After Italy, OpenAI's ChatGPT May Face a Potential Block in Germany
Due to concerns about data security, the German commissioner for data protection has warned that Chat-GPT may be blocked in Germany, just like it was blocked in Italy. The remarks were made by the commissioner in an interview that was published on Monday in the Handelsblatt newspaper. Ulrich Kelber, the German information assurance official, recognized that on a basic level, Germany could make a move like Italy's and block OpenAI's ChatGPT. He made it clear that the state would be responsible for making such a decision, but he didn't say if there were any current plans to do so. Kelber disclosed that Germany has requested additional information regarding Italy's temporary ban, which led OpenAI, supported by Microsoft (MSFT.O), to shut down ChatGPT in the nation.

In one of the more surprising stories of the past week, Italy's data protection authority (DPA) blocked OpenAI's viral AI-powered chatbot, ChatGPT, citing concerns that the tool breaches the European Union's General Data Protection Regulation. The DPA is reportedly opening an investigation into whether OpenAI unlawfully processed people's data, as well as over the lack of any system to prevent minors from accessing the tech. It's unclear what the outcome might be; OpenAI has 20 days to respond to the order.

A long-standing legal dispute to determine whether generative AI technologies can be named as the legal creators of their innovations has reached the highest court in the land, with a hearing at the UK Supreme Court on 2nd March 2023. A similar appeal hearing is underway at the US Supreme Court too. These hearings have been brought by a group of academics and inventors who believe that a generative AI system, called Dabus AI, is solely responsible for its own innovative outputs, two of which are the subject of patent applications filed in the UK, Europe and the US. These innovations include a novel interlocking food container that is easy for robots to handle, and a warning light or beacon that flickers in a rhythm similar to neural activity, which makes it difficult to ignore. Developed by Stephen Thaler in 1994, Dabus AI, also known as'The Creativity Machine', is a computational paradigm that claims to replicate human cognition.

The NSW government will be taking a "deliberate but cautious" approach when implementing new artificial intelligence technology in line with citizen trust around data and AI usage. NSW government chief data scientist and industry professor at UTS Dr Ian Oppermann told an Infosys and Trans-Tasman Business Circle event that trust is a "very big issue", with his work on the NSW AI assurance framework and a multitude of other government policies. "Ultimately, there are a whole lot of other elements around trust and demonstration of trustworthiness," Oppermann said. "We need to explore what happens when things go wrong. "We need to be very clear about what we will not do with data in order to help build confidence, that we're behaving appropriately and demonstrating trustworthiness.
New Report Says 27% of Online Adults Have Used Generative AI but Caveat Emptor
Fifty-seven percent of U.S. adults believe "generative AI will make my daily life better," according to a new report by Dentsu. The survey of 1,000 online adults in the United States also found that 87% of consumers claim to have some awareness of generative AI, and 61% believe they at least somewhat understand the technology. Even more interesting is that 27% of U.S. adults say they have used generative AI, and another 42% are interested in trying the technology. These tremendously positive numbers seem to support the hyperbolic interest in ChatGPT and text-to-image generators such as Midjourney and Stable Diffusion. But, there is more to this story.

Competitor Google has unveiled a similar search tool and said March 21 that it is opening public access to the program, called Bard, while stopping short of integrating it into its flagship search engine. Chinese tech giant Baidu's version made its debut on March 16. Despite its sudden burst in popularity, the technology currently has serious limitations and potential risks that include spewing misinformation and infringing on intellectual property. In late March, several AI experts called for a pause in the breakneck development of such tools, saying that a halt of six months or more would give the industry time to set safety standards for AI design.
