History shows that cybersecurity threats evolve along with new technological advances. Relational databases brought SQL injection attacks, web scripting programming languages spurred cross-site scripting attacks, IoT devices ushered in new ways to create botnets, and the internet in general opened a Pandora's box of digital security ills. Social media created new ways to manipulate people through micro-targeted content delivery and made it easier to gather information for phishing attacks. And bitcoin enabled the delivery of crypto-ransowmare attacks. The point is, every new technology entails new security threats that were previously unimaginable.

IIT Kharagpur to set up Centre of Excellence in Artificial Intelligence at Hyderabad
IIT Kharagpur will set up a Centre of Excellence in Artificial Intelligence shortly here, the institute's programme manager Utkarsh Prasad said Thursday. In the long run, the institute plans to set up a Research Park in subjects such as AI, cyber security, robotics and advanced manufacturing, he said, adding, it was at the discussion stage. He said IIT Kharagpur was working with the Telangana government to setup, in the short term, a Centre of excellence in artificial intelligence. The function of the Centre would be two-fold, training of professionials in AI and taking up research and industry projects from industry and government, Prasad told PTI. Telangana Principal Secretary IT and Industry Jayesh Ranjan said the government has already identified 2000 sqft in Kukatpallya for setting up the AI centre andwill soon enter into an MoU with IIT-Kharagpur.

The financial services world is in a state of flux. Incumbent financial institutions are fumbling around in search of the next big idea that would catapult them to the front, or at least save them from collapsing on their largess of amassed inertia. We need a strategy that would get us off out fat ass and move forward. But as the saying goes "strategy is great until you engage the enemy and you change your direction". Paraphrasing Helmuth von Moltke the Elder, Chief of Staff of the Prussian army before World War 1 and architect of "The Theory of War" we must evolve beyond deterministic battle plans and instead favor resilient strategies that can adapt to situations that occur in real-time.
Justice Ministry revokes permit of supervising body for foreign trainee program over falsified records
The government on Thursday revoked the credentials of a body that supervises companies accepting foreign trainees in the first such move since the program was introduced last year. Creative Net, a cooperative association based in Kasai, Hyogo Prefecture, was found to have submitted false records on training at three companies it had been supervising. In a related move, the Justice Ministry also withdrew its approvals for intern training plans for a total of 11 Thai women who had been accepted by the companies. Under the government's Technical Intern Training Program, foreign trainees are required to take Japanese-language courses and receive guidance on daily life in Japan during the first two months after they arrive in the country. They are not allowed to start working during that period. But the three companies made their trainees work for about a month during the transition period, and Creative Net submitted false training records to the government-affiliated Organization for Technical Intern Training.
Multi-task Prediction of Patient Workload

Developing reliable workload predictive models can affect many aspects of clinical decision making procedure. The primary challenge in healthcare systems is handling the demand uncertainty over the time. This issue becomes more critical for the healthcare facilities that provide service for chronic disease treatment because of the need for continuous treatments over the time. Although some researchers focused on exploring the methods for workload prediction recently, few types of research mainly focused on forecasting a quantitative measure for the workload of healthcare providers. Also, among the mentioned studies most of them just focused on workload prediction within one facility. The drawback of the previous studies is the problem is not investigated for multiple facilities where the quality of provided service, the equipment, and resources used for provided service as well as the diagnosis and treatment procedures may differ even for patients with similar conditions. To tackle the mentioned issue, this paper suggests a framework for patient workload prediction by using patients data from VA facilities across the US. To capture the information of patients with similar attributes and make the prediction more accurate, a heuristic cluster based algorithm for single task learning as well as a multi task learning approach are developed in this research.
Bounds on the Cost of Stabilizing a Cooperative Game

A key issue in cooperative game theory is coalitional stability, usually captured by the notion of the core---the set of outcomes that are resistant to group deviations. However, some coalitional games have empty cores, and any outcome in such a game is unstable. We investigate the possibility of stabilizing a coalitional game by using subsidies. We consider scenarios where an external party that is interested in having the players work together offers a supplemental payment to the grand coalition, or, more generally, a particular coalition structure. This payment is conditional on players not deviating from this coalition structure, and may be divided among the players in any way they wish. We define the cost of stability as the minimum external payment that stabilizes the game. We provide tight bounds on the cost of stability, both for games where the coalitional values are nonnegative (profit-sharing games) and for games where the coalitional values are nonpositive (cost-sharing games), under natural assumptions on the characteristic function, such as superadditivity, anonymity, or both. We also investigate the relationship between the cost of stability and several variants of the least core. Finally, we study the computational complexity of problems related to the cost of stability, with a focus on weighted voting games.
Sending astronauts to Mars would be stupid, says Apollo 8 pilot
NASA has released several stunning new images of Mars captured by the InSight lander's robotic arm as it snapped photos of its new workspace. One of the first astronauts to orbit the Moon said on Wednesday that it's "stupid" to plan human missions to Mars. Bill Anders, who was the lunar module pilot for NASA's Apollo 8 mission, told BBC Radio 5 Live that sending crews to the Red Planet would be "almost ridiculous." The U.S. space agency's goals include sending humans to Mars for exploration and scientific study. What's pushing us to go to Mars?" Anders, 85, said, adding: "I don't think the public is that interested."
