In developing countries especially Liberia, when elections are held, voters' decisions are never based on or guided by any solid intelligence or knowledge about the candidate or his/her policies. In fact, it is a common phenomenon to see citizens base their voting decisions on factors such as: the candidate's popularity, political affiliation, ethnic or religious values, emotions, tribalism, political rhetoric, candidate's educational background, or the amount of money (aka CASH VIOLENCE), that the candidate spends on them (voters). Arguably, this could be attributed to poverty and illiteracy. And so, candidates especially politicians, take advantage of these social and economic challenges, to campaign using lies, empty promises and commitments which they cannot fulfill after winning elections. When this happens, voters would have to wait for those elected officials to complete their tenure, before getting another opportunity to vote for a new group of leaders in hopes that "GOD" might send them better leaders, if not a messiah. Because of this, many nations remain underdeveloped, poor, and heavily dependent on international aid.


NHS Users Prefer Talking To AI Virtual Assistants Instead Of Humans

The majority of NHS users would rather discuss their hospital and GP appointments with an artificial intelligence service instead of a human. That's according to new research from technology startup EBO.ai, which explores the growing role digital communication tools play in the NHS. It found that more than three quarters (76%) of NHS users would be happy to receive automated reminders from an AI-powered virtual assistant, compared to the 58% who'd rather interact with a human. Figures from NHS England claim that missed appointments cost the health service over ยฃ216 million annually, and many people believe that AI technology could help minimize this cost. Dr. Gege Gatt, CEO of EBO.ai, said: "The NHS has already invested millions in the latest technologies, but the enormous potential of AI remains largely untapped. "The adoption we have seen thus far has focused on primary patient care including assessment and diagnosis, but AI can improve patient experiences outside the treatment room too." Investment in UK AI companies hits all-time high

Investment in the UK's artificial intelligence (AI) companies has reached record levels after the first six months of 2019 saw more investment than the entirety of last year. Venture capitalists had ploughed $1.63bn (ยฃ1.32bn) into UK projects by June, surpassing the $1.21bn raised by the end of 2018 and marking a record year for AI funding growth, according to a report from industry body Tech Nation. AI funding has grown for four consecutive years in the UK, placing it third in the world behind the US and China. The UK has played a key role in fostering many notable AI and machine learning companies, including DeepMind, the prolific research lab purchased by Google in 2014 which has partnered with the NHS and Moorfields Eye Hospital to develop diagnostic models. The US has invested $9.7bn into AI thus far in 2019, compared to $8.6bn in 2018, while China is yet to surpass its 2018 total โ€“ backing $3.5bn to date compared to its $6.8bn spending last year. The number of AI companies operating in the UK has also grown, from 820 last year to 839 currently.


Energy Unveils Artificial Intelligence and Technology Office

The Energy Department established its own Artificial Intelligence and Technology Office to coordinate and accelerate the agency's enterprise efforts to leverage the emerging technology, Secretary Rick Perry revealed at a summit in California Friday. "From my perspective, this is a good day to be able to announce the standing up of an office that's really going to have the ability to transform a lot of different areas in this country," Perry said. Speaking in a fireside chat alongside the nation's Chief Technology Officer Michael Kratsios, Perry elaborated on a wide range of Energy's current AI and machine learning applications and endeavors, including strengthening the nation's national security stance, supporting the nuclear stockpile, enabling the internet of things and much more. The former governor of Texas also highlighted AI-enabled accomplishments across the agency's national labs, where inside experts are building three next-generation exascale computers and conducting advanced research on four of the ten fastest supercomputers in the world. "When I came to [Energy] two and a half years ago, we were number three in the world in supercomputing--behind China, and interestingly, Switzerland. During the last 30 months we have increased the funding for the supercomputing capacity of America by 45%," he said.
