Enabling Semantic Data Access for Toxicological Risk Assessment

Experimental effort and animal welfare are concerns when exploring the effects a compound has on an organism. Appropriate methods for extrapolating chemical effects can further mitigate these challenges. In this paper we present the efforts to (i) (pre)process and gather data from public and private sources, varying from tabular files to SPARQL endpoints, (ii) integrate the data and represent them as a knowledge graph with richer semantics. This knowledge graph is further applied to facilitate the retrieval of the relevant data for a ecological risk assessment task, extrapolation of effect data, where two prediction techniques are developed.


NASA Robots Rove Through Caves for Underground DARPA Competition (Video)

Robots from all over the world are about to go on a subterranean adventure, competing against each other in mining tunnels to determine which ones can best navigate and find objects underground and do so autonomously. The Defense Advanced Research Projects Agency (DARPA) is hosting the Subterranean Challenge Systems Competition on Aug. 15-22 in Pittsburgh as a way to develop technology for the military and first responders to map and search subterranean areas. A team led by NASA's Jet Propulsion Laboratory (JPL) will be one of 11 teams taking part in the competition with wheeled rovers, drones and climbing robots that can rise on pinball-flipper-shaped treads to scale obstacles, NASA officials said in a statement. A team from NASA's Jet Propulsion Laboratory is taking part in the underground competition on August 15-22. The same technology applied in the competition underground can also be utilized in space for future NASA missions that explore caves and lava tubes on other planets.

'Dr Google' is already well established in patients' minds, and now they have a host of apps using artificial intelligence (AI), allowing them to input symptoms and receive a suggested diagnosis or advice without the need for human interaction. And policymakers are on board. Matt Hancock is the most tech-friendly health secretary ever, NHS England chief executive Simon Stevens wants England to lead the world in AI, and the prime minister last month announced ยฃ250m for a national AI lab to help cut waiting times and detect diseases earlier. Amazon even agreed a partnership with NHS England in July to allow people to access health information via its voice-activated assistant Alexa.

LONDON โ€“ The European Union's competition chief is getting a new term -- with expanded powers -- in a move that underlines how the bloc's battle to regulate big tech companies is only just beginning. Margrethe Vestager, who angered the Trump administration by imposing multibillion-dollar penalties on the likes of Google and Apple, was reappointed Tuesday for a second five-year term as the bloc's competition commissioner. The Danish politician's tasks will include strengthening competition enforcement in all sectors, stepping up efforts to detect cases of market abuse by big companies, speeding up investigations and helping strengthen cooperation with her global counterparts. Perhaps ominously for the big tech companies that she has cracked down on, Vestager is also getting extra clout. Ursula von der Leyen, the incoming president of the EU's powerful executive arm, promoted Vestager to a commission executive vice-president overseeing the EU's digital innovation and leadership efforts, including artificial intelligence.

"Whoever masters artificial intelligence will dominate the world in the future", a senior NATO cyber defence official told the DSEI 2019 conference in London. The official called on policymakers to pursue the technology and not be caught up in ethical debates over autonomous weapons systems and so-called killer robots. "There will be killer robots out there not bound by morality, ethics, or law," he said. Retired US Navy Vice Admiral Jan Tighe, who served as director of naval intelligence and was the former deputy chief for information warfare, also warned that developments in AI and cyber warfare will pose significant new challenges to security across the world.

Should AI Researchers Get Special Access to Visas?

Last year the annual artificial intelligence conference NeurIPS invited 230 researchers from Africa to attend a "Black in AI" workshop in Montreal. It was a great opportunity to bring some diversity to the field of AI. Sadly, however, the Canadian government denied visas for about a third of the Africans invited to the workshop. Many others were unable to attend because the Canadian government took too long to process their visas. The Partnership on AI--a group founded by Amazon, Facebook, Google's DeepMind subsidiary, Microsoft, and IBM--contends that these sorts of visa issues are a threat to the development of AI.

"Margarethe Vestager will coordinate the whole agenda and be the commissioner for competition," von der Leyen said at a press conference . Von der Leyen has said that by the end of her first 100 days in office, she wants to draw up legislation for a European approach on the "human and ethical implications" of artificial intelligence. The Computer & Communications Industry Association, a lobby group with members including Google, Facebook and Amazon, reacted cautiously to Vestager's reappointment. "We encourage the new Commissioners to assess the impact of all the recent EU tech regulation to ensure that future legislation will be evidence-based, proportionate and beneficial," it said in a statement.


Artificial Intelligence in Africa's healthcare: Ethical considerations ORF

Artificial intelligence (AI) can improve various aspects of healthcare. It can help reduce annual expenditure,[1] allow early detection of diseases, provide round-the-clock monitoring for chronic disorders, and help limit the exposure of healthcare professionals in contagious environments. The use of AI in healthcare systems in Africa, in particular, can eliminate inefficiencies such as misdiagnosis, shortage in healthcare workers, and wait and recovery time. However, it is important to safeguard against issues such as privacy breaches, or lack of personalised care and accessibility. The central tenet for an AI framework must be ethics. This brief discusses the benefits and challenges of introducing AI in Africa's healthcare sector and suggests how policymakers can strike a balance between allowing innovation and protecting data.
