But there is a more fundamental question when it comes to AI, is it there to solve problems or exploit information? Sir Arthur Conan Doyle created two competing personalities that characterize this challenge. Sherlock – the problem solver, the analytical mind (accompanied by an often-startling lack of social skills), and Moriarty the criminal genius who exploited information to get power. These two distinct personalities sum up two different mentalities when we look at how to use AI, namely the use of data to solve a known problem, or the use of data to create new markets and rise above the competition.

To the editor: The Metropolitan Transportation Authority wants to explore congestion pricing. We cannot tax our way out of traffic any more than we can reduce the number of residents in and around Los Angeles, nor can most people change where they live or where they must travel to work. Encouraging housing development along the various Metro routes is an option, but ultimately, we will never be able to overcome the challenges presented by the spread-out geography of greater Los Angeles. If Los Angeles and other nearby cities really want to see traffic move more quickly, they should put significantly more effort and money into repairing our streets, which are in a shameful and dare I say dangerous state of disrepair. To the editor: A single word appearing in the article explains everything. The word is "choice," and it implies that working people will make an informed decision about whether or not to pay an additional tax to get to work.

It's in books, think tank pieces and government documents. All this to capture the fear that another country might develop AI more powerful than our own. But calling the AI competition an "arms race" is both wrong and dangerous. It suggests AI development is winner-take-all, in that two isolated national AI sectors struggle for total domination, leading to policies that cut off valuable interconnection. Simultaneously, it misrepresents AI research more generally by implying that this varied field is a single technology, almost inevitably focusing too heavily on AI's military applications.

Everyone uses the term artificial intelligence (AI) generically, and they mix it up with Machine Learning, Data Science, and Predictive Analytics. The definitions have changed over time, and everyone seems to inherently assume that they know what they're talking about when they say AI. From my perspective, Artificial Intelligence is essentially the ability of machines to perform those targeted functions that you normally associate with a human being. These are things that humans do naturally, like reasoning, learning, and interacting with the environment. Anything that falls in that realm right now is AI.

One agency's innovative big data program has sparked a revolution in thinking at another federal agency and helped launch life-saving applications from unlikely sources. Since March 2016, The Opportunity Project, or TOP, housed within the Census Bureau, has been connecting innovators from around the globe with public data and resources to help them make a difference in the world. "We believe that data matters. Not just because it is interesting but because it solves problems for people in their everyday lives," TOP Director and Cofounder Drew Zachary said during the annual Demo Day, held Friday at Census headquarters in Maryland to showcase accomplishments from the latest cohort. "The Opportunity Project is really a process we use to put data to work for people and solve some of the biggest challenges that we're facing in the country and around the world."

President Donald Trump has signed an executive order that revoked an Obama-era policy requiring United States intelligence officials to report civilian deaths in drone attacks outside active war zones. Former President Barack Obama, put the policy in place in 2016 as part of an effort to be more transparent about drone attacks after he had dramatically increased their use against armed groups in mostly Muslim countries. Trump's rescinding of the policy was done with little fanfare on Wednesday. The White House released the text of his executive order. "This action eliminates superfluous reporting requirements, requirements that do not improve government transparency, but rather distract our intelligence professionals from their primary mission," an administration official said.

To prove it, Robbie Barrat developed a program that could write its own rap lyrics using 6,000 Kayne West lyrics.1 He is not the only one creating art using AI. Major news organizations like The Washington Post are integrating AI into their business models.2 In addition, a painting created by Obvious using AI was recently auctioned off by Christie's for almost a half of a million dollars.3
