Artificial intelligence likely to help shape future battlefield, says Army vice chief

Artificial intelligence will inevitably be one of those leap-ahead technologies that enable Soldiers to survive on the battlefield and win, said Vice Chief of Staff of the Army Gen. James C. McConville. McConville spoke here at the National Defender Investigator Association-sponsored Army Science & Technology Symposium and Showcase, Aug. 21. Artificial intelligence involves software algorithms that enable a computational device to learn as it processes information and to change courses of action automatically based on parameters set by the machine's designer. AI can process data at extremely high speeds as well. AI programs can also sift through enormous amounts of data, determine which data are important, simplify the data and present options to operators or commanders.


FBI is set to use AI to identify criminals who have burnt or cut their fingerprints

The FBI wants to use artificial intelligence to identify hardened criminals who have obscured their fingerprints by burning or cutting them. For decades this practice has helped offenders escape the law, but now forensic experts hope to create a next-generation system that can't be fooled by the practice. The FBI has issued a request to technology companies across the United States for expert advice to help its Next Generation Identification (NGI) System project. The government agency plans to use artificial intelligence to compensate for the missing portions of the as-yet unreadable fingerprints. The new system will form part of the FBI's massive biometric database.

Earlier this month, a report warned that over 6 million workers in the UK fear losing their jobs as a result of developments in automation. The Bank of England has gone further: its own study in 2015 estimated that 15 million British jobs could be at risk; more recently Mark Carney, the bank's governor, suggested job losses caused by the technological revolution could re-create conditions seen after the industrial revolution of the 18th and 19th centuries. The response to these warnings has been a flurry of comments in national newspapers, coloured by talk of catastrophe. But really now, robots taking over human jobs โ€“ never heard that one before? How is any of this news?


Justice Ministry to draft rule designating number of weeks Japanese-language schools must be in session

The Justice Ministry will impose new regulations on Japanese-language schools in October to ensure students who enter Japan to learn the language do not spend the majority of their stay working instead of studying. The change was implemented after one applicant raised the ministry's eyebrows by asking about setting up a school that would be in session for just half a year, presumably so students could use the longer holiday period to work. Under current student visa conditions, students can work up to 40 hours a week when their schools are on holiday and 28 hours when they are in session. Although there were previously no rules on how long a school should be in session, the new rule will require schools to be in session for at least 35 weeks a year. "The main duty of a student is to study," said Justice Ministry official Tetsuya Soga, who explained that the new rule is intended as a way to clarify that students should be putting their effort into studying rather than working.


Senator misses the point of 'beerbot' demo, tries to ban DoD funding

Sorry, beerbot developers, you probably won't be able to get Pentagon funding for your alcohol-serving machines. Senator Jeff Flake of Arizona has introduced a new section to the US Department of Defense appropriations bill, which says: "None of the amounts appropriated or otherwise made available by this Act may be obligated or expended for the development of a beerbot or other robot bartender." Okay, so the soon-to-retire lawmaker doesn't want the government to fund the development of silly robotic bartenders. Problem is, as IEEE Spectrum explained, he singled out a robot MIT researchers developed in 2015, which wasn't designed to be a beerbot at all. When he made his argument on the Senate floor on August 21st, he targeted the MIT research, because it was partially funded by the Office of Naval Research and the Air Force.

10,000 in Singapore to be taught AI basics for free

SINGAPORE: Singaporeans ranging from secondary students to working adults will get to pick up artificial intelligence (AI) basics for free as part of a programme called AI for Everyone (AI4E) unveiled on Thursday (Aug 30). The programme, which targets 10,000 participants, aims to familiarise them with AI and help them understand how it can be used in their daily lives, said Minister for Communications and Information S Iswaran at an event to commemorate the first-year milestone for AI Singapore (AISG). It will also help dispel fears that AI will replace jobs, according to a separate joint fact sheet by AISG, Info-communications Media Development Authority (IMDA) and the National University of Singapore (NUS). Materials for the three-hour workshop will be provided by tech giants Intel and Microsoft. These free workshops will start from the end of this month and will run for three years.


The Numbers Behind the First FDA-Approved Autonomous AI Diagnostic System

The first artificial intelligence (AI) diagnostic system to gain clearance from the U.S. Food and Drug Administration beat out all predetermined benchmarks, achieving "high diagnostic accuracy" for patients with certain forms of diabetic retinopathy, according to clinical trial findings. IDx, the developer of the system, IDx-DR, published its results this week in the peer-reviewed journal Nature Digital Medicine. The paper provides an inside look into a technology that could transform how the industry diagnoses diabetic retinopathy, a condition that can cause blindness, bringing the process from the specialist's office to primary care -- without the need for a clinician to interpret the results. In April, the FDA cleared IDx-DR, which analyzes images of the eye, for detection of "more than mild" diabetic retinopathy in adults with diabetes.


The military's newest tool will make sure a robot can get up by itself after it falls

Robots are an increasingly important weapon in the military's arsenal, but they aren't much use to soldiers if they are rendered useless if they're easily toppled over. To avoid that issue, researchers from the U.S. Army Research Laboratory (ARL) and the Johns Hopkins University Applied Physics Laboratory (APL) developed a software program that can analyze a robot's ability to right itself from any overturned position. The software, which would act as a sort of diagnostic tool for falls, would help the military figure out how to fix a robot so it falls less. They could also use it on a robot they haven't yet purchased to determine if it's sure on its feet.
