LLM to guide the generation process of a skill diffusion model upon contexts specified in language, facilitating zero-shot skill-based policy adaptation to different contexts. To implement the skill diffusion model, we adapt the loss-guided diffusion with a sequential in-painting technique, where target trajectories are conditioned by masking them with past state-action sequences, thereby enabling the robust and controlled generation of skill trajectories in test-time. To have a loss function for a given context, we employ the LLM-based code generation with iterative refinement, by which the code and controlled trajectory are validated to align with the context in a closed-loop manner. Through experiments, we demonstrate the zero-shot adaptability of LDuS to various context types including different specification levels, multi-modality, and varied temporal conditions for several robotic manipulation tasks, outperforming other language-conditioned imitation and planning methods.
ForecastPFN: Synthetically-Trained Zero-Shot Forecasting
The vast majority of time-series forecasting approaches require a substantial training dataset. However, many real-life forecasting applications have very little initial observations, sometimes just 40 or fewer. Thus, the applicability of most forecasting methods is restricted in data-sparse commercial applications. While there is recent work in the setting of very limited initial data (so-called `zero-shot' forecasting), its performance is inconsistent depending on the data used for pretraining. In this work, we take a different approach and devise ForecastPFN, the first zero-shot forecasting model trained purely on a novel synthetic data distribution. ForecastPFN is a prior-data fitted network, trained to approximate Bayesian inference, which can make predictions on a new time series dataset in a single forward pass. Through extensive experiments, we show that zero-shot predictions made by ForecastPFN are more accurate and faster compared to state-of-the-art forecasting methods, even when the other methods are allowed to train on hundreds of additional in-distribution data points.
When Stability Fails: Hidden Failure Modes Of LLMS in Data-Constrained Scientific Decision-Making
Large language models (LLMs) are increasingly used as decision-support tools in data-constrained scientific workflows, where correctness and validity are critical. However, evaluation practices often emphasize stability or reproducibility across repeated runs. While these properties are desirable, stability alone does not guar- antee agreement with statistical ground truth when such references are available. We introduce a controlled behavioral evaluation framework that explicitly sep- arates four dimensions of LLM decision-making: stability, correctness, prompt sensitivity, and output validity under fixed statistical inputs. We evaluate multi- ple LLMs using a statistical gene prioritization task derived from differential ex- pression analysis across prompt regimes involving strict and relaxed significance thresholds, borderline ranking scenarios, and minor wording variations. Our ex- periments show that LLMs can exhibit near-perfect run-to-run stability while sys- tematically diverging from statistical ground truth, over-selecting under relaxed thresholds, responding sharply to minor prompt wording changes, or producing syntactically plausible gene identifiers absent from the input table. Although sta- bility reflects robustness across repeated runs, it does not guarantee agreement with statistical ground truth in structured scientific decision tasks. These findings highlight the importance of explicit ground-truth validation and output validity checks when deploying LLMs in automated or semi-automated scientific work- flows.
Learning to Recall with Transformers Beyond Orthogonal Embeddings

Modern large language models (LLMs) excel at tasks that require storing and retrieving knowledge, such as factual recall and question answering. Transformers are central to this capability because they can encode information during training and retrieve it at inference. Existing theoretical analyses typically study transformers under idealized assumptions such as infinite data or orthogonal embeddings. In realistic settings, however, models are trained on finite datasets with non-orthogonal (random) embeddings. We address this gap by analyzing a single-layer transformer with random embeddings trained with (empirical) gradient descent on a simple token-retrieval task, where the model must identify an informative token within a length-$L$ sequence and learn a one-to-one mapping from tokens to labels. Our analysis tracks the ``early phase'' of gradient descent and yields explicit formulas for the model's storage capacity -- revealing a multiplicative dependence between sample size $N$, embedding dimension $d$, and sequence length $L$. We validate these scalings numerically and further complement them with a lower bound for the underlying statistical problem, demonstrating that this multiplicative scaling is intrinsic under non-orthogonal embeddings.
Linking In-context Learning in Transformers to Human Episodic Memory
Understanding connections between artificial and biological intelligent systems can reveal fundamental principles of general intelligence. While many artificial intelligence models have a neuroscience counterpart, such connections are largely missing in Transformer models and the self-attention mechanism. Here, we examine the relationship between interacting attention heads and human episodic memory. We focus on induction heads, which contribute to in-context learning in Transformer-based large language models (LLMs). We demonstrate that induction heads are behaviorally, functionally, and mechanistically similar to the contextual maintenance and retrieval (CMR) model of human episodic memory. Our analyses of LLMs pre-trained on extensive text data show that CMR-like heads often emerge in the intermediate and late layers, qualitatively mirroring human memory biases. The ablation of CMR-like heads suggests their causal role in in-context learning. Our findings uncover a parallel between the computational mechanisms of LLMs and human memory, offering valuable insights into both research fields.
KnowGPT: Knowledge Graph based Prompting for Large Language Models
Large Language Models (LLMs) have demonstrated remarkable capabilities in many real-world applications. Nonetheless, LLMs are often criticized for their tendency to produce hallucinations, wherein the models fabricate incorrect statements on tasks beyond their knowledge and perception. To alleviate this issue, graph retrieval-augmented generation (GraphRAG) has been extensively explored which leverages the factual knowledge in knowledge graphs (KGs) to ground the LLM's responses in established facts and principles. However, most state-of-the-art LLMs are closed-source, making it challenging to develop a prompting framework that can efficiently and effectively integrate KGs into LLMs with hard prompts only. Generally, existing KG-enhanced LLMs usually suffer from three critical issues, including huge search space, high API costs, and laborious prompt engineering, that impede their widespread application in practice.
WorkArena++: Towards Compositional Planning and Reasoning-based Common Knowledge Work Tasks
The ability of large language models (LLMs) to mimic human-like intelligence has led to a surge in LLM-based autonomous agents. Though recent LLMs seem capable of planning and reasoning given user instructions, their effectiveness in applying these capabilities for autonomous task solving remains underexplored. This is especially true in enterprise settings, where automated agents hold the promise of a high impact. To fill this gap, we propose WorkArena++, a novel benchmark consisting of 682 tasks corresponding to realistic workflows routinely performed by knowledge workers. WorkArena++ is designed to evaluate the planning, problem-solving, logical/arithmetic reasoning, retrieval, and contextual understanding abilities of web agents. Our empirical studies across state-of-the-art LLMs and vision-language models (VLMs), as well as human workers, reveal several challenges for such models to serve as useful assistants in the workplace. In addition to the benchmark, we provide a mechanism to effortlessly generate thousands of ground-truth observation/action traces, which can be used for fine-tuning existing models. Overall, we expect this work to serve as a useful resource to help the community progress towards capable autonomous agents.
LLMs as Zero-shot Graph Learners: Alignment of GNN Representations with LLM Token Embeddings
Zero-shot graph machine learning, especially with graph neural networks (GNNs), has garnered significant interest due to the challenge of scarce labeled data. While methods like self-supervised learning and graph prompt learning have been extensively explored, they often rely on fine-tuning with task-specific labels, limiting their effectiveness in zero-shot scenarios. Inspired by the zero-shot capabilities of instruction-fine-tuned large language models (LLMs), we introduce a novel framework named Token Embedding-Aligned Graph Language Model (TEA-GLM) that leverages LLMs as cross-dataset and cross-task zero-shot learners for graph machine learning.
TOPA: Extending Large Language Models for Video Understanding via Text-Only Pre-Alignment
Recent advancements in image understanding have benefited from the extensive use of web image-text pairs. However, video understanding remains a challenge despite the availability of substantial web video-text data. This difficulty primarily arises from the inherent complexity of videos and the inefficient language supervision in recent web-collected video-text datasets. In this paper, we introduce Text-Only Pre-Alignment (TOPA), a novel approach to extend large language models (LLMs) for video understanding, without the need for pre-training on real video data. Specifically, we first employ an advanced LLM to automatically generate Textual Videos comprising continuous textual frames, along with corresponding annotations to simulate real video-text data.
