Lockheed Martin reveals plan for 2028 'Mars base camp'

Lockheed Martin has revealed plans to set up a'Mars base camp' orbiting the red planet - and says it hopes to launch it within ten years. Using NASA's Orion spacecraft as the command deck, the orbiting outpost could give astronauts the ability to operate rovers and drones on the surface in real time, helping us better understand the Red Planet and plan for manned missions. 'The time is now,' Lockheed Martin said in a video revealing the project at the International Astronautical Congress (IAC) in Adelaide, Australia, where it also showed off a lander that could eventually take astronauts form the station to the red planet's surface. Mars Base Camp is aligned with NASA's recently-announced lunar Deep Space Gateway approach for developing and testing systems, including Orion, in lunar space before using them to go to Mars.


Despite New FAA Drone Restrictions, Proper Legislation Needed Urgently

The Federal Aviation Authority passed an order restricting the unauthorized use of drones over the Statue of Liberty and other such landmarks, adding to the existing list of no-fly zones for drones in the United States. "At the request of U.S. national security and law enforcement agencies, the Federal Aviation Administration (FAA) is using its existing authority under Title 14 of the Code of Federal Regulations (14 CFR) § 99.7 – "Special Security Instructions" – to address concerns about unauthorized drone operations over 10 Department of the Interior (DOI) sites, including the Statue of Liberty and Mount Rushmore," FAA said in its press release Thursday. The restrictions go into effect next Thursday. To ensure the general public is aware of these restrictions, FAA has issued an interactive online map that is available on both its website and its B4UFLY app. According to the press release, violation of the restrictions could result in civil penalties and even criminal charges.

Maximizing the potential of disruptive technologies like artificial intelligence will require the right regulations and transparency on data usage, experts suggested at a forum in Singapore on Saturday. In a session of the Singapore Summit titled "Fostering inclusive growth: redefining policies and harnessing technological advancements to address societal challenges," the panelists were challenged with questions from the audience on how AI can be used for the good of society, as opposed to creating mass joblessness. Joseph Tsai, executive vice chairman of Chinese e-commerce giant Alibaba Group, said companies and their management teams "need to establish trust with the people who entrust them with data." Tsai gave an example of sharing encrypted data with a rural cooperative to develop a lending model that manages credit risk, giving farmers access to the financial market. Meanwhile, Antoine Blondeau, co-founder and co-chairman of AI company Sentient Technologies, said that while there is merit to the notion that AI will take jobs away from people, it will not happen overnight.


GDPR and Other Regulations Demand Explainable AI

The General Data Protection Regulation (GDPR) is a wide-ranging and complex regulation intended to strengthen and unify data protection for all individuals within the European Union (EU). A year ago I blogged about the data governance ramifications of GDPR, and in this blog I'll focus on another facet of GDPR to talk about a related analytics topic: explainable artificial intelligence (AI). First, let's start with GDPR. Article 22 of GDPR, "Automated individual decision-making, including profiling," concerns the use of data in decision-making that affects individuals, such as a person applying for a loan. The data subject shall have the right not to be subject to a decision based solely on automated processing, including profiling, which produces legal effects concerning him or her or similarly significantly affects him or her." Point 2 of Article 22 describes exclusions (including situations involving the person's explicit consent, such as applying for a loan), but the key issue for our discussion here is in point 3: "…the data controller shall implement suitable measures to safeguard the data subject's rights and freedoms and legitimate interests, at least the right to obtain human intervention on the part of the controller, to express his or her point of view and to contest the decision."
