When the head of the U.S. Supreme Court says artificial intelligence (AI) is having a significant impact on how the legal system in this country works, you pay attention. That's exactly what happened when Chief Justice John Roberts was asked the following question: "Can you foresee a day when smart machines, driven with artificial intelligences, will assist with courtroom fact-finding or, more controversially even, judicial decision-making?" His answer startled the audience. "It's a day that's here and it's putting a significant strain on how the judiciary goes about doing things," he said, as reported by The New York Times. In the last decade, the field of AI has experienced a renaissance.
Reclaim Internet Greatness
His concern is warranted and will require us to strike a balance between protecting the democratic and egalitarian values that made the Internet great to begin with while ensuring those values are used for good. The fundamental issue, then, in creating a 21st-century Internet becomes what changes are warranted and who will be responsible for defining and administering them. On the technology dimension, computer scientists and engineers must develop smarter systems for detecting, addressing, and preventing malicious content on the Web. Cerf's argument on behalf of user training is helpful but will not ultimately solve the problem of an untrustworthy, ungovernable, potentially malicious network. I myself recently fell for a phishing attack, which only proves that today's attacks can fool even savvy, experienced users.
Trump administration proposal could target exports of the tech behind Siri, self-driving cars and supercomputers
Amazon, Apple, Google, IBM and their peers could be subject to new restrictions on how they export the technology behind voice-activated smartphones, self-driving cars and speedy supercomputers to China under a proposal floated Monday by the Trump administration. For the U.S. government, its pursuit of new regulations marks a heightened effort to ensure that emerging technologies, including artificial intelligence, don't fall into the hands of countries or actors that might pose a national security threat. The official request for public comment, published in the Federal Register, asks whether a long list of AI tools should be subject to stricter export-control rules. The Trump administration's potential targets include image-recognition software, ultrafast quantum computers, advanced computer chips, self-driving cars and robots. Companies that make those products and services might, for instance, have to obtain licenses before selling them to foreign governments or partnering with some researchers in certain countries.
NASA successfully tests OSIRIS-REx robotic arm ahead of arrival
NASA's spacecraft OSIRIS-REx is just 75 miles from its destination and, just like you would near the end of a light, it's starting to stretch out. The craft successfully tested its Touch-and-Go Sample Acquisition Mechanism (TAGSAM), a robotic arm that will allow it to grab samples from the surface of the asteroid Bennu. According to NASA, the test run went as planned. OSIRIS-REx, with the help of engineers from Lockheed Martin, showed off the full range of motion of its arm. The test's success was confirmed by telemetry data and photos captured by an onboard camera.
NASA spacecraft set for risky landing on Mars next week after six-month journey through space
Mars is about to get its first U.S. visitor in years: a three-legged, one-armed geologist to dig deep and listen for quakes. NASA's InSight makes its grand entrance through the rose-tinted Martian skies on Monday, after a six-month, 300 million-mile (480 million-kilometer) journey. It will be the first American spacecraft to land since the Curiosity rover in 2012 and the first dedicated to exploring underground. The illustration shows the InSight lander drilling into the surface of Mars. InSight, short for Interior Exploration using Seismic Investigations, Geodesy and Heat Transport, is scheduled to arrive at the planet on Monday, Nov. 26 NASA is going with a tried-and-true method to get this mechanical miner to the surface of the red planet. Engine firings will slow its final descent and the spacecraft will plop down on its rigid legs, mimicking the landings of earlier successful missions.
China surveillance firms face backlash amid Xinjiang crackdown
Shenzhen, China - The video screen shows a constant procession of Chinese citizens moving past a camera at what appears to be a public festival, park or central city plaza. Their faces are bracketed by yellow squares with various numbers hovering below, including each person's estimated age and gender. If the person is known to the system, their name appears too. The facial recognition technology was just one of dozens of such systems at the China Hi-Tech Fair in the southern city of Shenzhen this month. But while other companies tried to bring some levity to the dystopian feel by making cute dog heads appear on the faces of passers-by, others had no qualms about showcasing the Orwellian nature of their products.
Countries need national strategy for AI to stay competitive
In a webinar hosted by the MIT Sloan Management Review, Gerbert cited numbers from a new report, "Global Competition with AI in Business: How China Differs." The report said 91% of Chinese companies have increased their spending on AI projects since last year. In the U.S., that number is 74%. Within the last three years, 60% of Chinese companies have adjusted their business models to orient their operations around AI, while only 53% of U.S. companies have followed suit. Much of these changes in China's business realm are driven by the country's government.

How do you look for a needle in a haystack, when you are not sure what the needle looks like? This is the problem that faces scientists as they try to deal with increasingly complex datasets. One answer is to turn machine learning loose on the enormous volumes of data they have captured. The problem of finding relevant data in genetic databases is one that Simon Roux, a researcher working at the U.S. Department of Energy's Joint Genome Institute, faced when investigating the role that an obscure and little-understood family of viruses plays in the environment. There are many types of virus, called bacteriophages, that infect bacteria.
Can you trust an AI data trust not to slurp your data?
Comment In a refreshing change, the British government yesterday appointed an NHS technology advisory panel with almost no medics or tech experts on board. Today, it announced the names of expert advisors to the nebulous "Centre for Data Ethics and Innovation", one of two new bodies set up this year. This one is intended to assure the public that they can trust AI companies with slurping their data. The centre was one recommendation from a study which formed the basis of the "AI Sector Deal". The centre's job is to devise another recommendation: "Data Trusts", or in the report's own words: Mechanisms where parties have defined rights and responsibilities with respect to shared data – in order to protect sensitive data, facilitate access to data, and ensure accountability.
Multivariate Forecasting of Crude Oil Spot Prices using Neural Networks

Abstract--Crude oil is a major component in most advanced economies of the world. Accurately predicting and understanding thebehavior of crude oil prices is important for economists, analysts, forecasters, and traders, to name a few. The price of crude oil has declined in the past decade and is seeing a phase of stability; but will this stability last? This work is an empirical study on how multivariate analysis may be employed to predict crude oil spot prices using neural networks. The concept of using neural networks showed promising potential. A very simple neural network model was able to perform on par with ARIMA models - the state-of-the-art model in time-series forecasting. Advanced neural network models using larger datasets may be used in the future to extend this proofof-concept toa full scale framework. I.
