China's leaders are softening their stance on AI

China might be at loggerheads with the United States over trade, but it is calling for a friendlier approach to the development of artificial intelligence. Speaking at the World Artificial Intelligence Conference in Shanghai this week, China's vice premier, Liu He, said that AI would depend heavily on international cooperation. "We're hoping that all countries, as members of the global village, will be inclusive and support each other so that we can respond to the double-edged-sword effect of new technologies," He said through a translator. "AI represents a new era. Cross-national and cross-discipline cooperation is inevitable."

UB launches artificial intelligence institute - University at Buffalo

The University at Buffalo announced today that it is launching a multidisciplinary artificial intelligence institute -- the University at Buffalo Artificial Intelligence Institute (UBuffalo.AI). UBuffalo.AI will explore how to combine machines' superior ability to ingest, connect and recall information with concepts that humans excel at, such as reasoning, judgement and strategizing, to develop dynamic human-machine partnerships. To lead UBuffalo.AI, the university recruited David Doermann, PhD, from the University of Maryland (UMD) and the Defense Advanced Research Projects Agency (DARPA). Doermann built his career at UMD developing technologies for document understanding and computer vision for the defense and intelligence communities. Human language is considered one of the grand challenges of AI, and the fundamental and applied research performed in his UMD laboratory has provided a critical foundation for addressing the next wave of AI challenges.


The Mirai Botnet Masterminds Have Been Fighting Crime With the FBI

The three college-age defendants behind the creation of the Mirai botnet--an online tool that wreaked destruction across the internet in the fall of 2016 with unprecedentedly powerful distributed denial of service attacks--will stand in an Alaska courtroom Tuesday and ask for a novel ruling from a federal judge: They hope to be sentenced to work for the FBI. Josiah White, Paras Jha, and Dalton Norman, who were all between 18 and 20 years old when they built and launched Mirai, pleaded guilty last December to creating the malware that hijacked hundreds of thousands of Internet of Things devices, uniting them as a digital army that began as a way to attack rival Minecraft video game hosts, and evolved into an online tsunami of nefarious traffic that knocked entire web hosting companies offline. At the time, the attacks raised fears amid the presidential election targeted online by Russia that an unknown adversary was preparing to lay waste to the internet. The original creators, panicking as they realized their invention was more powerful than they had imagined, released the code--a common tactic by hackers to ensure that if and when authorities catch them, they don't possess any code that isn't already publicly known that can help finger them as the inventors. That release in turn lead to attacks by others throughout the fall, including one that made much of the internet unusable for the East Coast of the United States on an October Friday.

Economists of all stripes would agree that investment and the application of technology drive economic activity. For decades governments around the world have made strenuous efforts to encourage investment and new technologies. Last year this orthodoxy came under fire from an unexpected source. In an interview with Quartz Bill Gates made the case for taxing robots at the same rate as human workers: "Right now, the human worker who does, say, $50,000 worth of work in a factory, that income is taxed and you get income tax, social security tax, all those things. If a robot comes in to do the same thing, you'd think that we'd tax the robot at a similar level."

Mysterious pulsar 1,630 light-years from Earth is sending infrared radiation across the stars

Pure infrared radiation from the spinning core of a collapsed star has been observed by scientists for the first time, claim the authors of a new study. The neutron star, which is 1,630 light-years from Earth, can be found in the'Magnificent Seven' cluster of pulsars. Neutron stars are the collapsed, burnt-out cores of dead stars. Pulsars are essentially rotating, highly magnetised versions of these stars - left behind after a supernova explosion. Radiation emissions from pulsars have been observed before, usually in X-ray and radio form, as these are the wavelengths which are typically the strongest.


Aidoc expands sales team after gaining FDA clearance for AI system

Aidoc, a Tel-Aviv, Israel-based medical imaging company, announced back in August that it had gained FDA clearance for a new solution that helps radiologists triage patients using artificial intelligence (AI). Now, to meet an increase in customer demand as a result of that announcement, the company has hired Tom Shearer to manage sales in North America and Jeremy De Sy to handle sales throughout Europe. "AI isn't the future for medical imaging; it's the present," Shearer said in a prepared statement. "Aidoc is led by extraordinary individuals who have developed a revolutionary product. This solution is always running in the background, on every exam, filling a critical need in medical imaging by helping radiologists manage their increasing workload while maintaining high standards."

China's aggressive AI investment spurs thirst for talent, says report

Chinese companies are "aggressively investing" in artificial intelligence (AI) applications and show more thirst for talent, a joint study by Massachusetts Institute of Technology (MIT) and Boston Consulting Group (BCG) shows, at a time when the race for AI superiority is in the spotlight around the world. The conclusion – based on a survey of over 3,000 participants in 126 countries and 300 executives from China – shines a light on China's ambitions in AI, which is seen as a major driver of the new economy, and the perceived competitive threat the country poses to other big economies. "China's rapid rise in AI has been a wake-up call for nations, industries and corporate executives globally," says the report, which was released on Tuesday and titled Artificial Intelligence in Business Gets Real. "Indeed, many recent national programmes to advance the development of AI refer to China as a competitive threat." Betting big on the core technology behind an array of cutting-edge applications from autonomous driving to facial recognition, China's State Council last July laid out a three-step road map to AI supremacy.
