Drone pilots in China have to register with the government

Americans aren't the only ones who have to register their drones. China's Civil Aviation Authority has announced that pilots will have to register any robotic flier heavier than 0.55 pounds starting on June 1st. Online registration will open up on May 18th, and the government will start publishing no-fly zone data for civilian airports on the same day. It's hoping that drone makers will use the info to implement geofencing that prevents drones from venturing into dangerous areas. The initiative will also see regulators working with local government and police to curb drone interference, and will eventually standardize commercial drone use with four main categories: aerial photography, agricultural use, aviation photography and license training.


Amazon Echo's Alexa is getting push notifications, but they won't annoy you

Alexa, Amazon's digital assistant, has more than 12,000 skills available, and in the coming weeks some of them will be able to send notifications to your Echo and other Alexa-enabled devices. To start, just four skills will have notifications available including AccuWeather, JustEat, Life360, and The Washington Post. Shopping updates from Amazon's storefront are also coming presumably for item price tracking and the like. Amazon didn't say when notifications would go live for users other than it will happen "soon." These notifications won't work the same as they do on your phone, where every app immediately wants to start buzzing.

It is well-known that neural networks are universal approximators, but that deeper networks tend to be much more efficient than shallow ones. We shed light on this by proving that the total number of neurons m required to approximate natural classes of multivariate polynomials of n variables grows only linearly with n for deep neural networks, but grows exponentially when merely a single hidden layer is allowed. We also provide evidence that when the number of hidden layers is increased from 1 to k, the neuron requirement grows exponentially not with n but with n1/k, suggesting that the minimum number of layers required for computational tractability grows only logarithmically with n.

70th Cannes Film Festival Opens Amid Heavy Security

Security was greater than ever at the French festival, with stepped up efforts to restrict access and even an anti-drone system. France remains under a state of emergency since the November 2015 Paris attacks. This is also the first festival held since the nearby Nice attack last year that killed 86 people.


Self-learning neuromorphic chip composes music

IMEC's neuromorphic chip is not the first that is able to self-train by association (see BrainChip provides details of neural network architecture) however, it is novel in that it has used the variable resistance of memory devices to function in a manner similar to biological synapses. The use of memory in this way โ€“ IMEC is researching the use of ReRAM and MRAM โ€“ offers up to two orders more energy efficiency than use of logic, according to An Steegan, executive vice president of semiconductor technology and systems at IMEC. IMEC's goal is to develop manufacturing process technology and machine learning building blocks to make artificial intelligence sufficiently energy efficient that it can be integrated into sensors. IMEC's chip has learned to compose music and the rules for the composition are learnt on the fly.

Begun by the legendary and often demanding Stanley Kubrick and finished by the equally legendary Steven Spielberg, AI Artificial Intelligence is a futuristic retelling of the classic 1881 Florentine Italian tale Pinocchio by Carlo Collodi. Of course most modern children and adults are only familiar with the Disney animated rendition which can be considered a Readers Digest Condensed version of the original story. Kubrick is often demanding in that if he can't make it happen and appear the way he wants it, he will abandon an idea or even an entire project. For instance, since he could not use the available technology at the time, to recreate Stephen King's topiaries come to life in The Shining, he abandoned the idea to a daunting maze. Similarly, he felt he did not have the creative team necessary to replicate a robot boy so real that it is nearly human, not without using a human child actor, but because of ET and Jurassic Park, he did feel his friend Spielberg was up to the task. The ambitious result is one of the best science fiction films ever made, one which I believe stands shoulders to Kubrick's 2001 A Space Odyssey.
