Complexity Results for Preference Aggregation over (m)CP-nets: Pareto and Majority Voting

Combinatorial preference aggregation has many applications in AI. Given the exponential nature of these preferences, compact representations are needed and ($m$)CP-nets are among the most studied ones. Sequential and global voting are two ways to aggregate preferences over CP-nets. In the former, preferences are aggregated feature-by-feature. Hence, when preferences have specific feature dependencies, sequential voting may exhibit voting paradoxes, i.e., it might select sub-optimal outcomes. To avoid paradoxes in sequential voting, one has often assumed the $\mathcal{O}$-legality restriction, which imposes a shared topological order among all the CP-nets. On the contrary, in global voting, CP-nets are considered as a whole during preference aggregation. For this reason, global voting is immune from paradoxes, and there is no need to impose restrictions over the CP-nets' topological structure. Sequential voting over $\mathcal{O}$-legal CP-nets has extensively been investigated. On the other hand, global voting over non-$\mathcal{O}$-legal CP-nets has not carefully been analyzed, despite it was stated in the literature that a theoretical comparison between global and sequential voting was promising and a precise complexity analysis for global voting has been asked for multiple times. In quite few works, very partial results on the complexity of global voting over CP-nets have been given. We start to fill this gap by carrying out a thorough complexity analysis of Pareto and majority global voting over not necessarily $\mathcal{O}$-legal acyclic binary polynomially connected (m)CP-nets. We settle these problems in the polynomial hierarchy, and some of them in PTIME or LOGSPACE, whereas EXPTIME was the previously known upper bound for most of them. We show various tight lower bounds and matching upper bounds for problems that up to date did not have any explicit non-obvious lower bound.

This shift saw the goals of public diplomacy change from influence and opinion formation to creating long lasting relationships with foreign populations. These relationships, built on dialogue and two way interactions, could be used to create a receptive environment for a country's foreign policy.

The U.S. military got is first big taste of artificial intelligence with Project Maven. An Air Force initiative, it began more than a year ago as an experiment using machine learning algorithms developed by Google to analyze full-motion video surveillance. The project has received high praise within military circles for giving operators in the field instant access to the type of intelligence that typically would have taken a long time for geospatial data analysts to produce. Project Maven has whetted the military's appetite for artificial intelligence tools. And this is creating pressure on the National Geospatial-Intelligence Agency to jump on the AI bandwagon and start delivering Maven-like products and services.
Major Patent Offices Meet to Discuss Adoption of AI Tools Lexology
Last week, the United States Patent and Trademark Office (USPTO) hosted the annual meeting of the heads of the world's five largest intellectual property offices, commonly referred to as the IP5 (see a related press release). In addition to the USPTO, the members of the IP5 include the European Patent Office (EPO), the Japan Patent Office (JPO), the Korean Intellectual Property Office (KIPO), and the State Intellectual Property Office of the People's Republic of China (SIPO). Together, the five offices handle approximately 80 percent of the world's patent applications. The goal of the IP5 is to eliminate unnecessary duplication of efforts amongst the IP5 offices as well as increasing the efficiency of patent examination efficiency and quality. During the meeting, the impact of artificial intelligence (AI) on the patent system was identified as one of the main strategic priorities for the offices.
AI to the fore in war on cyberattacks
CYBERATTACKS from nation-states may have hogged the limelight, but the startling truth is that most cyber attacks are driven by organised criminal gangs targeting profits. With such attacks becoming more frequent, more sophisticated - and more damaging to a company's customers and other stakeholders - the traditional "moat-and-firewall" security measures are no longer enough, said Lee Hui Li, IBM Asia-Pacific vice-president for global business partners. Artificial intelligence technologies and increased collaboration between the public and private sectors will be crucial in the war against cyber crime. "Like a human immune system, today's cybersecurity defences need to find those attacks that will eventually breach a perimeter, quarantine and remediate them, across an organisation's data, applications, mobile and end-point devices," she said. Noting that many organisations use up to 50 security products from some 80 vendors, she added: "Non-integrated, point-product security solutions are insufficient."

China launches 'spy bird' drone to boost government surveillance
Flocks of robotic birds are taking to the skies of China equipped with high-tech surveillance technology, according to a report. The so-called "spy bird" programme, first reported by the South China Morning Post, is already in operation in at least five provinces and provides another tendril in the country's already advanced surveillance network. The dove-like drones are being developed by researchers at Northwestern Polytechnical University in the Shaanxi province, who have previously worked on stealth fighter jets used by China's airforce. One of the researchers involved said the roll out of the technology was still in its early stages. "The scale is still small," said Yang Wenqing, an associate professor at the university's School of Aeronautics who worked on the programme.

According to China Daily, the National Natural Science Foundation of China, the country's main foundation for basic scientific research, will undergo reforms to further support innovative talents and ground breaking scientific work. On 19 June, Director of the National Natural Science Foundation of China Mr Li Jinghai said that the Foundation will put in place new procedures to promoting academic evaluation and honesty, as well as strengthening interdisciplinary and international collaboration. He also shared that these initiatives are in the pipeline and will be tested in selected projects and institutions in 2019. "Right now, we are on the verge of major breakthroughs for the next technological revolution and industrial change, and we cannot afford to miss these opportunities like we did previously," said Mr Li. Chinese Minister of Science and Technology Mr Wang Zhigang stated that the Foundation should focus on supporting projects that can solve major and key challenges regarding China's socioeconomic development and national security.
