Tesla CEO Elon Musk warned a bipartisan gathering of U.S. governors on Saturday that government regulation of artificial intelligence is needed because it's a "fundamental risk to the existence of human civilization." He also met privately with some governors, including Louisiana Democrat John Bel Edwards, who recently signed a law that Musk's Palo Alto, California-based company says blocks it from selling cars there. Allowing manufacturer-to-consumer sales also came up in meetings between Musk and two other governors -- the conference's host, Rhode Island Gov. Doug Ducey, a Republican, Musk said the first step is for government to get a better understanding of the fast-moving achievements in developing artificial intelligence technology.

In reality, something only slightly less scary is happening. Robots are getting better, every day, at impersonating humans. Defined as "the science and engineering of making intelligent machines, especially intelligent computer programmes" by the late John McCarthy--one of the founding fathers of the discipline--Artificial Intelligence, or AI, has subtly made inroads into the daily lives of Indian citizens in the form of app-based cab aggregators and digital assistants on smartphones. However, public policy in India has not been able to take much advantage of AI applications, suggests a report published jointly by the Associated Chambers of Commerce and Industry of India (Assocham) and consulting firm PwC. The report titled Artificial Intelligence and Robotics–2017 believes that national initiatives like Make in India, Skill India and Digital India could immensely benefit from AI technologies. Alternatively, early public sector interest in AI could trigger a spurt of activity in the AI field in India. AI, for instance, can be applied to Prime Minister Narendra Modi's initiatives such as the Digital India initiative, Skill India and Make in India; in large-scale public endeavours ranging from crop insurance schemes, tax fraud detection, and detecting subsidy leakage, and to helping hone the country's defence strategy.

"On the artificial intelligence front, I have access to the very most cutting edge AI, and I think people should be really concerned about it," an unusually subdued Musk said in a question and answer session with Nevada governor Brian Sandoval. Musk has long been vocal about the risks of AI. But his statements before the nation's governors were notable both for their dire severity, and his forceful call for government intervention. "AI's a rare case where we need to be proactive in regulation, instead of reactive. Because by the time we are reactive with AI regulation, it's too late," he remarked.
Samantha Harris Hosts Gordon Ramsay's New 'Culinary Genius'
Samantha Harris is the host of a Fox TV cooking contest show airing next month. Fox said Monday that Harris will host "Culinary Genius," a half-hour show produced by celebrity chef Gordon Ramsay. Harris is a former co-host of "Dancing with the Stars" and "Entertainment Tonight." "Culinary Genius" will air for three weeks on Fox owned- and operated-stations in certain TV markets. One is Los Angeles, with others to be announced.
Meet the International Space Station's adorable camera drone
Astronauts on board the International Space Station have a new robotic companion to play around with. The Japan Aerospace Exploration Agency (JAXA) has released the first images shot by the "Int-Ball," a spherical camera that floats around alongside the rest of the crew. With its monochrome paint job and blue, circular eyes, it looks a little like Wall-E's Eva -- or at least her head, in some kind of prototype form. Notably, the Int-Ball can move around autonomously or be controlled by operators back on Earth. The images are transferred in near real-time allowing JAXA staff to quickly evaluate problems and offer possible solutions to ISS residents.

Because I think by the time we are reactive in AI regulation, it'll be too late," Musk told the meeting. "AI is a fundamental risk to the existence of human civilisation." While Musk has repeatedly shared his worries over AI and its development that is seen as inevitable in some regard, words appeared to hit home with multiple governors of the 32 taking part in the meeting, with follow-up questions looking for suggestions for how to go about regulating AI's development.
Madagascar Minister of Finance Says He Resigns
ANTANANARIVO (Reuters) - Madagascar's finance minister announced his resignation on Monday following media speculation over differences of opinion between him and the president. "The conditions enabling me to successfully complete my mission are not fulfilled," Gervais Rakotoarimanana told a news conference, without providing any further explanation for his decision. "That's why I handed in my resignation as minister of finance and budget to the president of the republic on Friday." Not all U.S. presidents are missed once they leave the White House. The Tesla and SpaceX CEO urged governors to regulate artificial intelligence before it's too late.
17 Soldiers Wounded in PKK Attack in Southeast Turkey
Turkey's military says Kurdish rebels have detonated an improvised explosive device as a military vehicle passed by, wounding 17 soldiers. A military statement said the attack occurred Monday near the town of Yusekova, in the mainly Kurdish province of Hakkari. The statement said the soldiers were quickly evacuated and hospitalized. Four of them were in serious condition. The Kurdistan Workers' Party, or PKK, has waged a three-decade long insurgency in southeast Turkey.

Statistical Learning -- Where programmers create statistical models for specific problem domains and train them on big data. Contextual Adaptation -- Where systems construct contextual explanatory models for classes of real world phenomena. It's a bit of a simplified presentation because it lumps all of machine learning, Bayesian methods and Deep Learning into a single category. There are many more approaches to AI that don't fit within DARPA's 3 waves.
