GITEX to showcase power of Artificial Intelligence
Dubai: Artificial Intelligence-powered services, such as customer call management system and drone-based statistician, will be showcased at Smart Dubai's pavilion of 59 government and private establishments at the GITEX Technology Week 2018, which begins on Sunday. Running till Thursday at Dubai World Trade Centre, GITEX will feature the establishments exhibiting their latest smart services to the public. Dr Aisha Bint Butti Bin Bishr, director general of Smart Dubai Office, said: "Since its inception, Smart Dubai has been on a mission to implement the vision of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to transform Dubai into a full-fledged smart city and make it one of the happiest in the world. His Highness has also called on all stakeholders across the public and private sectors to work together and strive towards that ambitious objective. In the past 18 months, we have seen a huge rise in the interest of AI development and activation. Countries are developing national strategies, and companies are positioning themselves for the fourth industrial revolution. With this pervasive push of AI, comes also an increased awareness that AIs should act in the interest of a human - and this is not as trivial as one might think. This article provides an overview of several key initiatives that propose ways on approaching AI ethics, regulation and sustainability. As this is a fast evolving field, I aim to update this article regularly.
Thousands of people reported missing after Hurricane Michael; death toll at 17
This compilation highlights the power of the storm and what residents face in the weeks ahead. Days after powerful Hurricane Michael made landfall Wednesday just north of Mexico Beach, Florida, thousands of people have been reported missing to local authorities. Emergency crews made it their mission Friday to search for people after the Category 4 storm barreled into the Florida Panhandle before making its way to southwest Georgia and South Carolina – while also lashing North Carolina and Virginia. At least 17 people have been killed. Emergency officials said they received thousands of calls asking about missing people, but with cellphone service out across a wide area, they found it impossible to know who among those unaccounted for was safe but just unable to dial out to friends or family.

Robot War in the South China Sea?
As technology advances relentlessly, the real prospect of robot wars is apparently almost upon us. The 2015 book Ghost Fleet, written by Peter Singer and August Cole, lays out a vision of a future war between China and the United States, and the role of artificial intelligence (AI) in that hypothetical military conflict is not small. Drones of various types not only carry out surveillance in this novel but also play crucial roles in communications, logistics, as well as in high-intensity combat. In one memorable vignette, two American unmanned surface vehicles "following an algorithm developed from research done on the way sand tiger sharks cooperated in their hunting" successfully prosecute a Chinese nuclear submarine. Strategists familiar with the U.S. Navy's Sea Hunter program know that this ambition is not especially far-fetched. Yet, what if that book understates China's ambitions to apply AI to the future battlefield, and to undersea warfare, in particular?
Just Let Them Compete: Raising the Next Generation of Wargamers
My career in wargaming began by chance, not by design. Initially hired for my writing on national security and my Marine Corps background, I learned to be a wargamer on the job. With no prior wargaming experience, I was taught to combine my storytelling ability, my knowledge of the military, and my personal experience with commercial board games to develop analytical wargames. Surprisingly, my unexpected introduction to the field is not an aberration, but the norm. Across the defense community, wargaming is cultivating innovation and guiding important discussions.

The makers of a supercomputer designed to automatically detect, patch and exploit existing software vulnerabilities were recently awarded a seven-figure contract from the Department of Defense to apply the cutting-edge technology to military systems, including US Navy ships and aircraft. ForAllSecure's patented technology from over a decade of research resulted in Mayhem (meaning Chaos), a fully autonomous cybersecurity system. At the DARPA Cyber Grand Challenge, the world's first all-machine hacking tournament, Mayhem was battle-tested and took first place in August 2016. Machines will never be as creative as humans, though, so ForAllSecure is also committed to HackCenter, a training platform designed to teach anyone the actionable skills needed to be effective in cybersecurity, as well as the delivery of in-person training events. Mayhem won first place and $2 million in the Cyber Grand Challenge.
Towards Formal Definitions of Blameworthiness, Intention, and Moral Responsibility

We provide formal definitions of degree of blameworthiness and intention relative to an epistemic state (a probability over causal models and a utility function on outcomes). These, together with a definition of actual causality, provide the key ingredients for moral responsibility judgments. We show that these definitions give insight into commonsense intuitions in a variety of puzzling cases from the literature.
MaaSim: A Liveability Simulation for Improving the Quality of Life in Cities

Urbanism is no longer planned on paper thanks to powerful models and 3D simulation platforms. However, current work is not open to the public and lacks an optimisation agent that could help in decision making. This paper describes the creation of an open-source simulation based on an existing Dutch liveability score with a built-in AI module. Features are selected using feature engineering and Random Forests. Then, a modified scoring function is built based on the former liveability classes. The score is predicted using Random Forest for regression and achieved a recall of 0.83 with 10-fold cross-validation. Afterwards, Exploratory Factor Analysis is applied to select the actions present in the model. The resulting indicators are divided into 5 groups, and 12 actions are generated. The performance of four optimisation algorithms is compared, namely NSGA-II, PAES, SPEA2 and eps-MOEA, on three established criteria of quality: cardinality, the spread of the solutions, spacing, and the resulting score and number of turns. Although all four algorithms show different strengths, eps-MOEA is selected to be the most suitable for this problem. Ultimately, the simulation incorporates the model and the selected AI module in a GUI written in the Kivy framework for Python. Tests performed on users show positive responses and encourage further initiatives towards joining technology and public applications.
Two Can Play That Game: An Adversarial Evaluation of a Cyber-alert Inspection System

Cyber-security is an important societal concern. Cyber-attacks have increased in numbers as well as in the extent of damage caused in every attack. Large organizations operate a Cyber Security Operation Center (CSOC), which form the first line of cyber-defense. The inspection of cyber-alerts is a critical part of CSOC operations. A recent work, in collaboration with Army Research Lab, USA proposed a reinforcement learning (RL) based approach to prevent the cyber-alert queue length from growing large and overwhelming the defender. Given the potential deployment of this approach to CSOCs run by US defense agencies, we perform a red team (adversarial) evaluation of this approach. Further, with the recent attacks on learning systems, it is even more important to test the limits of this RL approach. Towards that end, we learn an adversarial alert generation policy that is a best response to the defender inspection policy. Surprisingly, we find the defender policy to be quite robust to the best response of the attacker. In order to explain this observation, we extend the earlier RL model to a game model and show that there exists defender policies that can be robust against any adversarial policy. We also derive a competitive baseline from the game theory model and compare it to the RL approach. However, we go further to exploit assumptions made in the MDP in the RL model and discover an attacker policy that overwhelms the defender. We use a double oracle approach to retrain the defender with episodes from this discovered attacker policy. This made the defender robust to the discovered attacker policy and no further harmful attacker policies were discovered. Overall, the adversarial RL and double oracle approach in RL are general techniques that are applicable to other RL usage in adversarial environments.
