China has been making massive investments to create a huge pool of AI experts. The Chinese government wants to overtake the United States and be the global leader in the field by 2030. Artificial Intelligence or AI, simply described as the machine intelligence, has come to apply itself in several different sectors across countries in recent years, including healthcare, finance, education and security. But it has also increasingly become inserted into wider geopolitical conversations about the capabilities of major powers, including the United States and China. Within that aspect of the ongoing conversation, in terms of market share within the industry, the leadersin the field include the United States, with around 40 percent of the global market by some accounts, with countries like China, Israel, Germany, Canada and Russia fast catching up.

In scientific inference problems, the underlying statistical modeling assumptions have a crucial impact on the end results. There exist, however, only a few automatic means for validating these fundamental modelling assumptions. The contribution in this paper is a general criterion to evaluate the consistency of a set of statistical models with respect to observed data. This is achieved by automatically gauging the models' ability to generate data that is similar to the observed data. Importantly, the criterion follows from the model class itself and is therefore directly applicable to a broad range of inference problems with varying data types. The proposed data consistency criterion is illustrated and evaluated using three synthetic and two real data sets.
Google ranks petition for more oversight of China search engine plan, cite firm's 'don't be evil' clause
SAN FRANCISCO – Google's plan to launch a censored search engine in China requires more "transparency, oversight and accountability," hundreds of employees at the Alphabet Inc. unit said in an internal petition seen by Reuters on Thursday. Hoping to gain approval from the Chinese government to provide a mobile search service, the company plans to block some websites and search terms, Reuters reported this month, citing two people familiar with the matter. Disclosure of the secretive effort has disturbed some Google employees and human rights advocacy organizations. They are concerned that by agreeing to censorship demands, Google would validate China's prohibitions on free expression and violate the "don't be evil" clause in the company's code of conduct. After employees petitioned this year, Google announced it would not renew a project to help the U.S. military develop artificial intelligence technology for drones.

UAE, India sign MoU for artificial intelligence, aim to generate $20bn in benefits
The UAE has signed a partnership with India to develop artificial intelligence (AI) with plans to generate an $20bn in economic benefits during the next decade. The Memorandum of Understanding (MoU) for the India – UAE Artificial Intelligence Bridge will "spur discussion and explore options for both countries to grow their AI economies", a statement said. AI is expected to maximise the efficiency and delivery of government services while also boosting the effectiveness of the private sector. The UAE-India collaboration will seek to evaluate the dynamic nature of AI by convening a joint working committee between the UAE Ministry for Artificial Intelligence, Invest India and Startup India. The committee will meet once a year with the mandate to increase investment in AI startups and research activities in partnership with the private sector.

Pentagon Plans to Publish Broad Artificial Intelligence Strategy 'Within Weeks'
A top Defense Department tech official on Tuesday said the Pentagon is weeks away from publishing its first broad strategy for artificial intelligence. The department plans to release a report detailing its long-term plans for artificial intelligence "within weeks" as leaders increasingly stress the technology's potential to strengthen national security, said Thomas Michelli, the department's acting deputy chief information officer for cybersecurity. Though he didn't disclose specifics regarding the strategy, Michelli said the Pentagon is standing up a number of artificial intelligence capabilities across the enterprise and people should expect "a big announcement" in the weeks to come. The department's updated cyber strategy, which is scheduled to publish shortly before the artificial intelligence plan, will also discuss AI and offer more details on how the military is funneling additional resources into the technology, according to Michelli. "We have to move forward or else we'll lose [our] competitive advantage," he said at a forum hosted by GovernmentCIO Media.
