Cold War Analogies are Warping Tech Policy

Pundits and politicians alike declaim that we're locked in a "new Cold War" with China, that we're in the throes of a "cyber arms race" with the rest of the world, and that Russia's election interference is, of course, today's 1960s contestation over political ideology. Justin Sherman (@jshermcyber) is a Cybersecurity Policy Fellow at New America. These tempting, easy-to-understand Cold War metaphors pervade policy discourse around emerging technologies like artificial intelligence and quantum computing. Peter Thiel notably deployed such metaphors in his recent (quite flawed) New York Times op-ed about AI and national security.
Spotlight: Israeli medical hi-tech startups show strong willingness to explore Chinese market - Xinhua
JERUSALEM, Sept. 6 (Xinhua) -- A total of 12 Israeli hi-tech startups, mainly from the medical and healthcare sector, participated in the second round of "Chuangxiang China" Anhui innovation and entrepreneurship competition in central Israel. The event was hosted by China's Anhui provincial government in Israeli central city of Tel Aviv on Thursday evening. A total of 110 Israeli hi-tech startups applied for the competition, mostly involved in the research and development (R&D) of technologies in healthcare, smart manufacturing, artificial intelligence (AI) and big data, 12 out of which were qualified to the second round of the competition. After presentations and meetings, three Israeli startups, On-Sight, Vectorious and RedDress, became the winners of the second round and will attend the final round of the competition, which is to be held in Hefei, capital of east China's Anhui Province in November this year. The medical and healthcare sector has increasingly become an important sector attracting both Israeli and Chinese companies.

In 2016, more than 100 million people worldwide watched closely as the legendary world champion Go player Lee Sedol played against a computer program -- and lost. Then, in 2017, NASA scientists discovered two new planets with the Kepler space telescope. What these seemingly-disparate achievements have in common is that they were possible with the technology behind TensorFlow, an open source AI project. It was originally started by Google engineers, but has proven especially popular for any project requiring the processing of big data. TensorFlow was created by the Google Brain team, led by Google senior fellow and AI researcher Jeff Dean.

The complex seems to run so smoothly, it might take a moment to realize that something's missing: human workers. FANUC's factory is 100 percent automated, with robots going "unsupervised" by a human for as many as 30 days at a time.

Agriculture takes lead in adopting AI in Kenya
By JULIE OWINO, NAIROBI, Kenya, Apr 18 – Agriculture is slated to take the lead in the adoption of Artificial Intelligence with farmers increasingly now using technology to monitor plant, soil and weather conditions. Speaking during the launch of'AI for Good' at Strathmore University, Microsoft East Africa Manager Sebu Haileleul said there is a large pool of workforce and farmers in the agriculture sector but AI can also be adapted in other industry. "The agriculture sector contributes a lot towards the country economy but certainly AI is not only applicable to the agriculture sector but can be adopted in other industries," said Haieleleul. Currently, farmers have adapted some applications where they can use to access loans from banks. According to Microsoft East Africa government Affairs Director Christopher Akiwumi, the AI adoption process has made it easier for farmers to stimulate their growth through easy and quick Access of loans from various government institutions. However, there is a need to support and raise the skills gap in the wake of the adoption of AI and different technologies in the coming years.

Pragmatism from cybersecurity to enterprise imaging was in vogue at the 2019 meeting of the Society of Imaging Informatics in Medicine (SIIM). Not unexpectedly, artificial intelligence accounted for much discussion amid telltale cracks in its hype. Exerting pressure was an undercurrent of practicality, bubbling up in session talks by key opinion leaders (KOLs) and from the exhibit floor, where some company representatives spoke of the continuing need for artificial intelligence (AI) to demonstrate an ROI (return on investment). This doff of the hat to practicality could be seen in the format of scientific sessions, which were kicked off by luminary speakers providing the context in which to understand research data presented in follow-on talks. Other sessions featured faculty, as in the case of one about cybersecurity hosted by J. Anthony Seibert, Ph.D., an imaging physicist on the radiology faculty of the University of California in Davis.
